B. Absence of Parks and Recreation Board Members — The Board will
consider the absence of Paul Venesky from the January 12, 2015
Park Board meeting. A copy of the Attendance Report is in your
packet.
3. Agenda Item No. 3. Consider
A. Recommendation to Citv Manaaer on reauest for a variance to
allow alcohol to be sold at the City of Southlake's Country in the
Sauare event to be held on Aoril 18. 2015 in Southlake Town
Square at Rustin and Family Parks — The request is for a variance
to the City's park regulations prohibiting the possession or
consumption of alcohol in a City park to allow beer and wine to be
sold during Southlake's "Country in the Square" event April 18,
2015 in the City's Rustin and Family parks.
The event is hosted by the City in conjunction with the Academy of
Country Music Awards 501h Anniversary event being held in north
Texas on April 19. The Southlake event will include entertainment,
featuring several concerts, and the sale of food and alcoholic
beverages. The vendor contracted to sell beer and wine, Gilly's

Dallas, is in compliance with all TABC requirements and has the
necessary permit. Security will be provided by Department of Public
Safety police officers to ensure a safe and enjoyable atmosphere at
the event.
A variance to Southlake City Code, Article 11 that prohibits the
possession or the consumption of alcoholic beverages in City parks
may be granted upon request, at the discretion of the City Manager,
with a recommendation from the Park Board. Previous variances to
the City's park regulation have been recommended by the Parks
Board and approved by the City Manager for Oktoberfest, Art In
The Square, Greenfest Southlake, Naturally Sweet and Southlake
Tennis Center fundraisers.
4. Agenda Item No. 4. Public Forum
This is the public's opportunity to address the Board about non -agenda
items. During Public Forum, the Board will not discuss or take action on
any item brought up at this time.
5. Agenda Item No. 5. Discussion
A. Construction Management Report -- The Community Services
Department Construction Management Report is included with your
packet. Please contact Director Tribble with any questions.
B. Participation Statistics Reporting — Deputy Director Kate Meacham
will present a preview of the new proposed format for reporting
youth sports programs to Park Board. The proposed new report is
an enhancement of the previous report format and will provide a
comprehensive collection of data on the athletic programs
represented by facilities utilization agreements. Staff is seeking
Park Board's feedback and welcomes your comments and
suggestions to improve the report. The sample report will be
distributed at the meeting. There is no packet document for this
item.

6. City Council Action — The following park and recreation -related action
items were considered by City Council at the January 2015 Council
meetings.

• Approved the purchase of Musco Light -Structure Green sports field
lighting system from Musco Lighting in the amount of $218,000 for
the Bicentennial Park Field #9.

7. Special Election for The Marg — Southlake Phase II — On February 3,
2015, City Council approved 1 st Reading Ordinance No. 1112, to approve
calling a special election to determine whether voters of the City of
Southlake desire to levy a sales and use tax to promote economic
development in the city and to fund a community entertainment and
recreation center and reduce the sales and use tax for the Southlake
Crime Control and Prevention District. The 2nd Reading and Public
Hearing of the Ordinance will be held February 17, 2015. If approved at
the February 17 meeting, the election will be held on Saturday, May 9,
2015. Additional information regarding the election dates can be found on

5A. SOUTHLAKE YOUTH AHLETIC ASSOCIATIONS REPORT FOLLOW-UP
Director Tribble presented a revised report for Southlake Carroll Lacrosse participation
statistics as requested at the November Park Board meeting and was available to
respond to questions.

Director Tribble presented a brief presentation on the process to revise and update the
Park Use Policy during this fiscal year. Areas of the Policy to be addressed include:
Definitions, Field/Court Rentals, Special Events, Tournaments, Vendors, Pavilions,
Sponsorships, Rustin Pavilion Use, Canopies/Tents, Overnight Park Use, Insurance
Requirements, Park Rules, Equestrian Trails, Bob Jones Nature Center & Preserve
Use, Variances and Forms. Park Board will provide feedback and recommendations as
revisions to sections of the Policy are developed, prior to City Council consideration of a
final document later this year. Director Tribble was available to answer questions of the
Board.
5C. CONSTRUCTION MANAGEMENT REPORT
Director Tribble presented the monthly Construction Management Report and was
available to respond to questions from the Board about progress on Bicentennial Park
Phase II and The Marq-Southlake.

Requested: Parks Board recommendation to City Manager regarding a
request for variance to the City's regulations prohibiting the
possession or consumption of alcoholic beverages on City
property to allow beer and wine to be sold at the Southlake
"Country in the Square" event April 18, 2015 in Rustin and
Family parks
Background
Information: The City is hosting a country music event,
"Country in the Square," April 18, 2015 in Rustin and Family
parks located in Town Square, in conjunction with the Academy
of Country Music Awards 50t" Anniversary event being held in
North Texas on April 19. The "Country in the Square" event is
open to the public and will draw people from throughout the
Metroplex. Similar to other events in Town Square, the event
will occur in Rustin and Family Parks (in front of Town Hall).
The use of the parks will not adversely affect its use by other
groups or individuals.
The Southlake event will include entertainment featuring
concerts by Empty Pockets, Matt Stillwell, Bleu Edmondson and
Brandon Rhyder. Food vendors are being arranged to provide
food for purchase at the event.
The City of Southlake Community Services Department has
contracted with Gilly's Dallas for the sale of alcoholic beverages
for the event pending approval of the request for a variance to
the City's regulations prohibiting alcoholic beverages on City
property. If approved, beer and wine will be sold to adults over
21 years old by Gilly's Dallas. Gilly's Dallas is in compliance

