CONCEPT PLAN REVIEW SUMMARY
Case No.: ZA24-0073 Review No.: Two Date of Review: 1/17/25
Project Name: Concept Plan — Chapel Crossing Phase Two; 245 W SH 114
1) Correct the data summary to include number of stories and max. height of each building (Lots
1R1 & 1R2).
Informational Comments:
• The following variances to Driveway Ordinance No. 634, as amended, were approved with the
original Zoning Change and Concept/Site Plan for Southlake Office Plaza (ZA13-106) and with
Chapel Crossing (ZA19-0064). These will be carried over as variances with the current request:
• Section 5.2.c prohibits commercial driveways on local and collector streets. A variance
was requested to allow a commercial driveway onto Countryside Ct., which is a local
street. (Please note that Countryside Ct. serves primarily non-residential traffic).
• Section 5.2.d requires a minimum stacking depth of 100' for both driveways. A variance
was requested to allow the stacking depths as shown on the Site Plan and Concept
Plans with approximately 43' of stacking depth shown on the E. S.H. 114 driveway and
approximately 48' of stacking depth shown on the Countryside Ct. driveway.
Prior to issuance of a building permit, a Site Plan meeting the requirements of Zoning
Ordinance No. 480, as amended, Section 40, must be approved by City Council following a
recommendation by the Planning and Zoning Commission. The Site Plan must include existing
and proposed development and it must comply with the underlying zoning and the approved
Concept Plan.
• Only one trash receptacle enclosure is shown on the plan. Both lots will share the existing
trash receptacle enclosure on the proposed Lot 1 R1. A shared use and maintenance
agreement must be in place prior to issuance of a Certificate of Occupancy for the proposed
building on Lot 1R2.

Tree Conservation/Landscape Review
TREE CONSERVATION COMMENTS:
The proposed Tree Conservation Plan is not consistent with the previously approved Tree
Conservation Plan, Case ZA19-0064. If the development were proposed as traditional zoning
the percentage of existing tree cover at the time the first such permit was issued shall be used
to calculate the minimum existing tree cover that must be preserved.
Previously all the existing trees on the property were shown to be preserved and included
within the Existing Tree Cover Preservation Calculations. There was 7.13% of existing tree
cover on both properties and a minimum of 70% was required to be preserved. A total of
46.59% was approved to be removed and 53.41% to be preserved.
Now, there is 9.41% of existing tree cover on the property proposed for development and
100% is proposed to be removed.
* Except as provided by subsection 7.2.b. of the Tree Preservation Ordinance, a Tree
Conservation Analysis or Tree Conservation Plan shall be approved if it will preserve existing
tree cover in accordance with the percentage requirements established by Table 2.0. If the
property has previously received a tree permit related to development, the percentage of existing
tree cover at the time the first such permit was issued shall be used to calculate the minimum
existing tree cover that must be preserved under this section.
Table 2.0 — Existing Tree Cover Preservation Requirements
Percentage of existing tree cover on Minimum percentage of the
the entire site existing tree cover to be
preserved*
0% -20% 70°AD
20.1 —40% 60%
40.1% - 60% 50%
60.1% - 80% 40%
80.1% - 100% 30%
*The minimum percentage of existing tree cover to be preserved shall exclude any area in
public rights-of-way as approved by City Council.
For property sought to be zoned for the Downtown zoning district or a planned development
zoning district, including an S-P-1 Site Plan, S-P-2 Site Plan, Transition, Rural Conservation,
Planned Unit Development, or Employment Center zoning district, the City Council shall
consider the application for a Conservation Analysis or Plan in conjunction with the
corresponding development application (as established in Table 1.0). The Planning and Zoning
Commission shall review the application and make a recommendation to the City Council
regarding the application. The City Council shall approve the Plan or Analysis if the Council
finds that the Plan or Analysis provides for the:
placement of building pads, parking areas, driveways, streets, and utility easements so
as to maximize the preservation of environmental features of the property including
mature tree stands, natural creeks and ponds, and significant grades;
ii. maximizes the preservation of tree cover preservation areas indicated on the
Environmental Resource Protection Map;
Ordinance No. 480-667B
iii. maximizes the preservation of existing tree stands with the potential to buffer residential
areas from the noise, glare, and visual effects of nonresidential uses;
iv. maximizes the preservation of existing trees, if any, adjoining a natural or man-made
drainage creek;
v. maximizes the preservation of existing protected trees along rural roadways and other
streets as identified and prioritized in the Street Typology designation; and
vi. mitigation of altered trees through proposed tree replacement procedures pursuant to
this Ordinance.
Please be aware that all existing trees shown to be preserved on the City Council approved Tree
Conservation Plan must be preserved and protected during all phases and construction of the
development. Alteration or removal of any of the existing trees shown to be preserved on the
approved Tree Conservation Plan is a violation of the Tree Preservation Ordinance and the
zoning as approved by the Southlake City Council. Please ensure that the layout of all structures,
easements, utilities, structures grading, and any other structure proposed to be constructed do
not conflict with existing trees intended to be preserved.

