The Minutes of the August 19,1986 City Council meeting were approved as presented. MAYOR'S REPORT Mayor Latta read a letter of resignation written by Stella Pelej, who resigned as a member of the Citizens Select Committee. Mayor Latta commended Mrs. Pelej for the time and efforts she gave as a member of the committee. Council - person Curry also thanked her for her work. A public hearing was held on the FY87 Budget. Mayor Latta ask for the support of the citizens, as it was a very difficult budget to prepare and many hours have been put into the preparation. It was a tremendous challenge. Westerholm and Bradley also ask for citizen support. Public Hearing: Jim Wooll- Emerald Estates: Most disappointed in Parks Budget. Jim Martin-Jellico Corner: Questions concerning park land. Lucille Sarmartin-Continental Park: Taxes too high. Katherine Miller- N. White Chapel: Upset over increase in taxes. Neil McKinnin-Dove Acres: Why not put money in streets, not parks. Chris Kelly- Continental Park: Parks Budgettoo high why not spend money on streets. Fine large trucks that tear up our streets. (Dave Patton- Dove Acres: Will county help us with our streets? Jerry Ferris -Cross Timber Hills: Miscellaneous questions. Doris Martin- Jellico Corner: Comment: concerning amount of money it takes to operate water system, whether a gallon or a million gallons are pumped each day. Ann Coakley- Southlake Park: Put off parks and spend the funds on streets. Betty Springer- Mission Hills: In favor of spending funds on Parks for the children. Reta Cannella -Brookwood Lane: Are taxes going to continue to go up? The next public hearing on the budget will be held on September 16. IThe proposed tax rate was discussed. Motion was made to approve the FY87 Tax Rate to 35.28 cents per $100. assessed valuation. The effective tax rate will be 75.54% increase. Mayor Latta indicated his vote is also in favor of the new rate. PAGE: 3 INDEX A discussion was held by Council concerning City Tax Exemptions given by Southlake to persons over 65 years of age. Currently Southlake given $3,000 for citizens over 65 year. of age, which is below other Tarrant County taxing entities. Motion was made and approved to table and give Council time to gather as much information as possible by the September 16 city council meeting where a decision will be made. ZA 86-46. The preliminary plat of Heritage Industrial Park was discussed The 17.790 acre tract of land out of the Thomas Easter Survey, Abstract 474 and the P.R. Barbara Nunn was present representing the owners who live a distance away. The property in question is approximately four acres of land, out of the R.D. Price Survey, Abstract 1207. Motion was made and approved to disapprove the request for dis- annexation. Resolution 86-47 was approved as presented. Supporting the acquisi- tion of a railroad grade crossing for extension of Continental Road. INDEX Davis Bradley stepped down for the next item, as he has a vested interest Resolution 86-48 authorizing Mayor 'Latta to execute the Bank Place Sewer Agreement was approved. Resolution 86-49 was approved, offering support to citizens concernec over the concrete plant being proposed forthe corner of FM1938 and West Continental Blvd. Jim Kleinkauf spoke in behalf of the citizens. A petition was presented which is attached to the minutes. A discussion and public hearing was held in regards to the change in Water Rates. Daivd McMahan, Council - person explained the need for a rate increase is primarily the increase in costs to operate the system plus the pass through from the City of Fort Worth. The proposed increase was explained as being a $20. base rate with $2.40 per thousanc for up to 100,000 gallons and $3.00 per thousand thereafter. RESOLUTI 86-47. After discussion of the Cheatham review letter, motion was made to approve the site plan contingent upon adherance to the Cheatham letter. It was established that the sign for the building will be addressed separat ly and is not included in the site plan. ZA 86-41. The final plat of Thrasher Addition was approved, based on the recommendation made by the P & Z Commission. ZA 86-51. PAGE: 6 INDEX Varnel Roberts of PAWA Winkleman wanted to be on record as strongly opposing the development. He ask that the item be tabled until a consistant plan can be arrived at between City of Southlake and City of Grapevine. He noted that most of Heritage Industrial Park is in the City of Grapevine. Roberts stated they also did a drainage study and said Stacy's plan is unnatural flow of water that will cause them problems. The question as to whether the plat is a replat or should it have been presented as a preliminary plat was discussed. It was the opinion of City Attorney, Bill Smith, and City Engineer, Eddie Cheatham that it is proper being acted upon as a replat.
