A. Public Forum is the public's opportunity to address the Boards about non -agenda
items. During Public Forum, board members will not discuss or take action on
any item brought up at this time.
4. Agenda Item No. 4. Discussion
A. Town Hall Plaza Park — Next Steps — The purpose of this item is for Director of
Community Services David Miller to provide an update on the Town Hall Plaza
Park project and outline the next steps. No packet document.
B. Public Art Overview — The purpose of this item is for Milenka Lopez, Community
Services Business Manager to provide an overview of the City's Public Art
program. No packet document.
C. Parks and Public Art Tour — The purpose of this item is for the Parks and
Recreation Board to pick a date for a Parks and Public Art Tour.

Chair Magdalena Battles called the regular Parks and Recreation Board meeting to order
at 6:00 p.m.

2A. APPROVE MINUTES FROM THE JOINT SPDC AND PARKS AND RECREATION
BOARD MEETING HELD JANUARY 21, 2025
The minutes of the January 21, 2025, joint SPDC and Parks and Recreation Board
meeting were approved with no changes or corrections.
Consent Agenda items are considered to be routine and are enacted with one motion by
the Board.

Chair Battles opened Public Forum at 6:02 p.m. There being no one to speak, Chair

4. CONSIDER
4A. RECOMMENDATION OF APPROVAL FOR AN SPDC MATCHING FUNDS REQUEST
FROM WATERMERE AT SOUTHLAKE CONDOMINIUM ASSOCIATION FOR THE
REPLACEMENT OF THE WATERMERE AT SOUTHLAKE PARK GAZEBO IN AN
AMOUNT NOT TO EXCEED $25,000
Director Miller presented item 4A to the Park Board for consideration. Director Miller was
available to answer questions.

A motion was made to approve the SPDC Matching Funds Request from Watermere at
Southlake Condominium Association for the replacement of the Watermere at Southlake
Park Gazebo in an amount not to exceed $25,000.

The Park Board received dashboard reports in their meeting packet for the Southlake
Girls Softball Association, Lady Dragon Lacrosse, Miracle League Southlake,
Southlake Carroll Lacrosse Association, Grapevine Southlake Soccer
Association, Dragon Youth Football Association, and Dragon Youth Baseball
Association.
Representatives from Southlake's youth athletic associations were present to respond
to questions and comments from Park Board members concerning their
organization's Dashboard report.

Kristy Whitaker, Lady Dragon Lacrosse.
Tom Cormandi, Miracle League Southlake.
Chris Pendergrass, Southlake Carroll Lacrosse Association.

5B. SOUTHLAKE TENNIS CENTER
Director Miller updated Park and Recreation Board with the Southlake Tennis Center
dashboard and was available to answer questions.
5C. PARK FACILITY RENTALS
Director Miller updated Park and Recreation Board with the Park Facility Rentals
dashboard and was available to answer questions.
6. DISCUSSION
6A. YEAR 1 PICKLEBALL UPDATE
Pickleball Manager Eric Clay provided an update on the Southlake Pickleball Complex's
first year of operation and was available to answer questions.
6B. PARK AND RECREATION BOARD UPDATE
Deputy Director Fince Espinoza gave a quick update on the new plan and organization
chart of the Community Services Employees.
