Item 8A - MemoCITY OF SOUTHLAKE MEMORANDUM June 10, 2025 To: Alison Ortowski, City Manager From: Amy Shelley, City Secretary Item 8A Subject: Resolution No. 25-024, appointing members, chairs and/or vice chairs to positions on the Advisory Commission on Persons with Disabilities, Building Board of Appeals, Parks and Recreation Board, Planning and Zoning Commission, Southlake Parks Development Corporation, and Zoning Board of Adjustment. Action Requested: Background Information: Approve Resolution No. 25-024, appointing members, chairs and/or vice chairs to positions on the Advisory Commission on Persons with Disabilities, Building Board of Appeals, Parks and Recreation Board, Planning and Zoning Commission, Southlake Parks Development Corporation, and Zoning Board of Adjustment. Each year, the City Council appoints members of the public to various boards, commissions and committees. Each member is appointed for a two-year term, unless indicated otherwise. Members of the public indicate their interest in volunteering by submitting a completed application to the City Secretary's Office. Applications are available on the City's website and from the City Secretary's Office. On May 15, 2012, the Council discussed the current appointment process for boards, commissions and committees. At this meeting, Council directed staff to implement bi-annual appointments to ease the process for Council, staff and applicants. At the direction of the Council, staff prepared a schedule which allows Council the opportunity to review applications and appoint members in the months of June and October. On December 19, 2023, the Council approved Ordinance No. 1228B amending member terms and providing Council the authority to appoint chairs and/or vice chairs. The City Council will not be appointing a Chair to the Planning and Zoning Commission as the Southlake Charter Section 11:03 states the Planning and Zoning Commission shall annually elect a Chair from its membership. Historically, the Planning and Zoning Commission appoints its Chair and Vice -Chair at its August meetings following the City Council June appointments. The Advisory Commission on Persons with Disabilities is being appointed as part of this June process; however, their regular appointment cycle will align with the October schedule. This initial appointment establishes the Commission so they may begin their work. The terms for each position are outlined in both this memo and the accompanying resolution. In preparation for these appointments, the City Secretary's Office also sent an email to board members with expiring terms to determine interest in reappointment to their respective board or interest in a different board. The City Secretary's Office also publicized the upcoming June appointments with MySouthlake News. com and social media. On May 16, 2025, the Council received a binder that included applications filed with the City Secretary's Office for these boards and commissions, an outline of each board detailing the current membership, terms expiring in June 2025, including vacancies, and noting existing members who expressed an interest to be reappointed and attendance records. Deputy Mayor Pro Tern Kathy Talley and Councilmember Frances Scharli provided opportunities for applicants to participate in interviews held on Monday, June 2nd and Tuesday, June 17t" Tonight's item is the remaining action required by Council to complete the June appointment process. RESOLUTION NO. 25-024 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING MEMBERS, CHAIRS AND/OR VICE CHAIRS TO VARIOUS POSITIONS ON THE ADVISORY COMMISSION ON PERSONS WITH DISABILITIES, BUILDING BOARD OF APPEALS, PARKS AND RECREATION BOARD, PLANNING AND ZONING COMMISSION, SOUTHLAKE PARKS DEVELOPMENT CORPORATION, ZONING BOARD OF ADJUSTMENT; PROVIDING AN EFFECTIVE DATE. All the findings in the preamble are found to be true and correct and the City Council does hereby incorporate said findings into the body of this resolution as if copied in its entirety. Section 2.
