CITY OF SOUTHLAKE MEMORANDUM February 9, 2017 TO: Parks and Recreation Board Members FROM: Chris Tribble, Director of Community Services SUBJECT: Agenda Item Comments for the Parks and Recreation Board Meeting — Monday, February 13, 2017 at 6:00 p.m. The meeting will begin promptly at 6:00 p.m. in the Town Hall Council Chambers. Please advise staff if you are not able to attend this meeting (Icarpenter(a)ci.southlake.tx.us or 817.748.8184). Thank you. REGULAR AGENDA 1. Agenda Item No. 1. Call To Order 2. Agenda Item No. 2. Consent A. Approve minutes from the regular Parks and Recreation Board meeting held January 9, 2017. Please make any corrections to the minutes part of the motion for consideration. B. Absence of Parks and Recreation Board Members — There are no absences for consideration as all members were present at the January 9, 2017 meeting. A copy of the Attendance Report is in your packet. 3. Agenda Item No. 3 Public Forum This is the public's opportunity to address the Board about non -agenda items. During Public Forum, the Board will not discuss or take action on any item brought up at this time. 4. Agenda Item No. 4 Discussion A. Athletic Associations Dashboard Reports - Dashboard reports are included in your packet for review prior to the meeting. However, staff is expecting a few minor revisions to the dashboards for Dragon Youth Football and Grapevine Southlake Soccer Association on Monday prior to the meeting, and will provide City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Parks and Recreation Board Meeting Date — February 13, 2017 Page 2 of 3 updated dashboard reports for those two associations at the meeting. Representatives from Southlake's youth athletic associations have been invited to the meeting to answer questions if needed, but will not make presentations. Athletic associations' presentations will be made at the September Park Board meeting. B. Parks & Recreation Update - This is a standing item on the agenda to allow staff to update the Board about current and future Parks & Recreation activities and events. A copy of report is included with your packet. OTHER ITEMS OF INTEREST 5. City Council Action — The following park and recreation -related action items were considered by City Council at the January 17, 2017 and February 7, 2017 meetings. • Approved a Guaranteed Maximum Price Amendment to the Construction Manager at -Risk services contract with Haydon Building Corp. in the amount of $4,230,520 for the construction of the Bicentennial Park Phase 3 Improvements — Southlake Tennis Center project. (Park Board recommended approval (7-0) January 9, 2017) • Approved SPDC Matching Funds request from Southlake Girls Softball Association in the amount of $37,500 (or up to 50% of the $75,000 total project cost) for batting cages improvements at Bob Jones Park. (Park Board recommended approval (7-0) January 9, 2017) • Approved agreement with Peak Program Value, LLC for Construction Phase Project Control Services for The Marq Southlake Champions Club project and the Bicentennial Park Phase 3 Southlake Tennis Center project City Council agendas are posted on the City's webpage 6pm the Friday preceding the City Council meeting. RECOMMENDATION ON SOUTHLAKE PARKS DEVELOPMENT CORPORATION MATCHING FUNDS REQUEST FROM SOUTHLAKE GIRLS SOFTBALL ASSOCIATION FOR BATTING CAGES IMPROVEMENTS AT BOB JONES PARK Director Tribble presented the request for SPDC Matching Funds request from Southlake Girls Softball Association in the amount of $37,500 (or up to 50% of the $75,000 total project cost) cash contribution toward improvements to the batting cages at Bob Jones Park and answered questions. The Park Board agreed the request from Southlake Girls Softball Association for the batting cages improvements at Bob Jones Park was a viable project to consider for SPDC matching funds. APPROVED A motion was made to approve the request for SPDC matching funds from Southlake Girls Softball Association in the amount of $37,500 for improvements to the batting cages at Bob Jones Park as presented. RECOMMENDATION ON GUARANTEED MAXIMUM PRICE AMENDMENT TO THE CONSTRUCTION MANAGER AT -RISK CONTRACT WITH HAYDON BUILDING CORORATION IN THE AMOUNT OF $4,230,520 FOR CONSTRUCTION OF BICENTENNIAL PARK PHASE 3 — SOUTHLAKE TENNIS CENTER Director Tribble presented the Guaranteed Maximum Price (GMP) Amendment to the Construction Manager at -Risk services contract with Haydon Building Corporation for City of Southlake Values. - Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork 0-1W Minutes of the January 9, 2017 Parks Board Meeting Page 3 of 4 construction of the Southlake Tennis Center, in the amount of $4,230,520 and answered questions. A future Change Order to this GMP Amendment will be brought forward in the coming months to include the additional scope for enclosed tennis courts per the direction of the City Council at the summer 2016 Retreat. The enclosed courts are currently in design and will be bid by HBC. The Board agreed to cancel the March 13, 2017 regular Park Board meeting since Spring Break will be March 13-17, 2017. 6.
