recommendation to City Council on the FY 24 Rates for the
Southlake Pickleball Complex. A copy of the proposed FY 24
Pickleball rates are included with your packet.

5. Agenda Item. 5 Discussion
A. Pickleball Facility Opening Update- The purpose of this item is to
provide an update on the current plans for opening the Southlake
Pickleball Facility. No packet item.
B. Turf Project Update- This item allows for an update on the upcoming
artificial turf project. No packet item.
C. Town Hall Plaza Park Concept Discussion- This item allows for a
discussion on the Town Hall Plaza Park concept. No packet item.
D. Parks and Recreation Update- This is a standing item to allow staff to
update the board on Parks and Recreation related topics. No packet
document.

Requested: Parks and Recreation Board recommendation on the FY 24 Rates
of the Southlake Pickleball Complex
Background
Information: The City of Southlake City Council adopted the Southlake 2035
Parks, Recreation, & Open Space Master Plan on June 15, 2021.
Prioritized with the adopted plan was the construction of a new
Pickleball Complex. The bid for construction was awarded in March
of 2023, with construction beginning the week of April 17, 2023.
Substantial completion is expected for the beginning of December
with an opening timeline of late December 2023 or early January
2024.
Throughout this time, staff has been working with stakeholders
across City Council, SPDC, and Parks Board to develop an
Operations Plan for the Pickleball facility. Approving the fees and
rates of operation for the new pickleball complex is a crucial part of
finalizing the Operations Plan.
These fees were determined with a focus to develop a plan that
prioritizes use by Southlake residents to learn the game of pickleball
while still allowing players of all levels and ability and non-residents
to play.
The following are the proposed FY 24 rates for the Southlake
Pickleball Complex:

The Hours of Operation will be from 7:00 AM- 11:00 PM daily. Free
Open Play will be available for members of different skill levels 6
days a week. In addition, daily Free Play (unstaffed) will be available
from 5:00 AM- 6:45 AM.
A chart outlining area pickleball rates for reference is attached.
Approval of the FY 24 Pickleball Complex Rates will require no
additional funding by the City.
