The Minutes of the.September 7,
meeting were approved as presented.
MAYORS REPORT
Mayor Pro Tem Latta reported on a
meeting which was held this week
with representatives from Motorola,
Circle Communications and City Staff.
Latta said they came to a mutual
understanding concerning the mainten-
ance of our communications system.
Latta read a letter from John Francis
of Motorola. (A copy of the letter
is hereby attached to the minutes).
Ordinance No. 275, setting the Tax ORDINANCE
Levy for Fiscal Year 1983 was approvedjgO. 275

Mayor Sparger read our Tax roll inform -
tion as presented to the City by Tarra t
Appraisal District. He added the roll
shows our net taxable value as
$69,128,802.00.
Ordinance No. 172 was discussed in ORDINANCE
connection with truck traffic on NO. 172
South Carroll Avenue. The Ordinance DISCUSSED
named existing truck routes. Mayor

which was presented to Council by
Ms. Zena Rucker, a resident of South
Carroll Avenue. The current Ordinance
was reviewed and City Attorney, Bill
Smith, answered questions for the
Council.
Representatives from Mid-Cities Ready
Mix Concrete and Express Concrete Co.
were present for the meeting at the
request of the Mayor, due to the fact
that the cement mixer trucks are the
basis for the complaints.
Several alternatives were suggested
in an effort to eleviate the heavy
truck traffic on residential streets
in Southlake.
It was noted that for the trucks to
go Highway 26 around on Highway 114,
would be approximately 3.9 miles
further.
Citizens present who spoke during the
meeting include:
Bill Rucker, C.A. Prade, John Campbell
Marcus Wayland, Rick Stacy, Randy
Stacy, Herb Felstead, Ken Foriet,
Kathy Campbell.
Mayor Sparger, after extensive
discussion, polled the Council and the
agreed to a meeting being held in
an effort to come to a compromise
where the citizens, and city concrete
companies might be able to work to-
gether to solve the problem of damaged
streets, accessive truck traffic and
speed limit control.
The meeting will be set for Thursday
of this week. All citizens are interes -
ed persons were invited to attend.

A proposed Ordinance No. 278, a policy
for Commercial Structures in Southlak
was discussed. Council agreed that
more study is needed to be made on
the subject before approval.
The item was tabled until the next
City Council meeting.
ZA 82-31. The zoning request for ZA 82-31
Agricultural to A-4 Single Family ZONING
District for a 2.885 acre tract of CHANGED

discussed. The property, a 9.99 acre

It was noted that the Planning and
Zoning Commission recommended denial
by unanimous vote. Reasons stated
were location to the city park
and noise.
P & Z member, Larry Samartin, showed
slides of the present location of
the operation. John Dunn, president
of Dunn-Bar was present and answered
questions for the Council and
Audience.
During the public hearing, the follow-
ing persons spoke: Mr. Rider, Ken
Feriet, Herb Felbsted, Randy Stacy,
Ralph Evans, Larry Smith, Virgil
Cash and Kim Campbell.
Mr. Dunn indicated he would be
willing to provide a green belt area
