Consider A. Election of Parks and Recreation Board Vice Chair and Secretary — The purpose of this item is to elect from the board a Vice Chair and a Secretary to each serve a one-year term. The City Council reappointed Frances Scharli as Chair at their June 21, 2022 meeting. Your packet memo contains a description of the duties for the board officer positions. B. Recommendation on the proposed FY 2023 Parks and Recreation General Fund Operating Budget — The purpose of this item is for the board's review of the proposed FY 2023 Parks and Recreation General Fund Operating Budget. Director Tribble has worked with the City's Chief Financial Officer and City Manager to develop the proposed Parks and Recreation Division budgets with consideration being given to the City Council Strategic Focus Areas. Director Tribble will provide a high-level overview at the meeting. 5. Agenda Item 5. Discussion A. Parks & Recreation Update - This is a standing item on the agenda to allow staff to update the board on Parks & Recreation related topics and upcoming activities and events. B. Pickleball Complex Update- The purpose of this item is to allow for a brief update on the pickleball complex and next steps in preparation for opening next spring. 6. Agenda Item 6. RECOMMENDATION ON A PROPOSED SPDC MATCHING FUNDS REQUEST FOR IMPROVEMENTS AT WATERMERE PARK Director of Community Services Chris Tribble presented an overview of the matching funds proposal requested from the Watermere at Southlake Condo Association, Inc. for park improvements at Watermere Park to the Parks & Recreation Board and was available to answer questions. APPROVED A motion was made to recommend approval of the SPDC matching funds request as presented. CITIZEN SATISFACTION SURVEY RESULTS Management Assistant, Bora Sulollari, presented the results of the 2021 Citizen Satisfaction Survey to the Parks and Recreation Board and was available to answer questions. Background Information: The Southlake City Code and the Park and Recreation Bylaws address the process for selection of Vice Chair and Secretary for the Parks and Recreation Board. Annually, following the City Council appointments of new Park and Recreation Board members, the Board shall select a Vice Chair and a Secretary to serve one year until the next annual election. On June 21, 2022, City Council appointed John Thomas (Place 1), William Thornton (Place 2) and City Council reappointed Frances Scharli as Chair (Place 3), Stacy Driscoll (Place 5), and Paul Venesky (Place 7). Any sitting member of the Board may be considered for the officer positions. Annually, as part of the overall budget process, the Parks & Recreation Board will review the proposed Parks and Recreation Division annual budget prior to submission to the City Council and submit a recommendation on the budget. The proposed budget is subject to final review by the City Manager, and approval by City Council. The Charter of the City of Southlake mandates that a proposed budget be filed by the City Manager no later than August 15t" for the new fiscal year beginning October 1. Following filing, the City Council begins their review leading up to budget adoption in September. Staff will provide a high-level overview of the proposed FY 2023 Parks and Recreation General Fund Operating Budget at the meeting. Financial Considerations: The proposed Fiscal Year 2023 General Fund Operating Budget for the Parks and Recreation Division will be considered along with all other department budgets by the City Council in August work sessions with formal adoption anticipated in September.
