Background
Information: On January 03, 2025, TXDOT announced a statewide call for
projects for the TA program for bicyclist and pedestrian
infrastructure planning. City staff submitted a preliminary
application for the East Dove Road Pathways project on February
20, 2025. TXDOT has determined that the proposed project is
eligible for this federal funding opportunity and has provided staff
with the tools to proceed to the detailed application phase of this
program. Applications are due June 20, 2025, and TXDOT will
select projects Fall 2025. If awarded, the TA grant would provide
80% of the construction funding, with the remaining 20% being
committed by the City of Southlake through the Pathways Program
CIP fund, as stated in the resolution and as required in the TA grant
terms and conditions.
The goals of the program include increasing safety, mobility, and
connectivity. The East Dove Road Pathways project is a
community -based project and will be evaluated by committee using
the program's five selection criteria categories. Each category is
weighted as follows:
1) Safety — 25%
2) Connectivity & Accessibility — 25%
3) Project Readiness — 25%
4) Geographic Balance — 15%
5) Community Support & Planning — 10%
Staff have selected the East Dove Road Pathways project in
consideration of program requirements and these evaluation

criteria. This project aims to construct sidewalk improvements along
the north side of East Dove Road from Lonesome Dove Road to
Kimball Avenue. The proposed improvements involve the addition
of a 6-foot width sidewalk to connect with the existing pedestrian
facilities in the area. Design of this project began in 2024 in
response to residents' concerns about pedestrian safety throughout
the community and added to the Pathways Master Plan Update in
December 2021. The proposed improvements will provide a
complete pedestrian pathway from the eastern city limits with the
City of Grapevine to the western city limits with the Town of
Westlake.
When design of this project began in 2024, staff determined that
the most expedient way to execute this project on behalf of the
public would be in a four phased approach. Staff believes that
submitting the full project for federal funding through the TXDOT
2025 TA Set -aside Program could help further expedite its overall
delivery.
Financial
Considerations: TXDOT's TA program requires a 20% local match. Funding for this
project is allocated in the General Fund as part of the Capital
Improvement Program.
Strategic Link: These items link to the City's Strategy Map by delivering on the
focus areas of Infrastructure & Development, in addition to
Partnerships & Volunteerism. It provides this by focusing on
Financial Objective F2: Investing to Provide & Maintain High Quality
Public Assets and Business Objective B2: Collaborating with select
partners to implement service solutions.
