items. During Public Forum, the Board will not discuss or take action on any
item brought up at this time.

A. Recommendation on a proposed SPDC Matching funds request for
improvements at Watermere Park - The purpose of this item is for Park
Board to consider a proposed matching funds project from the
Watermere at Southlake Condo Association, Inc.

Staff has been working with the Watermere at Southlake Condo
Association, Inc. on their proposed SPDC matching funds project to
remove the playground equipment not utilized by the senior community
residents and to enhance the landscape in several areas throughout this
City -owned Park. Staff has reviewed the project and recommends
proceeding with the plan. Director Tribble will present the item at your
meeting. Should the board recommend the project, it will be considered
on June 21, 2022, by both the SPDC and City Council.
5. Agenda Item 5. Discussion
A. Citizen Satisfaction Survey Results - Management Assistant, Bora
Sulollari, will present the results of the 2021 Citizen Satisfaction
Survey, and be available to answer any questions. No packet
document.
B. Bird Watching Amenity Project- This purpose of this item is to allow
for additional discussion related to the bird watching amenity project
the board discussed at the last meeting. Director Tribble will present
the item for discussion and requests next steps direction from the
board. No packet document.

Chair Frances Scharli called the regular Parks and Recreation Board meeting to order at
6:00 p.m.

HELD MARCH 21, 2022
The minutes of the March 21, 2022 Parks and Recreation Board meeting were approved
with no changes or corrections.
2B. ABSENCE OF PARKS AND RECREATION BOARD MEMBERS
Park Board Vice Chair Paul Venesky absence from the March 21, 2022 meeting was
excused.
Consent Agenda items are considered to be routine and are enacted with one motion by
the Board.

4A. PROPOSAL TO ATTRACT THE BIRDING COMMUNITY TO SOUTHLAKE
Director of Community Services Chris Tribble introduced speaker Chris Sanders for a
presentation to the Parks & Recreation Board related to a proposal to attract the birding
community to Southlake. Director Tribble and Chris Sanders were available to answer
questions.
Southlake residents were present to ask questions and provide comments and feedback.

SUBJECT: Recommendation on a proposed SPDC matching funds request for
improvements at Watermere Park
Action Requested: Park Board recommendation on a proposed matching funds
request from the Watermere at Southlake Condo Association,
Inc. for park improvements at Watermere Park
Background
Information: Staff has been working with the Watermere at Southlake
Condo Association, Inc. on their proposed SPDC matching
funds project to remove playground equipment that is not
utilized by the senior community and to improve landscape
throughout of the City -owned park.
Staff has reviewed the request from the Watermere at
Southlake Condo Association Inc. and recommends approval
based on the request meeting the criteria designated within
the SPDC Matching Funds Policy. Staff will present the
details of the project at your meeting.
If recommended by the board, the request will then be
considered by both the SPDC and City Council on June 21,
2022.
A copy of the SPDC Matching Funds application is included
with the memo for your review.
Financial
Considerations: SPDC will consider the financial aspects of the project, but the
total anticipated project cost is estimated to be $50,000 to be
split 50/50 ($25,000 each).
Approval of a matching funds request will assist with offsetting
the costs for these park improvements.

objectives to provide attractive and unique spaces for

and maintain high quality public assets.

proposes to commit funds in the amount of $25,000 towards
the proposed project.
