The Minutes of the August 19,1986
City Council meeting were approved as
presented.
MAYOR'S REPORT
Mayor Latta read a letter of
resignation written by Stella Pelej,
who resigned as a member of the
Citizens Select Committee. Mayor
Latta commended Mrs. Pelej for the
time and efforts she gave as a
member of the committee. Council -
person Curry also thanked her for
her work.
A public hearing was held on the
FY87 Budget. Mayor Latta ask for the
support of the citizens, as it was a
very difficult budget to prepare
and many hours have been put into
the preparation. It was a tremendous
challenge. Westerholm and Bradley
also ask for citizen support.
Public Hearing:
Jim Wooll- Emerald Estates: Most
disappointed in Parks Budget.
Jim Martin-Jellico Corner: Questions
concerning park land.

will be held on September 16.

Motion was made to approve the FY87
Tax Rate to 35.28 cents per $100.
assessed valuation. The effective
tax rate will be 75.54% increase.
Mayor Latta indicated his vote is
also in favor of the new rate.

A request for dis-annexation was made
by Joel and Barbara Barks. Barbara
Nunn was present representing the
owners who live a distance away.
The property in question is
approximately four acres of land,
out of the R.D. Price Survey,
Abstract 1207.
Motion was made and approved to
disapprove the request for dis-
annexation.
Resolution 86-47 was approved
as presented. Supporting the acquisi-
tion of a railroad grade crossing for
extension of Continental Road.

'Latta to execute the Bank Place Sewer
Agreement was approved.
Resolution 86-49 was approved,
offering support to citizens concernec
over the concrete plant being

West Continental Blvd.
Jim Kleinkauf spoke in behalf of the
citizens. A petition was presented
which is attached to the minutes.
A discussion and public hearing was
held in regards to the change in
Water Rates. Daivd McMahan, Council -
person explained the need for a
rate increase is primarily the
increase in costs to operate the
system plus the pass through from the
City of Fort Worth. The proposed
increase was explained as being a
$20. base rate with $2.40 per thousanc
for up to 100,000 gallons and $3.00
per thousand thereafter.

The final site plan for Jellico
Corner was presented by George Staple
attorney for Jim and Doris Martin,
owners of the property.
After discussion of the Cheatham
review letter, motion was made to
approve the site plan contingent
upon adherance to the Cheatham
letter.
It was established that the sign for
the building will be addressed separat
ly and is not included in the site
plan.

Addition was approved, based on the
recommendation made by the P & Z
Commission.

Varnel Roberts of PAWA Winkleman
wanted to be on record as strongly
opposing the development. He ask
that the item be tabled until a
consistant plan can be arrived at
between City of Southlake and City of
Grapevine. He noted that most of
Heritage Industrial Park is in the
City of Grapevine. Roberts stated
they also did a drainage study and
said Stacy's plan is unnatural flow
of water that will cause them
problems.
The question as to whether the plat
is a replat or should it have been
presented as a preliminary plat was
discussed. It was the opinion of
City Attorney, Bill Smith, and City
Engineer, Eddie Cheatham that it is
proper being acted upon as a replat.
