Westerholm x MAYORS REPORT Mayor Latta introduced Lawrence Munsie Jr. as the cities City Administrator. Mr Munsie became a full time employee on October 2. The Mayor announced that Southlake will have two Municipal Court sessions per month beginning October. • The 1st session will be a plea docket and the 2nd session will be the trial portion of the court. PAGE: 2 INDEX The State Highway Department will be holding a public hearing on November 5, at 10 a.m. at the Christ Our King Church in Southlake, concerning the realignment of FM 1709 through Southlake. The plan shows 130' right-of-way on FM 1709. Latta added that th.e City of Southlake has shown a willingness to put in curb and gutter. All interested persons are urged to attend. Mayor Latta acknowledged a petition which was presented from people in the Keller and Southlake area requesting traffic signal on FM1709 and Pearson Lane. Mayor Latta indicat- ed he will respond to the petition. A presentation was made by David DuMontier, concerning an Animal Control Shelter. He indicated they are currently getting bids on a shelter so they will have a better idea of the costs involved. He state they are leaning toward a one time membership fee and a once a year operating fee. The shelter will not be in a position to come and get an animal, but could handle the animals that are brought to the shelter. A presentation was made by the Southlake Aircraft Noise Awareness Committee, chairperson, Colby Springer. He outlined the major actions to date and the recommendations for future actions. A copy of the report is hereby a part of the minutes Springer stated that citizens have questioned efforts of the committee, and he invited all citizens to come to a town meeting on October 23, to be held in an effort to answer questions concerning DFW Airport and Southlake citizens. PAGE: 3 Councilperson Curry thanked Mr. Springer and commended the committee for their efforts. Emily Williams, a member of the committee explained information published on the noise cones, and explained typical sound levels. The runway is to open on November 29,1986. Resolution 86-52 was approved, authorizing up to $3,000 to be spent on legal fees for the Airport Noise Awareness Committee. INDEX Resolution 86-53 was approved, encour- aging citizens for DFW to use noise jabatement practices for the new runway. The resolution was approved with amendments. Mayor Latta thanked Springer for a jot well gone. A discussion was held considering the lowering of speed limits in resident- ial subdivisions. It was stated by City Engineer, Eddie Cheatham that the state allows the city to control speed limits to 30 m.p.h. without an engineering study, except for school zones. During the public hearing, Jim Wooll, Pam Muller and Marion Bone expressed concern over enforcement. Motion was made and approved to table the item until the next city council meeting. Mayor Latta broke the tie -vote and voted in favor of the motion, in order to allow city attorney, Bill Smith time to study further. A public hearing and discussion was held concerning proposed items to be purchased with Revenue Sharing Funds. PAGE: 4 INDEX During the public hearing, the REVENUE following suggestions were made: SHARING Marion Bone- Street repair equipment. ` Randy Stacy- Comand vehicle for Fire Department. Public Land. Randy Stacy- Covering for existing Fire Department equipment. Mayor Latta stated that the matter will be acted upon at the next city council meeting. A city Logo was discussed. Suggestio was made to use the same Logo as the Chamber of Commerce only to use one color. A decision will be made at the next city council meeting. Agenda Item #7 was deleted from the agenda. ZA 86-31. The final plat of Forest ZA 86-31 Ridge Addition was considered. FINAL PLC.. Curry stated that the Planning and Zoning Commission recommended approval of the plat on August 26. Motion was made and seconded to approve the plat based on the recommendation of the P & Z. Les Clow spoke as a property owner within 2001. After viewing the plat presented, he noted the drainage easement was changed to Lots 7 & 8 from Lots 8 & 9. Motion and second were withdrawn. Westerholm x Resolution 86-S4 was approved, RESOLUTIO supporting the proposed east -west 86-S4 freeway in Northeast Tarrant County. Rick Stacy, chairperson of the sub- committee for C.O.N.E.T answered questions for the Council. He explained that this resolution is to recognize a "need" for additional freeways in this area.
