Councilperson Bone announced that the new IBM Computer is to be delivered on January 15,1983. A discussion was held concerning DISANNEXA- the request for disannexation of the TION Oak Hills Mobile Home Park. Records REQUEST show the property was annexed into OAK HILLS Southlake in 1970 MOBILE under Ordinance No. 175 and Ordinance HOME PAR] No. 180. The petition for dis- annexation was presented to the City Secretary on November 10,1982, by Attorney, Scott Keesham, represent- ing the property owners of the mobile home park. During the discussion, it was established that.the mobile home park is currently served with police and fire protection from the City of Southlake. The property owners were put on the City tax roll in 1981 There was no one present from the mobile home park for this meeting. atta x x Motion was made to deny disannexation ,Loris x of the mobile home park since they Westerholm x are receiving.the City services McCombs x x mentioned above. The owner, Margaret Robertson, was not present but was represented by Greg Moffet. During the public hearing the follow- ing persons commented: Marty Cloin, representing Gulf Oil Corporation, Ann Flannegan, Gerald Thompson. Screening of the property was discusse . Latta moved to approve the .4126 acre tract of land to Light Industrial Zoning District subject to the incorp- oration of a privacy screening to protect adjacent property owners. Motion died for lack of a second. Westerholm made a motion to approve the zoning request subject to access on FM1709 only. Motion died for lack of a second. Bone made the motion to approve ZA 82-43 based upon the commitment made by the applicant. The motion died for lack of a second. It was established that Sonny James, property owner within 200' did not receive notice; however, he was present or the hearing. uring the public hearing, the following ersons opposed the request: Sonny James, Linda James, Bill Messmer, Gary ikes, Gerald Thompson, Ann Flannigan en Flannigan, Joe L. Wright, Janice Miller, Roy Lee. Those who were in favor of the zoning change include: Dwaine Petty, Jack Petty, Gordon Martin and Mike Jacobs. DENIED Bone x Westerholm have information to the audience concerning the "old" future land use map . A representative from Spectrum Planning Inc., Robert Donahue was present and approached Council on the possibility of placing a Micro Wave Relay Station on the same property as the City water tower, whic if purchased, will be the Ragan Property. He informed Council that his Company is a subsidiary of the Times Mirror Company out of Los Angeles, California. The tower will be less than 200' and will have a 10' dish on top of the tower. Council ask questions of Mr. Donahue, who in turn agreed to present a pro- posal to Council as soon as possible. McCombs x Bone x Resolution 83-1 was approved which RESOLUTION will serve as an indorsement on the AP83-1 PROVED part of the City of Southlake, requesting FM1709 be upgraded from Keller to State Highway 114. The Resolution which is the same as one presented from the City of Keller. Latta stated that there is only 1/10 of.the funds available at the State level that is currently needed for street repairs.