RE:ZA19-0064-Chapel Crossing-ReZoning Request-Revised S-P-2 Regulations
Ken&Dennis,
We are respectively requesting approval of a revision to the previously approved S-P-2 Concept Plan
for the Chapel Crossing office development, located at the SW corner of SH-114 and White Chapel
Blvd.
The current S-P-2(Generalized Site Plan District)zoning was approved in 2014,as Ordinance No.
480-667.This zoning approval allowed for a Phase I,3 story, office building of 51,000 s.f.to be built,
as well as an expansion of approximately 23,000 s.f.to be built in a future phase. The Phase I building
was built;the expansion has not.
The approved Concept Plan(Exhibit B,dated September 29,2014),shows the expansion building
adjacent and attached to the Phase I building,on a single lot. With this revision,we propose to
separate the expansion building from the existing building, and carve out a separate lot for it to be
located on.
The revised Concept Plan, submitted herein, proposes substituting a separate,3 Story Office building,
of approximately 22,000 s.f.,located on the NW portion of the site,within a new,separate lot.This
new structure would be instead of the previously approved 23,000 s.f.addition to the existing building.
The facade of the new structure would be of a similar nature to the existing Phase I structure,
complementary in design and materials.
Also included in our submission is a Tree Conservation Plan and a Landscape Plan, using the
previously approved Landscape Plan as a guide, but making sure to meet the Bufferyards and Interior
Landscaping requirements for the site as a whole.

