Election of Parks and Recreation Board Vice Chair and Secretary - The purpose of this item is to elect from the board a Vice Chair and a Secretary to each serve a one-year term. The City Council reappointed Frances Scharli as Chair at their June 20, 2023, meeting. Your packet memo contains a description of the duties for the board officer positions. Recommendation on the proposed FY 2024 Parks and Recreation General Fund Operating Budget — The purpose of this item is for the board's review of the proposed FY 2024 Parks and Recreation General Fund Operating Budget. Director Tribble has worked with the City's Chief Financial Officer and City Manager to develop the proposed Parks and Recreation Division budgets with consideration being given to the City Council Strategic Focus Areas. APPROVED A motion was made to approve the minutes of the regular Park Board meeting held April 10, 2023 as presented. PUBLIC FORUM Chair Scharli opened Public Forum at 6:01 p.m. There being no one to address the Board, Chair Scharli closed Public Forum at 6:01 p.m. 4. DISCUSSION 4A. CITY ETHICS PROGRAM Assistant to the Director Milenka Lopez presented an overview of City's Ethics Program and answered questions from the Board. 4B. PARKS & RECREATION UPDATE Director of Community Services Chris Tribble presented the Parks and Recreation update to the Board which included upcoming events, programs and projects and was available to answer questions. 5. CONSIDER 5A. RECOMMENDATION ON ACCEPTANCE OF A PROPOSED DONATION OF APPROXIMATELY 2.9 ACRES OF OPEN SPACE ADJACENT TO THE KIRKWOOD/SABRE LINEAR PARK Director of Community Services Chris Tribble presented item 5A to the Board and was available to answer questions. The applicant, Mr. Martin Schelling was present and answered the Board's questions. A motion was made to recommend acceptance as presented. RECOMMENDATION ON ELECTRIC DELIVERY BICENTENNIAL PARK PROPOSED ELECTRICAL EASEMENT FOR ONCOR COMPANY, LLC WITHIN PARK PROPERTY AT Director of Community Services Chris Tribble presented item 5B to the Board and he and the City's Project Manager, Mamerto Estepa were available to answer questions. A motion was made to approve the easement as worded, with the direction to relocate the path of the easement so that it minimizes the impact on the existing concrete flatwork and installed vegetation. Background Information: The Southlake City Code and the Park and Recreation Bylaws address the process for selection of Vice Chair and Secretary for the Parks and Recreation Board. Annually, following the City Council appointments of new Park and Recreation Board members, the Board shall select a Vice Chair and a Secretary to serve one year until the next annual election. On June 20, 2023, City Council appointed Kevin Klaas (Place 2), Deanna Kienast (Place 5) and reappointed Magdalena Battles (Place 4), Chad Bedwell (Place 6) and Frances Scharli as Chair (Place 3). Any sitting member of the Board may be considered for the officer positions. The current board members are: ■ John Thomas — Place 1 ■ Kevin Klaas — Place 2 ■ Frances Scharli — Place 3 (Chair) ■ Magdalena Battles — Place 4 ■ Deanna Kienast — Place 5 ■ Chad Bedwell — Place 6 ■ Paul Venesky — Place 7 A brief summary of each of the officer's duties is listed below for your consideration. Annually, as part of the overall budget process, the Parks & Recreation Board will review the proposed Parks and Recreation Division annual budget prior to submission to the City Council and submit a recommendation on the budget. The proposed budget is subject to final review by the City Manager, and approval by City Council. The Charter of the City of Southlake mandates that a proposed budget be filed by the City Manager no later than August 15t" for the new fiscal year beginning October 1. Following filing, the City Council begins their review leading up to budget adoption in September. Staff will provide a high-level overview of the proposed FY 2024 Parks and Recreation General Fund Operating Budget at the meeting. Financial Considerations: The proposed Fiscal Year 2024 General Fund Operating Budget for the Parks & Recreation Division will be considered along with all other department budgets by the City Council in August work sessions with formal adoption anticipated in September.