with all TABC regulations and holds the necessary TABC
permit.
The City also requires security for the event, which will be
provided by City of Southlake police officers to encourage a
safe and enjoyable atmosphere for all participants.
Approval of the variance request also requires liability
insurance, which is covered by the City's existing TML Policy.
Several thousand people are anticipated to attend the event and
ample parking is available to accommodate the attendance at
Town Square.
A Specific Use Permit (SUP) for the event is required to allow
for mass gathering on the property in Town Square. The SUP
will be considered by the Planning & Zoning Commission on
February 19, 2015.
A variance to Southlake City Code, Article 11 that prohibits the
possession or the consumption of alcoholic beverages in City
parks may be granted upon request, at the discretion of the City
Manager, with a recommendation from the Park Board.
In previous years, the City Manager has approved variances to
allow alcohol at events held in Town Square for the Art In The
Square, Oktoberfest, Southlake Tailgate, and most recently
Greenfest Southlake events. Also variances have been
approved for Town Hall, the Nature Center and the Tennis
Center.
Financial
Consideration: The sale of food and beverages at the community event is a
cost recovery initiative to offset expenses.
Funding for the event is provided in the approved FY 2015 Hotel
Occupancy Tax Fund budget as a regional/community event.

meets the corporate objectives to Enhance Resident Quality of

Article II of the Southlake City Code
ARTICLE II.
CITY PARKS
Sec. 12-31. Definitions.
The following words, terms and phrases, when used in this article, shall have
the meanings ascribed to them in this section, except where the context clearly
indicates a different meaning:
Alcoholic beverage shall be defined to include any alcohol and any beverage
containing more than one-half of one percent of alcohol by volume which is capable
of use for beverage, either alone or when diluted.
City park shall be defined to be any park, playground or recreational area
owned, leased, operated or under the control of the city. This definition shall include
any athletic field, swimming pool, gymnasium, tennis court, and other similar facility
owned by the Carroll Independent School District and specified in the joint -use
agreement between Carroll Independent School District and the city.

Sec. 12-32. Rules and regulations.
The following regulations and restrictions are prescribed for the use of city
(1) Alcoholic beverages prohibited. It shall be unlawful for any person to
possess or consume any alcoholic beverage in any city park.
(2) Riding or driving horses in city park. Except on designated horse trails,
it shall be unlawful for any person to drive or ride a horse or horses
within any city park.
(3) Riding or driving off -road vehicles in city park. Except on designated
off -road trails, it shall be unlawful for any person to drive or ride an off -
road vehicle within any city park. For the purposes of this section, an
off -road vehicle is a vehicle designed and equipped for use of any
paved roadway with such definition to specifically include off -road
motor bikes, go-carts, and dune buggies.

C. The prohibitions contained in subsections a. and b. of this
section shall not be applicable to persons acting pursuant to and
with the written authorization of the director of community
services or his designee.
(19) Projectile devices. No person shall posses, fire, or discharge a device
capable of propelling a projectile, including without limitation, any air
gun, pistol, bow and arrow, cross bow, or sling shot in a public park;
provided, however, the director of community services may permit the
temporary occurrence of such activities in a public park for special
programs and events.
(20) Sale of merchandise. It shall be unlawful for any person to sell or offer
for sale any food, drinks, confections, merchandise, or services in any
park or playground unless such person has a written agreement or
permit issued by the city permitting the sale of such items in such park
or playground. This section shall have no application to sports
organizations or social organizations selling items to their own
members, or at functions sanctioned by the city.
(21) Sound amplification. It shall be unlawful to use any type of sound
amplification system in a public park without the written consent of the
director of community services.

Sec. 12-33. Variances.
The city manager may issue special permits or grant variances to the
provisions of this ordinance. The park and recreation board will make
recommendations regarding variances to the city manager. A special permit
variance shall not be granted by the city manager unless a written request is
submitted which demonstrates:
(1) Special circumstances exist which are peculiar to the applicant's ability
to utilize city parks; and
(2) That use of the city park by other groups or individuals will not be
adversely affected by granting the special permit variance.

GUIDELINES FOR POSTING PUBLIC HEARING SIGNS
(ZONING CHANGES, CONCEPT PLANS, SITE PLANS, SPECIFIC USE PERMITS)

MUST READ AND SIGN
Below are the procedural guidelines which must be closely followed when posting the signs to ensure proper
consideration of the zoning issue.
I. The Applicant, Owner or Authorized Agent assumes responsibility for the placement of the public hearing signs
on the same property listed in the application for the zoning change. These zoning signs are required by the
Comprehensive Zoning Ordinance as part of the public notice process. Failure to place signs will result in
mandatory tabling of the zoning change request.
II. The signs must be in place on the subject property no more than ten (10) days after the submittal date for the
development application.
III. One (1) sign must be placed on each property line with street frontage. If the street frontage is greater than
1,000 feet, one sign must be placed for everyone thousand (1,000) feet of street frontage. One sign must also
be placed at every proposed tie-in or continuation of an existing public street.
IV. Signs must be placed in the most prominently visible locations as possible, but should not be placed where they
mightserve as an obstruction of view for motorists. Ideally, the placement of signs ten to fifteen (10'-15') feet
from the edge of the roadway, clear of any excessive undergrowth, would serve this requirement. The City
reserves the right to request the signs be relocated to improve visibility.
V The signs must remain in place on the subject property throughout the time action is being taken on the zoning
case: The Applicant, Owner or Authorized Agent should notify the City if a sign appears to have been removed
from the property.
