CALL TO ORDER: 6:00 P.M. 2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session may be held, under these exceptions, at the end of the Regular Session or at any time during the meeting that a need arises for the Planning and Zoning Commission to seek advice from the City Attorney as to the posted subject matter of this Planning and Zoning Commission meeting. Section 551.071: Consultation with attorney. No Executive Session was held. 3. Recap of the City Council’s action and discussion on Planning & Zoning recommended cases. 4. Adjournment. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND ZONING COMMISSION MEETING HELD ON MAY 8, 2025. A motion was made to approve Item 5 on the agenda. Motion: Forman Second: Phalen Ayes: 7 Nays: 0 Abstain: 0 Approved: 7-0-0 6. Consider: ZA25-0028, Zoning Change and Site Plan for Carroll Senior High School on property described as Lot 1, Block 1, Carroll Senior High School Addition, and located at 1501 W. Southlake Blvd. Current Zoning: "S-P-1" Detailed Site Plan District. Requested Zoning: "S-P-1" Detailed Site Plan District. SPIN Neighborhood #10. PUBLIC HEARING Item 6 ZA25-0028 was withdrawn by the school district. 7. Consider: ZA25-0029, Plat Revision for Linmar Estates on property described as Tract 3D01, Rees D. Price Survey Abstract No. 1207 and Lot 3, Joel W. Chivers No. 350 Addition, an addition to the City of Southlake, Tarrant County, Texas and located at 2665 and 2735 N. White Chapel Blvd. Current Zoning: “R-PUD” Residential Planned Unit Development. SPIN Neighborhood #1. PUBLIC HEARING Principal Planner Wayne Powell provided a formal presentation of Item 7. Questions were asked. The applicant, Martin Schelling, was present. No questions were asked. Chairman Kubiak opened the public hearing. Seeing no one Chairman Kubiak closed the public hearing. A motion was made to approve Item 7, ZA25-0029 subject to the Staff Report dated May 16th, 2025, and subject to the Plat Review Summary No.1 dated May 16th, 2025. Current Zoning: "SF-1A" Single Family Residential District. Requested Zoning: "SF-1A" Single Family Residential District. SPIN Neighborhood #2. PUBLIC HEARING Principal Planner Wayne Powell provided a formal presentation of Item 8. Questions were asked. Applicant, Paul Rostron, Calais Custom Homes, 1206 North Carroll, Southlake, TX., came forward. Questions were asked. Chairman Kubiak opened the public hearing. Seeing no one Chairman Kubiak closed the public hearing. A motion was made to approve Item 8, ZA25-0037 subject to the Staff Report May 16th, 2025, and subject to the Site Plan Review Summary No. 1 dated May 16th, 2025.