RE: ZA24-0073-Chapel Crossing- Rezoning Request-Revised S-P-2 Regulations
Dear Sir or Madam,
We are respectively requesting approval of a revision to the previously approved S-P-2 Concept Plan
for the Chapel Crossing office development, located at the SW corner of SH-114 and White Chapel
Blvd.
The current S-P-2 (Generalized Site Plan District)zoning was approved in 2014,as Ordinance No.
480-667. This zoning approval allowed for a Phase I,3 story, office building of 51,000 s.f. to be
built, as well as an expansion of approximately 23,000 s.f to be built in a future phase. The Phase I
building was built;the expansion has not.
The approved Concept Plan(Exhibit B, dated September 29, 2014), shows the expansion building
adjacent and attached to the Phase I building, on a single lot. With this revision,we propose to
separate the expansion building from the existing building, and carve out a separate lot for it to be
located on.
The revised Concept Plan, submitted herein, proposes substituting a separate,2 Story Office
building,of approximately 30,000 s.f.,located on the NW portion of the site, within a new, separate
lot. This new structure would be instead of the previously approved 23,000 s.f addition to the
existing building.
The façade of the new structure would be of a similar nature to the existing Phase I structure,
complementary in design and materials.
Also included in our submission is a Tree Conservation Plan and a Landscape Plan, using the
previously approved Landscape Plan as a guide, but making sure to meet the Buffer yards and
Interior Landscaping requirements for the site as a whole.
The requested zoning is S-P-2 Generalized Site Plan District, following the 0-1 Office District Uses
with all previous conditions of approval remain in effect. In addition,we are questions the following
exceptions and additional requirements:
1.A parking requirement of one space for every 225 square feet of building area, regardless of
occupancy.
2. Allowable Building Height shall remain three(3)stories.'
Ordinance No. 480-667B
3. Maximum predominant building height(actual)shall remain 50'-0"and ornamental elements
remaining at 60'-0".
4. Building Setbacks along internal property lines shall not be required.
5. Buffer Yards along internal property lines shall not be required.
6. A shared parking, cross access easement and shared maintenance agreement shall be required.
Required parking for all built uses shall be provided within the S-P-2 boundary;parking
requirements for individual lots shall not apply.
7. Parking Space Requirements: All Uses: One(1) space for each two hundred twenty five(225)
square feet of Net Leasable Area.
8. Dumpster Enclosure Location: Dumpster enclosure shall be permitted as shown on the Concept
Plan,on Lot 1R1. This additional dumpster enclosure shall serve Lot 1R2,and will require a shared
use agreement prior to issuance of a Certificate of Occupancy for the proposed building on Lot 1R2.
9. The elevations for the second building shall be consistent with the Phase I building, including the
stone treatments.
10. We respectfully request the attached site plan changes, including revisions to the parking number,
configuration, and building size and height.
11. We respectfully request that the proposed building uses be allowed include Ambulatory Surgery
Center in addition to a medical office.
12.We respectfully request that the site be allowed to increase its impervious area. We understand
that this could lead to an increase in detention that will be needed for the site, etc.
13. We respectfully request that the revisions to the open area, Tree Conservation, and proposed
landscaping be reviewed to address the revision to the site plan, etc.
14. We respectfully request that the Traffic Impact Analysis be deferred to the Site Plan submittal.
The following variances to Driveway Ordinance No. 634,as amended, were approved with the
original Zoning Change and Concept/Site Plan for Southlake Office Plaza(ZA13-106)and with
Chapel Crossing(ZA19-0064). We will request that these variances be carried over with the current
request:
1. Section 5.2.c prohibits commercial driveways on local and collector streets.A variance was
requested to allow a commercial driveway onto Countryside Ct.,which is a local street. (Please note
that Countryside Ct. serves primarily non-residential traffic).
2. Section 5.2.d requires a minimum stacking depth of 100' for both driveways. A variance was
requested to allow the stacking depths as shown on the Site Plan and Concept Plans with
approximately 43' of stacking depth shown on the E. S.H. 114 driveway and approximately 48' of
stacking depth shown on the Countryside Ct. driveway.
We thank you in advance for your help and time. Please let us know if you have any questions or
concerns or if you need any additional information.
Sincerely,
Cumulus Design

