INVOCATION: Davis Bradley.
Mayor Latta called the meeting to
order and stated the reason for the
emergency meeting is to allow Council
and the audience to hear first hand
from our legal counsel, Douglas
Caroom, attorney for Bickerstoff,
Heath and Smily.
Colby Springer, chairperson for
the Southlake Aircraft Noise
Awareness Committee introduced
Mr. Caroom.
Mr. Caroom explained that the Judge
denied without restrictions, our
request for temporary restraining -or -de
against DFW Airport and FAA. stopping
'them from opening the new runway
13R/31L on November 24,1986.
Prior to the hearing, the ,fudge
allowed American Airlines, Delta
Airlines and City of Dallas to
intervene and participate with DFW
Airport and FAA against the City.
Caroom stated that we should get a
ruling from the Judge within 10 days
that would give Southlake an answer
as to whether the Judge has jurisdic-
tion to hear the case or whether
Southlake would have to file the case
in the District Court of Appeals.

Public Comments:
Gary Fickes: "Are we trying to get the
airport to not use runway or comply
with impact study?" Answer: We want
them to stay within 10% use.
Rick Wilhelm: "Are we pursing one
mode of attack: is it possible that
individuals can file law suits?"
Answer: yes.
Council members went into executive
session as per V.T.A.S. Article 6252-
