Mayor's Report Mayor Hawk reported that he, Bob Steele, Daymond Gaddy, Shari Massey, and AC Urbanosky attended a meeting with the Corps of Engineers and representatives from area cities to discuss lake related problems, The Mayor, recommended to Council that AC Urbanosky, and Shari Massey serve on a committee that will try to solve the problems discussed at the meeting Sparger x x mentioned above. Motion was made Stricker x and approved to appoint the council- Latta x x persons mentioned above as Southlake' Urbanosky x representatives to serve on the Massey x committee. Mayor gave anyone present wanting to speak on the water situation an opportunity to do so at this time. Herb White, Jellico Circle resident, indicated that his water problems seem to be resolved. Jackie Overstreet, Jellico Circle, gave the same report, Mayor Hawk added that any water probl m in Southlake at this time will be distribution related and not supply related. He asked that the City Ordinance on Fire Works be reviewed, with a possible amendment as a consideration. Mayor indicated he is lagging with his budget recommendation to council due to not having a revenue estimate as of yet. He expects to have it within the next two weeks. Police Chief, Daymond Gaddy introduce ORDINANC: Ordinance No. 259, Regulating Traffic NO. 259 and Motor Vehicles. City Judge, Jon APPROVED Michael Franks was present and TRAFFIC clarified sections of the Ordinance & MOTOR for Council. After extensive discuss- VEHICLES ion, Mayor Hawk recommended approval of Ordinance No. 259, with the correct- ions that were identified and with Sparger x an adenda stating truck routes, as Stricker x prepared by the Police Chief. Also Latta x x identifying traffic and stop signs. Urbanosky x Comments during the public hearing Massey x x were made by Harold Knight and Jackie Overstreet. Motion--was-,made and- approved.. Approval was given for the amendment ORDINANCE to Ordinance No. 242, making an NO. 242-A Sparger x x Ordinance No. 242-A, Establishing an APPROVED Stricker x Arson Investigating Unit. Fire Chief ARSON Bob Steele introduced the Ordinance INV. UNIT Latta x x and the need for this amendment. He Massey sky x x indicated that the Ordinance must be Massey passed and filed with the state in order for the Arson Investigating Unit to be legal. There was no response during the public hearing. Developer Jim Burger and Richard Easkins were present and presented the plats to the Council. ZA 80-19. Council reviewed the final plat for a replat of Lot 1 of the Dilg Place Subdivision. It was presented as a Simplified Subdivision. Mr. Millard Dilg was present and answered questions for Council members. Nelson Miller, chairman of the Planni g and Zoning Commission was present and gave reasons why the P & Z denied the recommendation. Sparger x x Sparger made the motion to approve Stricker x ZA 80-19 with the stipulation that a Latta x x deed restriction be added to the plat Urbanosky x indicating there will be no further Massey x subdivision of the property and only one (1) house per lot will be built. Motion did not carry. Massey made the motion that Lots 1-A and 1-B be combined to be one tract or a tract 322X1089. And tract 1-B Sparger x being 6.962 acres. Stricker x Latta made the motion, but withdrew Latta x the motion. Urbanosky x x AC then seconded the motion. Massey x x Latta made the motion to approve Sparger x x ZA 80-19 as shown with deed restricts ns Stricker x added to read, only one (1) house per Latta x x lot and no further subdividing of the Urbanosky x land allowed. Massey x Sparger x Urbanosky made a motion to deny Stricker x ZA 80-19. ZA 80-20 was tabled at the owners request. Councilperson Sparger led a discussion concerning "Estate Type Streets". He indicated that he feels this term sho ld be clarified as far as the bar ditche are concerned with a drawing. This Sparger x x drawing will be given to the develope s Stricker x as a guide and will also be attached Latta x x to the developers agreement. After Urbanosky x discussion, Sparger made the motion ~ssey x to have Carter and Burgess,Inc. desig a proper bar ditch and provide the city with a drawing. The newsletter contents was discussed Mayor Hawk proposed the two subjects he would like to include are: Capita Improvements Program and Notification of a Water Rate Increase hearing. A worksession is to be held in the near future on the subject. He Latta x indicated he wishes the letter to Urbanosky x be mailed to all water customers. Massey x x Approval was given by council. Councilperson Latta reported he met with City engineers and contractors, and they are ready to begin the 2nd phase water line extension project. The estimate for running an 8" water line from Continental Blvd to Big Bear Creek is: 2,500 ft- $15,000. 3,000 ft- 17,500. There being no further business, the meeting was adjourned by Mayor Hawk.
