FACILITIES UTILIZATION AGREEMENT FOR THE SPORT OF GIRLS LACROSSE
Director of Community Services Chris Tribble presented the proposed lease of city -
owned athletic fields through a Facilities Utilization Agreement for the sport of girls
lacrosse. The board members did not present questions.
The Board discussed the request and was in favor of the proposed lease of city -owned
athletic fields through a Facilities Utilization Agreement for the sport of girls lacrosse as
presented.
Vice Chair Lori Palmer made a motion to approve a one year lease of city -owned
athletic fields through a Facilities Utilization Agreement for the sport of girls lacrosse
with Lady Dragon Lacrosse.

on upcoming events and was available to answer questions. The Board discussed
rescheduling the March Park Board meeting to March 30, 2020.

Not much. Other cities do a much better job with parks for the residents. In
Southlake, it's all about the sports. Bicentennial should be a park for the
citizens, but it's all about the baseball fields. No open spaces, no picnic areas,
and especially no walking trails. The playground is nice, but that's it.

house and have more classes there..

someone's garage, the pool is badly designed for exercise. I hope the courts
are getting good use by rec leagues but we canceled our membership and

be used unless you have a boy and play in DYB. Bicentennial should have

spaces. It's a great place for residents to go. Southlake needs to consider
more open space that has no other purpose (or money -making capabilities)

Bike trails for kids!! We go down to Keller's Bear Creek trails or over to
Grapevine Lake.

the city more MOBILE. Stop locking fields. Create biking trails like

Maintenance. Royal and Annie Smith has trees covered in vines for years and
no one has trimmed them out to the point they are killing the trees. Seems
Southlake can not decide how to maintain grass wither. Keep going back and

Parks have been primarily designed for kids only and most of them are for a
specific sport.
Accessibility- most park fields are locked. Southlake is a vehicle required
town. Traffic concerns impact everything. Frustration - funds go based on
the city leadership and there interest. Surveys are given which is great, but no
action is done. Mobility keeps coming up and sidewalks are the city's
solution. It's really sad.
Most parks are specific to a sport. All parks need a car to drive too. There are
not barriers, but only a specific reason to go to a park. AND - most parks you
have to be part of a league to enjoy them. Bicentennial is amazing, but DYB
controls it. It sits empty 90% of the time. So unfortunate.

neighborhoods to parks. You have to DRIVE your car to get anywhere in
Southlake. 3) Youth sports fields that cost millions of tax money to build are
not accessible to citizens.

leadership believes mobility means side walks on 1709 and other roads.

Not being able to walk my dog and shoot photography in Bob Jones Nature
Preserve, at the same time. It is permitted in Colleyville Nature Center so I go
there instead.
I feel that what prevents me from using the park is my busy schedule.
However, I feel that if the park was more aesthetically pleasing( the park in
Southlake is really nice, I love it). By 'more aesthetically pleasing' I mean that

total solution. Only part of the solution.
Open spaces with a place to do picnic and BBQ, places to go camping, water park

purview, but any chance we can get composting at Bob Jones? I'd love to have
more programming supportive of environmentally conscious efforts. I'm all in for
the city's discussions of buying up land so I hope to see that happen in order to
curb development (although I understand bond concerns as well as potential tax
loss concerns). More parks (usable parks), playgrounds, and open spaces that are
accessible for walkers and bikers fit the family friendly experience of living in
Southlake.

There is too much emphasis on making money in Southlake (the Marq is a case in
point). And all the sports facilities fall into this. We need more parks that are open
and wild with trails, and primarily undeveloped.
I'd like to see more options for adults. All of the kids options are great but as a city'
demographic changes, as ours will in 5-10 years, all of the families with kids will
leave the nest and there has to be things for the empty nesters to do ... not Senior
Center but those 40-50. Most of the men will still be working, it's the Stay at
Home Moms with nothing to do and no kids to care for that need options. With
the way technology is changing so quickly, I guess I'd like to see Parks still in
existence in 2035, it will be interesting to see.
Having as many nature trails as possible - exploring the woods type parks.
Summer camps for kids, abundant sports courts, many walking trails
More nature and science programs for kids. City events that encourage kids and
adults to get outside.
I imagine the park of the future would be a fusion of a few things in one:
restaurant, gym, outdoor sports, entertainment, activities, water park, nature hike,

