Background Information: The guidelines and procedures for the naming of a City park is detailed within the City's Naming and Renaming of Park and Recreation Facilities Procedures (see attached). The Metairie is a 56-lot development that sits on 29 acres located at the southwest corner of the White Chapel Blvd/Dove Road intersection. As part of the development, 2.75 acres of park land has been dedicated to the City. The developer has proposed to name the City park John R. Shivers Park. Mr. Shivers is the grandfather of Rebecca Utley who is the previous landowner. Mr. Shivers served as one of the first three Carroll School trustees and was instrumental in the building of the 1919 Carroll School. For background on Mr. Shivers, I reached out to the Southlake Historical Society (SHS), with whom the City partners with through a Community Services Agreement. The SHS is a non-profit corporation whose mission is to provide a dedication to archiving Southlake historical materials, gathering oral history interviews, helping in the research of both family and area business histories, City of Southlake Values. - Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Parks and Recreation Board Meeting Date — February 08, 2021 Page 2 of 2 and working as a community advocacy group to preserve and protect Southlake's history. City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork November 27, 2019 Dear Southlake Park Department; The Metairie at Southlake is a 56-lot development that sits on 29 acres. We propose the dedication of lot 16x, approximately-2.75 acres of land, to the City of Southlake to be used as a public park. The Metairie homeowner's association will care for and maintain the property. The proposed park is currently covered with a deep undergrowth; we would like to clear a path through the undergrowth to allow for a 4'-5' wide walking path. We value the natural beauty of this proposed park and would work to protect remaining trees and vegetation. The walking path would be approximately 609 linearfeet in length and would be covered with decomposed granite. We would like to install two benches along the trail, as well as trash cans and dog waste pickup stations atthe entrances on each end. We are proposing to name the park John R. Shivers park. Mr. Shivers is the grandfather of Rebecca Utley who is the previous landowner. John R. Shivers played an early role in starting the Carroll School as well being one of the first trustees in the Carrol Independent School District. Proposed Design: Maintaining the natural vegetation with a decomposed granite path through the undergrowth Large chunks of stone for benches Trash cans Dog pick up stations Drinking fountain Park monument sign thatfollowthe city's guidelinesfor park monument signs Maintained by The Metairie homeowners'association Proposed the deletion of the previously planned iron fence separating the park from the future Kirkwood Road expansion to provide public access to the space. Who were J.R. and Ora Graham Shivers? John Redman "J.R" Shivers was born into a farming family in 1877 in the nearby Smithfield area of Tarrant County. Ora Grace Graham was one of eight children - born to Martha Ann and Spencer Graham, whose family settled in the area around 1854. Ora attended Dove School and later taught at Sams School, a one -room school that sat near now -Solana. The couple married in 1902, lived in a log house and farmed 100 acres that straddled White Chapel Blvd. to Shady Oaks, north of Hwy. 114. The couple had two sons who attended both Sams School and Dove. In 1916, J.R. contracted Frank Estill (whose father, C.C. Estill owned a building supply store and lumberyard in Grapevine) to build a new house that stands at the northwest corner of White Chapel and Hwy. 114. o In 1919, J.R. and Frank Estill worked together on another building — the 1919 Carroll School, a three-room brick building on N. Carroll and Highland. J.R. served as one of the three original Carroll School trustees. Ora Grace died in 1934, and J.R. lived on the farm until his death in 1964. Both are buried in White's Chapel Cemetery. THANK YOU FOR YOUR INTEREST. Revised December 15, 2009 Revised October 8, 2009 • • Parks, Recreation & Open Space / Community Facilities Master Plan 28 Bob Jones Park and Bob Jones Nature Center & Preserve Bob Jones Park began as a series of purchases, a large portion coming from an underdeveloped, small -lot mobile home park that had fallen into disarray. Eventually, with other acquisitions and the Corps of Engineers lease, the park grew to total nearly 500 acres — most of which is prime native Cross Timbers habitat. The first major construction at the park involved completion of 13 soccer fields (several subsequently lighted) and parking, followed by support facilities. The nearby six -acre pond with the bat -wing pavilion serves to collect drainage for use as field irrigation, not to mention a first-class fishing area. On the far north drive entrance, an equestrian parking lot houses trailer parking, corral pens, hitching posts, a picnic area, and a ranch faucet. ob Jones Park _L. s Bob Jones Pork In 2004 the six practice backstops were retrofitted with lights to create a Girls' Softball Complex, which also includes support facilities, buildings, and another pond. Additional parking south of the complex near the pond was added in 2007. Bob Jones Park and the Corps lease were also officially recognized by the City Council in 2002 as the location for the Bob Jones Nature Center. To provide an immediate location, the ranch house on the 60-acre Tucker property purchase was designated to serve as the center. In April 2008, the Bob Jones Nature Center & Preserve was officially opened following major renovations to the Tucker home, and development of the grounds near the facility. In 2011, the Bob Jones Nature Center & Preserve Master Plan was adopted by the City Council and many recommendations for improvements to Nature Center & Preserve were suggested.
