Consent A. Approve the minutes from the February 8, 2021- Motion to approve the minutes with no corrections was made by Mitibella LeNguyen and seconded by Katy Lin. Motion carried (13-0) 4. Discussion A. Election Volunteers- Community Relations Manager, Vicky Schiber asked the Commission members to register as a volunteer on VolunteerNet and let her know if they would like to volunteer for the election. B. Intern Day- The Commission members discussed the Intern Day within the City departments. C. Master Planning Exercise- The Commission discussed the Master Planning Exercise and Community Relations Manager, Vicky Schiber was available to answer questions. 5. Adjournment — Motion to adjourn the meeting at 5:10p.m. was made by Katy Lin and seconded by Mitibella LeNguyen. Motion carried (13-0) SYAC Representative Staff Liaison City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Southlake Youth Action Commission City Budget Activity- April 12, 2021 You are all newly elected City Council members, congratulations! 1. First, review all the budgetary items on the list a. Your first job as a Council is to adopt your first budget for the coming fiscal year. Your citizens that elected you are expecting results from your time in office. You made many promises while you were on the campaign trail. 2. Get in 2 groups of 8-9 and come up with a name for your new town (estimated population: 15,000 residents) 3. Discuss each item with your group and determine how important each on is. It may help to rank all of the items. There are 15 total. 4. Your Chief Financial Officer lets you know there is a $30,000,000 (thirty million dollar) budget for the upcoming year based on tax collections from sales, properties, and other sources a. Property Tax- 18,000,000 (eighteen million)- Your City Tax Rate is $0.50 b. Sales Tax- 10,000,000 (ten million)- Total sales tax expected to be collected. This doesn't account for recessions. c. Permits, Fees, Other- 2,000,000 (two million)- This is fees for permits, utilities, and other miscellaneous revenue. 5. Come up with a budget for your City and try to address as many issues as possible. a. Think outside the box and be creative to your solutions. b. Remember to expect the unexpected such as recessions that drive property values and sales tax down. c. Present the results at the end of the meeting and be ready to explain why you chose what you did. 3C-1 Budget Item Important Notes for Budget Item Cost Importance Item ADMINISTRATIVE • Town Your town cannot operate without employees. Your citizens expect services $7 1) Employees to be delivered to them from the City like trash service, permits, water, sewer, million etc... The benefits for the town's employees are average compared to other cities. Many employees are leaving for higher salaries or better health insurance Town coverage in other cities. $2 2) Employees A new health insurance plan is needed, or several of your best employees million Benefits are at risk for leaving the town for employment elsewhere if better coverage is not provided. Even if they leave though, new employees can be hired, but it will take time to train them. Your citizens want tax relief. You promised during your election campaign for City Council that you would give them tax relief. Tax relief to each resident $5.5 3) Tax Relief will equal to about $550 per household on taxes. million The average income for a household in your town in $120,000 and the average tax bill is approximately $5,500. As the town has grown, the town has had to take on debt (in the form of Debt municipal bonds) to pay for infrastructure (sewer, water lines) costs. Some of $3 4) Repayment that debt is due this year. You can choose to defer the payment until the million following budget year but this will make the interest higher by $1 million. Most of your residents do not think debt of any kind is good for the town. CAPITAL COSTS Your new town needs fire protection. There is a new fire station that was recently built but no fire truck for it. The population of both of these neighborhoods is 5,000 residents. Your citizens have asked for many years to have better water service. You citizens have asked for more recreational amenities like sidewalks and More biking trails throughout your town. You have to acquire private property to 9) Sidewalks / build the sidewalks/trails and also build them. $2.5 Biking Trails million Your citizens are divided on this amenity. Half of them want them and the other half do not because they believe it will lower their property value. Your town is growing with more homes and businesses and there is so much traffic all over the place. Citizens have asked you to fix the traffic problem in 10) New Main town, they are now fed up. $6 Road Adding more traffic lanes to your main road will help, but only for a few years. million This will also increase overall traffic as residents from neighboring cities will use this road to get across your town. Budget Item Important Notes for Budget Item Cost Importance Item Half of your citizens want to bring in more tax dollars by promoting tourism Tourism and the other half does not want any tourists at all because of traffic. The citizens have asked there be public transportation in town in order to commute to other locations. The metropolitan public transportation committee has agreed to provide service in your town as long as your town installs the Public infrastructure and pays a fixed annual cost. $4 12) Transportation The initial cost came in at $4 million, and will be $1.5 million for operating million costs every year after. Less than 5% of your population realistically would use the system, but, visitors from other cities would be able to get to your town and work and shop in your town. This event is an annual tradition in your town and draws over 75,000 people Fourth of July every year, which also brings a lot of sales tax revenue. 13) Parade & Fireworks Most residents enjoy the event but some do not due to the fireworks making $2 million their dogs fearful and bark all night. It also causes a lot of trash to accumulate on the roadways and throughout town. A new hospital is proposing your Council to come and locate in your town as long as the City provides a monetary incentive. This would be the only Economic hospital in your town if it is built. The next closest hospital is 30 minutes $5 14) Development away making it inconvenient for your residents to drive so far. million Incentives The new hospital would generate up to $3 million in property/sales tax from other offices and hospital related activities. It would also cause more traffic. You're town is the only one with an adult education program that give adults Adult skills to work in many of the high -skilled high-tech manufacturers located in $1.5 15) Education your town. million Program Almost 40% of your residents work in one of these high-tech companies and at least 25% have attended the adult education program.