I
t’s been a decade
since the Nissan Mu-
rano was last rede-
signed,an eternity in
the car business.As Nis-
san executives have been
busy purging its top ranks
of outside influence,be it
foreign-born CEO Carlos
Ghosn or overseas in-
vestors such as Renault,
they have taken their eye
off of what really matters:
creating great vehicles.
Exhibit A:the Nissan
Murano.Once an automo-
tive fashionista,its threads
have weathered the in-
tervening years well,de-
spite their age.Luckily,
this is a look that had legs.
But its long production
run has more to do with
corporate neglect than any
true product strategy.
Nevertheless,despite all
of the action behind the
scenes,the company has
managed to finally rede-
sign the Murano,its mid-
size SUV.
Wearing a design that’s
once more up-to-the-
minute chic,the 202 5
Murano is 2.6 inches
wider than the previous
rendition,although overall
length and height are
about the same.The front-
end features slim LED
headlights visually con-
nected by a thin trim bar.
Beneath it,the Murano’s
daytime running lights are
visually integrated into the
horizontal front grille,
much like the redesigned
Nissan Kicks.Its clean,
strong horizontal form
lends strength to the front
end.Out back,the tail-
lamps are integrated into a
single light bar.The side
window shape recalls that
of the athletic Infiniti FX,
while the black roof hides
the body’s true shape,
lending it more of a
coupe-like appearance.
Inside,its cabin boasts a
spa-like ambiance with
dual 12.3-inch screens,
one for the instrument
cluster,the other for in-
fotainment,which proves
easy to use.That said,the
instrument cluster has
poor graphic hierarchy,
making it hard to discern
what to look at first,as
everything has the same
visual weight.Meanwhile,
the 10-speaker Bose audio
system is typical of the
brand —all highs and
lows.
Front seats are large
and comfortable,with an
ideal seating position.
There’s good interior
space in both rows,al-
though predictably the
second row has a low
cushion,making it better
for tikes.Front bucket
seats have decent back
bolstering but a very flat
seat bottom cushion.Nis-
san has done a good job of
ensuring every comfort
and convenience feature is
accounted for,including
massaging seats,quilted
leather,rear seat sun-
shades and a panoramic
sunroof.
Under the hood resides
Nissan’s variable-com-
pression turbocharged
2.0-liter four-cylinder
engine and a nine-speed
automatic transmission
generating 241 horse-
power and 260 pound-feet
of torque,an increase of
20 pound-feet compared
to the outgoing Murano.
Opting for the base SV
grade nets a choice of
front-wheel or all-wheel
drive.Mid-level SL and
top-of-the-line Platinum
models come solely with
all-wheel drive.
Nissan is proud of this
powerplant’s complicated
engineering.Yet it’s not
nearly as good as a well-
designed conventional gas
engine or gas-electric
hybrid.The engine buzzes
unpleasantly when
pressed and shows some
turbo lag,which proves to
be a constant companion,
even during modest,gen-
tle requests for power.The
transmission seems engi-
neered for comfortable
shifts and fuel efficiency,
even in Sport mode,so
there’s little thrill to be
had.Shifting manually
reveals the engine to have
some true potency that’s
strangled by the need for
fuel efficiency.And while
the four-cylinder engine
possesses complicated
engineering to return
superior fuel efficiency,
which it noticeably lacks.
My initial test drive result-
ed in just 2 1.4 mpg in
mixed suburban/highway
driving —not a great
showing.
Body lean comes on
quickly in corners,enough
to convince you that this is
a vehicle made for com-
fort and modest cruising.
There’s little here to incite
you to seek out that twisty,
curving country road.
The 202 5 Nissan Mura-
no is lovely to behold.It’s
a cruiser,not a bruiser;an
aesthetically pleasing
two-row crossover for
those whose idea of auto-
motive art is how it looks.
How it drives doesn’t
matter.
AUTO REVIEW
Redesigned Nissan Murano is a pleasure
to behold but not a thrill to drive

Request for Proposals
Flooded Roads Information
System Project
The North Central Texas Council of
Governments (NCTCOG)is request-
ing written proposals from consultant
firms for the creation of an advanced
warning system for transportation fa-
cilities to identify potential flooding
risk areas and alert the public about
potentially dangerous conditions and
closed roads.The Dallas-Fort Worth
region’s transportation system is vul-
nerable to extreme flooding events
with minimal communication to the
public on roadway status.This project
would create a preemptive warning
system to inform the public in ad-
vance of any potential flooding of the
transportation system.The study will
assess existing and historical data
collection,model the data to predict
roadway flooding,and disseminate
the results.The anticipated result
will be a software to predict where
flooding events of the transportation
system would occur and a method
to warn the public of the anticipated
flooded areas.
Proposals must be received in-hand
no later than 5:00 p.m.,Central Time,
on Friday,February 28,2025,to Na-
than Drozd,Principal Transportation
Planner,North Central Texas Council
of Governments,616 Six Flags Drive,

submissions to TransRFPs@nctcog.

available at www.nctcog.org/rfp by the
close of business on Friday,January
