Absence of Parks and Recreation Board Members - The Board will consider the absence of Board Vice Chair Paul Venseky from the October 11, 2021 meeting. A copy of the Attendance Report is in your packet. 3. Agenda Item 3. Public Forum This is the public's opportunity to address the Board about non -agenda items. During Public Forum, the Board will not discuss or take action on any item brought up at this time. Consider A. Recommendation for approval of the modifications to McPherson Park that have been proposed as part of the site plan for the Granite Southlake Office Phase 2 development - The purpose of this item is to allow the Board to consider modifications to McPherson Park that have been proposed as part of this development (see attached renderings and info). Staff supports the modifications and will present for review by the Board at your upcoming meeting. The developer will also be in attendance to answer any questions. Contact Director Tribble with any questions prior to the meeting. 5. Agenda Item 5. Discussion A. CALL TO ORDER Chair Frances Scharli called the regular Parks and Recreation Board meeting to order at 6:01 p.m. 2. CONSENT AGENDA 2A. APPROVE MINUTES FROM THE PARKS AND RECREATION BOARD MEETING HELD SEPTEMBER 13, 2021 The minutes of the September 13, 2021 Parks and Recreation Board meeting were approved with no changes or corrections. 2B. ABSENCE OF PARKS AND RECREATION BOARD MEMBERS Park Board Member Chad Bedwell’s absence from the September 13, 2021 meeting was excused. PUBLIC FORUM Chair Frances Scharli opened public forum at 6:02 p.m. Justin Phalen, 200 King Ranch Road, Southlake, spoke concerning the purchase of land located by Mustang and Brumlow for the purpose of creating a space for education and preservation. Chair Scharli acknowledged Public Forum comments and requested staff advise the Board on the topic. There being no one to address the Board, Chair Scharli closed Public Forum at 6:05 p.m. 4. CONSIDER 4A. RECOMMENDATION ON 2022 STANDARDS OF CARE ORDINANCE NO. 1243 Director Chris Tribble presented the 2022 Standards of Care Ordinance No. 1243 to the Board and was available for questions. APPROVED A motion was made to recommend approval of the 2022 Standards of Care Ordinance No. 1243 as presented. RECOMMENDATION ON RENEWAL OF FACILITIES UTILIZATION AGREEMENTS (FUA) WITH DRAGON YOUTH BASEBALL (DYB), SOUTHLAKE GIRLS SOFTBALL ASSOCIATION (SGSA), AND MIRACLE LEAGUE SOUTHLAKE (MLS) Director of Community Services Chris Tribble presented the proposed 2022-23 FUAs with DYB, SGSA, AND MLS and was available for questions. The Board discussed the request and was in favor of the 202 2-23 Facilities Utilization Agreements (FUA) with Dragon Youth Baseball (DYB), Southlake Girls Softball Association (SGSA), and Miracle League Southlake (MLS) as presented. APPROVED A motion was made to recommend approval of the 2022-23 Facilities Utilization Agreements (FUA) with Dragon Youth Baseball (DYB), Southlake Girls Softball Association (SGSA), and Miracle League Southlake (MLS) as presented. Background Information: The “Absence Policy for Parks and Recreation Board” adopted July 12, 2004 and revised March 2, 2010, provides a mechanism for consideration of absences of Board members from regular or special Park Board meetings. This item is listed as a standing item on meeting agendas.
