Response to Specific Use Permit Review Comments
To Whom it May Concern:
This letter is in response to the City of Southlake — review dated May 9, 2025 regarding Project Number
ZA25-0034. Your comment is listed first, followed by the response in bold italics.
Planning and Development comments:
1. Provide an application fee payment in the amount of $305 Cash or check payments can be
made at the Utility Billing window, Suite 200 in Town Hall. Credit card payments may be made
online by following the steps below:
1. Go to CSS (cityofsouth lake. com)
2. Click on "Pay Invoice" box or on "Pay Invoices" in the black strip
3. Enter the invoice number (not the case number) in the search box (I NV-00031154).
4. Click on the blue "Pay Now" button at the top right of the invoice.:
Response: Invoice INC-00031154 has been paid.
2. Place the City case number "ZA25-0034" in the lower right corner of submitted materials for
ease of reference.
Response: Addressed.
3. Please provide details on signage and wayfinding for the charging stations.
Response: Signage will be attached to the Blink charging stations in accordance with
manufacturer's specifications and city signage requirements. No additional signage is
proposed.

4. Please provide details on lighting for the site, specifically around the charging stations.
Response: No additional lighting is proposed. See previously approved photometric
plan.
5. Provide a short narrative describing the project, its intent, who would be expected to use the
chargers, and who would be responsible for maintenance.
Response: A narrative has been included with this resubmittal.
6. Please provide color renderings focusing on the charging stations and how they will look on
the existing site (the current renderings show proposed future changes to the site). If possible,
impose the proposed EV charging stations on a photograph of the existing area, in particular
showing views from Nolen Dr. and Crooked Ln.
Response: Renderings focusing on the charging stations on the existing site have
been included with this resubmittal.
7. A specific use permit shall automatically expire if a building permit is not issued, and
construction begun within six (6) months of the granting of the specific use permit or if the use
shall cease for a period of six (6) months.
Response: Acknowledged.
8. 45.19 SPECIFIC REGULATIONS FOR ELECTRIC VEHICLE CHARGING SPACES
a. Electric vehicle charging equipment may only be installed when accessory to the
primary permitted use.
b. No more than 10% of the total number of required parking spaces may be designated
as electric vehicle charging spaces.
c. Each charging space shall be posted with signage indicating the space is only for
electric vehicle charging purposes. Days and hours of operations shall be included if
time limits or tow away provisions are to be enforced by the owner. Information
identifying voltage and amperage levels or safety information must be posted. All
signage must be approved as part of the Specific Use Permit
d. Design should be appropriate to the location and use. Facilities should be able to be
readily identified by electric vehicle drivers but blend into the surrounding
landscape/architecture for compatibility with the character and use of the site.
e. Equipment shall be located so as not to impede pedestrian travel, create trip hazards
on sidewalks, or interfere with accessibility requirements.
f. Regulations for the electric vehicle charging equipment and spaces shall be
established in the specific use permit. These regulations may include but are not limited

to location; size of equipment; signage, including directional signage (if any); and
lighting (if any).
Response: Noted. Plans amended to reflect.
Tree Conservation/Landscape Review comments:
1. Any required landscaping that is removed or altered for the construction of the electrical
charging units is required to be replaced. All required landscaping must be maintained in
perpetuity.
Response: Noted.
Fire Department Review comments:
1. Requires a permit.
Response: Noted.
2. EV Charging stations must be listed to UL 2202 and charging equipment listed UL 2594.
Response: EV Charging stations proposed are listed in UL 2202 and comply with UL
2594.
3. Vehicle impact protection must be in accordance with 2021 IFC Sec. 312.
Response: Noted.

Subject: Narrative — Specific Use Permit Application
To Whom it may Concern,
Kimley-Horn is submitting this Narrative in support of the Specific Use Permit application submittal
required by the City of Southlake. The 2.81-acre property is currently zoned SP2 — Generalized — Site
Plan District.
The intent is to install electric vehicle (EV) charging stations as an accessory use to the existing office
building. The proposed improvements are intended to support the growing demand for EV infrastructure
and align with the City's sustainability goals.
The EV Chargers will be available for use by:
• SEMA Employees and corporate visitors
• Clients, guests, and members of the public visiting the site
The EV charging stations will be located in designated parking areas, as shown in the submitted site
plan. These spaces will be clearly marked and accessible with appropriate lighting and signage.
The property owner will be responsible for ongoing maintenance of the EV chargers, ensuring proper
functionality, safety, and compliance with codes.
The documents included in this submittal consist of a Conceptual Site Plan, Colored Architectural
Renderings, Comment Response Letter, and this Narrative. If there is additional information that is