I would hope to see from the map provided: All the (green shaded) parks to be
connected by bike trails or safe paths. All the CISD properties to be connected by
bike trails or safe bike paths. I would hope to see the US Army Corp area to be
shared and a park built by the lake connected to Bob Jones. The Amenities would
include bike rentals, kayak rentals, open non specific fields, mountain bike trail
connected to the Horseshoe Trail, Knob Hill trail, and the Flower Mound trail. I
would like to see a bicycle program. Road and mountain bike club. I would like
to see access to current amenities. Welcome signs at fields instead of locks. I'd
like to see an innovative leader with REAL mobility plans that move traffic issues
forward. I would like to wake up to a reality of a bike friendly city vs applying for
bike friendly status without having one single bike lane or bike trail.
A park with all amenities. This isn't too difficult. There is a baseball park, softball,
and various other parks. Build a park by the lake. Google park amenities and have
them all. Southlake doesn't have beaches or mountains, but please, please
embrace the outdoors by creating a space that families come. Picnic, water, trails.
I don't want to have to drive my car there. Spend tax dollars and debt dollars
(bonds) on all citizens. Please stop building sport specific parks. Apply the term
inclusive to park amenities.
A park with: Sand volleyball, disc golf, mountain bike trails (10+ miles of them),
hiking trails, fields without locks, municipal par 3 golf, kayaking, and a restaurant.
This seems unreasonable, but to accomplish this some parks might need to be
changed. Open spaces are for Southlake; not baseball, softball, lacrosse, and
football associations. Consider park ideas from other cities and states to offer an
inclusive and healthy plan. Spend money on all citizens instead of providing perfect
ball parks to baseball players. Let's build a better Southlake that is connected by
other ways of transportation other than cars.
I envision a park on Lake Grapevine that has fields, bike trails, disc golf, and picnic
areas. I would want to ride my bike there from anywhere. I envision trails that
connect shopping, restaurants, and parks. I would expect adult flag football
leagues, basketball, and organized bike leagues. I would envision bike racks at local
stores and possible bike rentals to promote active and healthy lifestyles. Last I
want city leaders to actually listen to ideas and not to react harshly when ideas and
thoughts are raised. Wouldn't it be great to have less traffic and more people
enjoying the outdoors.
Bike trails. Open parks that all families can enjoy. Parks like River Legacy in
Arlington. Fields that are not locked. Mobility between the parks. A kind and
receptive park leadership group that can listen and plan accordingly.

Paved paths for biking in nature. Well defined paths at Bob Jones Nature Preserve
for hiking/running with strollers. More preK and elementary kid's programs in the
summer at the parks and Bob Jones Nature Center.
Bike lanes every road in Southlake. Mountain bike trail that connects Grapevine
and Trophy Club. Bike paths connecting every park. Full length pool at the
Marque. Remove locks from all public funded field in Southlake.
Programs at every park.
Much more community rec programming. For all ages. Bike lanes. Trails.
The facilities are pretty top notch, but I was disappointed in the lack of emphasis
on weight machines and free weights in the new athletic center. I am not sure if
that has been addressed. I haven't been back since it opened.
In the year 2025, 1 would like to see more open spaces for walking, parks to have
for spaces for outdoor sports. Programs targeted at conservation of the
environment should be there.
I'm not 100% sure. I would want them to be very family friendly and be very
inclusive with some kinda fairs and stuff like that.
I think having different activities for kids and adults to do to get the community
involved would increase the use of the parks.

There could be more open space and facilities near parks that are more accessible

about this specific park? Building and other plans approved in Exh. D of the existing
Parks and Rec Master Plan and Ordinance since 2013.
This is so important to our community to provide science based
environmental education for our children and families. This
should be priority #1 since it has been ignored since 2018.

What would you like to tell us It's an untapped resource with so much potential. We have a

Other Comments We are woefully short on natural space and trails. There is no
safe way to bike around the city and we have too few nature
trails.

