The Minutes of the February 1,1983
city council meeting were approved
as presented.
MAYORS REPORT:
Mayor Sparger informed Council
and the audience that under Senate
Bill 287, the Texas Municipal League
is working to allow for funding
of street repairs for Texas cities
and also, street repairs for the
Texas State Highway Department.
General Telephone Company filed
application for rate increase. They
are presenting an optional
measured service for those who only
need phones for emergencies.
A discussion was held concerning the
possibility of the County Tax Office
serving as Tax Collector for the
City of Southlake. Reed Stewart,
tax collector for the County said
there would be timely reinbursements
to the City. Councilpersons gave
the Mayor the authority to look into
the item further.
Councilperson Bone was opposed to
the city not collecting their own
taxes.

A discussion was held concerning lot DOVE ESTATE
sizes/sewerage problems in the Dove OT SIZE/
Estates Addition to Southlake. SEWERAGE
PROBLEMS
Cal Barker, the Developer, made a
presentation to Council. A resident
of Dove Estates, Martha New, gave a
slide presentation, showing sewerage
problems in Dove Estates.
Persons who spoke from Dove Estates
area include: Paul Kenny, Wayne
DiAamore, Joe Railey, Mike McKeen.
Harold Knight, chairperson, of the
Citizens Advisory Group on Sewer,
gave a report from the committee.
(attached hereto and made a part
here of).
Cal Barker, agreed to install ,a mini-
treatment plant that will provide
sewerage facilities for all of the
Dove Estates Addition.
Mayor Sparger indicated that he feels
the City needs a legal.agreement to
protect the city when building
only on every other lot. The
building permits will be issued on
every other lot, using a standard
septic system.
Latta x Motion was made to get underway with
Loris x an agreement, not to issue any permit
Westerholm x x or granting of final occupancies until
McCombs x an agreement is executed.
Bone x x
Before a vote was taken, Bone amended
the motion to tie to occupancies
rathejr than to the building permits
before the sewer system is complete.
The permits are pending perculation
tests being satisfactory. Also, that
the developer sell no more lots
until system is.complete. He indicat d
that 23 lots have currently been sold

committee to review Ordinance 278, REVIEW
gave a committee report. (attached ORDINANC
hereto and made a part hereof). NO. 278

Loris x After discussion, motion was made to
Westerholm x x consider the recommendation of the
McCombs x committee in conjunction with the
Bone x Uniform Building Code. This is to
be done at the next city council
meeting.
Latta x x ZA 83-4. The final plat of the ZA 83-4
Loris x replat of Lots 13 and 14 of Block 4, FINAL PLaf
Westerholm x x Cross Timber Hills Addition was OF REPLAT
McCombs x approved.
Bone x
Facilities project was discussed.
Louie Johnson, Director of Public
Works, made a recommendation to
Council concerning the parking area
for City Hall. He indicated we need
about 30,000 square feet of concrete.
Mayor Sparger ask him to see how far
we can go on $30,000.
The Department reports were reviewed.
Under the police report, Chief Martin,
is to check with Councilman Bone about
the possibility of using the new IBM
for the police department.
