Item 4B - MemoItem 413 ICITY OF SOUTHLAKE MEMORANDUM June 13, 2025 To: Alison Ortowski, City Manager From: David Miller, Director of Community Services Subject: Approve expenditures for lightning detection systems and services with Perry Weather Inc., in an amount not to exceed $83,106 Action Requested: City Council approval of expenditures for lightning detection systems and services with Perry Weather Inc., in an amount not to exceed $83,106 Background Information: The City has utilized Perry Weather, Inc. for lightning detection systems and services since 2019. The City's current contract with Perry Weather Inc. provides Lightning Detection Services for two locations at Bob Jones Park: Softball and Soccer Complex. The scope of the new services will include mounted hardware at four additional locations to replace existing old units with a different service provider: North Park, the Southlake Sports Complex, the Southlake Tennis Center, and Phase II of the concession stand roof at Bicentennial Park, as well as upgrading the two existing Perry Weather systems at Bob Jones Park. In addition, Perry Weather's services include a web -based interface that provides additional information to approved users and city staff. Perry Weather has provided satisfactory services to the city for the last six years, and the State of Texas and the City of Southlake's purchasing requirements are met by purchasing this service through a formal BuyBoard contract pricing. The initial costs of setting up for hardware and services provided by Perry Weather Inc. exceed $50,000; therefore, recommendations by the Southlake Parks Development Corporation and approval by the City Council are required. Funding this request in the amount of $83,106 is included in the adopted FY 2025 SPDC budget. Alison Ortowski, City Manager Meeting Date — June 17, 2025 Page 2 of 3 On September 17, 2024, the City Council approved funding in the amount of for parks lightning detection services with Earth Networks as part of the funding authorization process. After negotiating with our current vendor, Perry Weather, we are staying with them since they are giving us consistent service and slightly better pricing. Staff are now asking the City Council for approval. Financial Considerations: Funding for the parks' lightning detection systems upgrade is included within the City Council's adopted budget. For FY2025, City- wide expenditures are budgeted at $83,106, which includes the annual software subscription related to all 6 new Perry Weather systems in the amount of $9,385.55 as well as the purchase/upgrade of all 6 systems in the amount of $73,200 for a total of $82,585.55. The $83,106 is the original amount approved within the FY2025 budget, and the excess funds are being authorized in case of any anticipated overruns with installation. Funding this request with Perry Weather Inc. will not exceed $83,106 allocated within the adopted FY2025 SPDC operating budget. Moving forward, annual expenditures with Perry Weather will not exceed $9,385.55 annually, which is allocated with the current and future SPDC budgets. Perry Weather's obligation under this warranty shall be limited to exchange or replacement of any Sold Hardware or parts (excluding labor costs or installation), which may prove defective under normal use within one (1) year from date of installation, and which Perry Weather's examination shall disclose to its satisfaction to be defective.
