During Public Forum, board members will not discuss or take action on any item brought up at this time. 4. Agenda Item No. 4 Consider: A. Election of Parks and Recreation Board Secretary- The purpose of this item is for the Parks & Recreation Board to elect from the board a secretary to serve a one- year term. The City Council appointed Magdalena Battles as Chair at their February 02, 2024, meeting. Your packet memo contains a description of the duties for the board Secretary position. 5. A link to the Citizen Survey will be provided in the email sent out with the meeting's packet as well as a copy of the planned presentation. 6. Agenda Item No. 6 Discussion A. Parks & Recreation Board Work Plan Update— Director Miller will provide an update regarding the creation of a Parks & Recreation Board Annual Work Plan. No packet document. B. Turf Project Update — Director Miller will present an update on the synthetic turf project. No packet document. C. Parks & Recreation Update — Director Miller will provide a Parks & Recreation Department update. SOUTHLAKE YOUTH ASSOCIATIONS The Park Board received dashboard reports in their meeting packet for the Southlake Girls Softball Association, Lady Dragon Lacrosse, Miracle League Southlake, Southlake Carroll Lacrosse Association, Grapevine Southlake Soccer Association, Dragon Youth Football Association, and Dragon Youth Baseball Association. Representatives from Southlake's youth athletic associations were present to respond to questions and comments from Park Board members concerning their organization's Dashboard report. PARK FACILITY RENTALS Director of Community Services David Miller presented the Park Facility Rentals Dashboard report to the Board and was available to answer questions. 5. DISCUSSION 5A. PARKS AND RECREATION BOARD WORK PLAN Director of Community Services David Miller provided an update on building a Parks and Recreation Board Workplan and was available to answer questions. Director Miller stated a draft of the work plan would be brought back to the Park Board at the next meeting. 5B. PICKLEBALL FACILITY OPENING UPDATE Director of Community Services David Miller provided an update on the opening date and ribbon cutting date for the Pickleball Facility and was available to answer questions. He also mentioned the possibility of hosting a larger family day celebration at a later date. 5C. TURF PROJECT UPDATE Director of Community Services David Miller provided an update on the upcoming Turf Project and was available to answer questions. 5D. PARKS AND RECREATION UPDATE Director Miller presented the park and recreation update and was available to answer questions. 5E. MARCH 2O24 MEETING DATE Director Miller proposed to change the March meeting to March 18 to accommodate CISD Spring Break and was available to answer questions. 6. Background Information: The Southlake City Code and the Park and Recreation Bylaws address the process for selection of the Secretary for the Parks and Recreation Board. Annually, following the City Council appointments of new Park and Recreation Board members, the Board shall select a Secretary to serve one year until the next annual election. On June 20, 2023, the City Council appointed Kevin Klaas (Place 2), Deanna Kienast (Place 5) and reappointed Magdalena Battles (Place 4), Chad Bedwell (Place 6), and Frances Scharli as Chair (Place 3). Magdalena Battles was elected as the Park Board Secretary during the August 1, 2023, regular Park Board meeting. In January 2024, Chair Frances Scharli stepped down from the Park Board. The City Council appointed Magdalena Battles as the replacement Chair during their February 06, 2024, meeting. The position of Secretary is currently vacant. Any sitting member of the Board may be considered for the officer position.
