Reports A. Southlake Youth Athletic Associations — Representatives from Southlake's youth athletic associations have been invited to present information related to their respective association. Recommendation on a proposed SPDC Matching Funds project from the Carillon HOA for multiple improvements within City owned park space _ Staff will provide a detailed presentation of the scope of this project at the meeting. The Carillon HOA has proposed several improvements within City owned park property for potential matching funds. The scope of the project includes a second phase to repair and improve the erosion along the banks of Lake Carillon; drainage improvements at the parking lot adjacent to Lake Carillon; bank repairs at Enclave Park and the resurfacing of the basketball courts at Preserve Park. Although the Carillon HOA is responsible for the maintenance of these parks, this scope is beyond the HOA's responsibility for maintenance (mowing, trimming, irrigation, trash pickup, etc.) and is eligible for SPDC Matching Funds consideration. The matching funds request form and project breakdown are included within your packet. Contact Director Tribble with questions. B. (TCEC). The North White Chapel roadway at the Kirkwood Branch culvert crossing was damaged by a significant flood event in September 2018. The road was closed until a repair project was completed in early 2019 with the understanding that a permanent improvement would be undertaken in the future. Halff Associates, Inc. was selected as the design consultant to provide preliminary and final design/engineering and construction phase services to replace the repaired crossing and a smaller, existing crossing at South Fork Kirkwood Branch. Sections of the asphalt roadway approaching the planned bridge will be reconstructed within the project limits and the required improvements will take up the existing right-of-way, necessitating relocation of existing utilities. In addition, the project will provide a new sidewalk for connecting neighborhoods south of Kirkwood Branch with Bob Jones Park. As a result of the project, some utilities will have to be adjusted or relocated where a potential conflict occurs. Their proposal is to relocate existing power poles and transmission lines outside of the existing right-of- way into a proposed easement that is on park space. The intent is to extend the easement into park space for 10'-12' and parallel the existing right-of-way line. The culvert crossings at Kirkwood Branch and South Fork Kirkwood will be replaced with low water crossings to improve drainage and avoid overtopping during 1 % storm events. The proposed sidewalk will also traverse the park space and provide more connectivity between local neighborhoods and Bob Jones Park. An overall aerial map view of the proposed easement and sidewalk route are shown in Exhibit 1. Plans of TCEC's proposed easement and the proposed sidewalk are shown in Exhibits 2 and 3, respectively. It is staff's recommendation that the City grant the utility easement to TCEC to facilitate the execution of the project. The project aligns with the City's strategy map and delivers on a comprehensive plan recommendation for the completion of the White Chapel Blvd trail connection to Bob Jones Park. The purpose of creating the Memorial Tree Program is to allow individual Southlake residents, community organizations, and businesses to commemorate a loved one through the purchase of a memorial tree to be placed in public community parks or neighborhood parks. The Memorial Tree Program will operate under the following guidelines and procedures. Applicants interested in purchasing a Memorial Tree can apply online through ExperienceSouthlake.com and submit payment to the Community Services office. Applications may be received year- round, but trees will only be planted between the months of February and March of each year. Trees that grow well in Southlake and are available to purchase for the Memorial Tree Program include: • Chinese Pistache • Lacebark Elm • Live Oak • Shumard Oak The Parks Division will plant and maintain all Memorial Trees and reserves the right to decide where in each park the tree will be planted. Trees will not be planted in areas where irrigation is not available. This document serves as a guideline for the procedures of the Memorial Tree Program. Definitions Procedures For the purpose of the Memorial Tree Program the following terms are defined as: Residents: Citizens who live within the city limits of Southlake or pay property tax to the City of Southlake. Residents may also include Non-profit organizations, clubs, or other groups for which a substantial number of its membership resides within the city limits of Southlake or pay property tax to the City of Southlake. Such groups may be required to submit a list of membership to demonstrate that a "substantial" number of its members are Southlake residents. 0 Non -Resident: Those who do not meet the above definition. Community Park: A community park is a large and much more versatile type of park developed to serve the community. These parks can be oriented to provide both active and passive recreational facilities for all ages. ' Neighborhood Park: Neighborhood parks are typically designed to serve a small population area. They serve as the central location for recreational space for the neighborhood that surrounds it and provides a significant open space feature within the neighborhood. This procedure covers the application and approval process for those wanting to participate in the Memorial Tree Program. Application Criteria ➢ Applications to purchase a Memorial Tree must be made on the Community Services Memorial Tree Program Application Form available on the Experience Southlake Website. Phone calls are not considered an established agreement. ➢ Applications may be received year-round, but trees will only be planted between the months of February and March of each year. The City cannot guarantee a specific planting date. ➢ The applicant can purchase any number of memorial trees; however, each Memorial Tree must commemorate a different individual. Planting and Maintenance Guidelines ➢ A variety of trees that grow well in Southlake are available to purchase for the Memorial Tree Program. All variety of trees will be three (3) inches in caliper. These varieties include: o Chinese Pistache o Lacebark Elm o Live Oak o Shumard Oak ➢ To ensure the best chance of survival, the Parks Division will plant Memorial Trees between February and March each year. ➢ The City cannot guarantee a specific planting date. Applicants will be notified when the tree will be planted. ➢ The tree's exact location within the chosen park will be determined by the Community Services Department. ➢ Trees may only be planted in the Community Parks and city -maintained Neighborhood Parks listed on the table below. Trees will not be planted in areas where irrigation is not available. ➢ Locations will be selected within the designated park which are conducive to the park surroundings and overall design. ➢ The tree will be planted and maintained by the City of Southlake Parks Division. If the tree dies within the first two years of planting, the City will replace it with a new tree and it will still be dedicated to the original donor. Memorial Guidelines ➢ Staff recommends no publicly displayed commemorations in the parks. Fees The City assumes a number of incidental costs associated with maintaining the Memorial Tree Program including tree maintenance and irrigation. As such, the cost to purchase a memorial tree, including ordering and planting the tree, is based on the City's current annual contract with vendors.