This park is essential to our success as a city and community.
about this specific park?
The Nature Center is wonderful but could be even more
onderful if we follow through on the plans to make it a world -
class environmental science center. In this day and age,
climate and our environment are big issues - not just in our
country but worldwide. Our children are already at the forefront
of the issues that will impact them and generations to come.
e have outstanding schools here and our community should
reflect that in our commitment to excellence outside of the
schoolrooms. A Science Center would benefit all Southlake
residents - but especially our children. It would reflect our
alues - values that need to be highlighted and shared. The
park itself is critical to the wildlife and fauna that is being forced
out of our neighborhoods by constant development. Let's show
the world we are more than just a shopping/dining destination!

ordinance are now complete and the building of this facility
ould help Southlake to stand out as a sustainable conscious
city.
t would be a wonderful resource for our children to learn about
the Cross Timbers eco system, a venue for teaching
sustainable practices such as composting and vegetable
gardening and would help to maintain a functional, well used
green space here in Southlake. It is my understanding that
SPDC funds are available for such projects and this would be a
fabulous asset for our city.
Other Comments Many cities surrounding Southlake have a farmers markets
and/or environmental education centers. Le Keller, Coppell,
Roanoake, Colleyville. Southlake Ian falling behind on these
matters and needs to start being more environmentally aware

What would you like to tell us The softball complex at Bob Jones needs to leapfrog Southlake
about this specific park? Sports Complex for the next renovation. Southlake lags behind
many of the surrounding area softball facilities especially
including Coppell and Grapevine.
Despite having a smaller population than any other city in our
particular interlock, Southlake boasts the highest registration
numbers and the most teams. Yet our facilities don't match that
enthusiasm.
Bicentennial is a gorgeous facility for the boys to call home and
it's time for the softball girls to have a similar home field
advantage. There's no reason for my sons to play on the
amazing Bicentennial fields and then have my daughters have
to play on anything less.
Southlake does everything first class and that's reflected in the
various renovation efforts the city has undertaken in the last

decade. I know the Southlake Sports Complex needs updating
badly, but it's not utilized as a competitive facility and serves its
purpose as a practice facility admirably as is. The softball
facility at Bob Jones hosts folks from out of town each weekend
in the fall and spring as well as numerous tournaments
throughout the year. It is a reflection of the city itself to
everyone that visits. The city should make every effort to
upgrade our softball complex in order to compete with the
surrounding areas and ensure our girls have the same facilities
afforded to our boys.

What would you like to tell us I am in support of the proposed plans to create an
about this specific park? environmental science center at Bob jones nature center. I think
this would add educational benefit to the city and the nature
center is a unique offering to the Southlake residents. I would
like to see any additional buildings blend into the areas
naturescape. Architecture across the community is beautiful
and cohesive but I do not feel that the building structures you
find near 1709 would fit the feel or the ethos of the Bob Jones
location. I would like to see a sustainable building that blends
with nature to serve as a visual continuance of the mission of
the nature center.

create exhibit D in the 2013 master plan and ordinance have
been ignored.
request BJNCP moved up in the current review and not
gnored again. Placing it last confirms the
Park Board is willfully passing on the wonderful ideas and work
n Exhibit D.
The CISD would be a great joint use partners in this project. An
nnovative environmental science center would make BJNCP
and Southlake an exemplary example for cities and schools in
the area, Texas and the USA.
Just comply with the citizens desires and councils own votes
before you place additional modifications at parks, already

What would you like to tell us I am the Facility Manager for this HOA community. The
about this specific park? community of residents here are asking me if I can obtain
something in writing that list the terms of our agreement
concerning the park. Many of the residents here would also like
to suggest a change in the use of the land, since children are
not really in this area and the park does not get used. The
financial responsibility and authority to make changes to this
area are of great interest to the community. Please provide me
any information that you can. This will also better help me in my

What would you like to tell us As nearby residents, we absolutely love this park as it is. We
about this specific park? love that there are natural woods and that the fields are allowed
to grow with wildflowers and tall grasses, and we hope that
remains in the future. It is a refuge from the city for nature and
people. The new(ish) sidewalk loop and additional parking
spaces are nice additions. Many Florence kids play at the park
daily after school, and many people walk, run, or kids ride bikes
on the loop. In our opinion, there's not much that can be done
to improve the park, our whole family loves it!
