INVOCATION: Bruce McCombs The Minutes of the March 1, City Council meeting were approved as corrected. MAYORS REPORT:. Ron Kempinger, a representative from General Telepho e Company gave a presentation concern- ing their request for rate increase. He also gave a progress report on services planned for this area. Phil Turner, a road contractor who does work in Southlake presented a letter to Mayor Sparger (attached to the Minutes). He ask that City Council and City Staff allow for tolerances in our street standards. Latta called attention to the P & Z Minutes of the last meeting concern- ing agricultural use, special use permits. P & Z did not recommend that City Council take action on this issue. The Community Development Grant application was discussed. Latta X After discussion, the Uniform Buildin UNIFORM Westerholm x Code was adopted by the City of BUILDING McCombs x x Southlake. They are to become CODES Bone x x effective immediately. ADOPTED Loris x The City Attorney is to prepare the proper Ordinances, rescinding the prior city building codes. There were no comments during the public hearing. Latta x x Ordinance No. 278, Standards for ORDINANCI Westerholm x Commercial Structures, was rescinded NO. 278 McCombs x as it stands now, after extensive RESCINDED P e x discussion by the City Council L _,is x x members. During the discussion in regards to adopting a standard for approval of commercial structures, the City Secretary reported on the method used by several other Tarrant County cities. After lengthy discussion, motion was made and approval given to a STRUCTURES new formula for commercial structures STRUCTURES Which is, side or sides of a STANDARD; commercial structure facing the street except for doors or windows, be 100% masonry or glass constructio Latta x and the structures must meet the Westerholm x Uniform Building Codes. Larry Prine, Health Officer with Tarra t County made a presentation indicating their procedure in reviewing the tests They make on site inspections of soil and they design lateral lines. When the results of the tests are above 60 a evaporation system must be used. He indicated that the property owner must present two (2) copies of the tests, done by a registered sanitarium an application showing the number of bedrooms to be in the structure, legal description of the land, $50. for the costs. The County follows safe distance laws concerning wells, ponds, etc. The item was tabled pending further study by the City Council members. Resolution 83-7 was discussed, but RESOLUTIOP not approved. The resolution would 83-7 have allowed Tarrant County Tax REJECTED Collector to serve as collector for Latta x the City of Southlake. Loris x During the discussion for the faciliti s project, the vally drain in the fire bay was discussed. Council advised the Mayor to hold all money from L & W Construction until the drain is installed properly. The department reports were reviewed by Council.
