A. Approve minutes from the regular Parks and Recreation Board

B. Absence of Parks and Recreation Board Members — The Board will
consider the absence of Jeff Medici, Lori Palmer and Paul Venesky
from the October 13, 2014 Park Board meeting. A copy of the
Attendance Report is in your packet.
3. Agenda Item No. 3 Reports
A. Southlake Home for the Holidays Tree Lighting Event — Staff will
provide an overview of the upcoming annual holiday tree lighting
event in Southlake Town Square to be held on Saturday, November
22, 2014.
B. Southlake Tennis Center Report — The City contracts Roxy Tennis
to manage the operations of the city -owned Southlake Tennis
Center. A presentation on spring and summer tennis center
participation, programs and events will be provided at the meeting.
City staff, along with Roxy Tennis General Manager Mia Gordon-
Poorman will be in attendance to present the report and answer
questions.

C. Southlake Youth Athletic Associations Report — Participation

7. City Council Action — The following park and recreation -related action
items were considered by City Council at the October 7 and October 21
Council meetings.
• Approved Facilities Utilization Agreements with Dragon Youth
Football, Southlake Carroll Lacrosse Association and Grapevine
Southlake Soccer Association (Park Board approved 10113114)
• Approved naming of the City facility currently known as Community
Recreation Center (CRC) (Park Board approved 918114)
City Council agendas are posted on the City's webpage 6pm the Friday

8. Park Facilities Tour — Every year following appointments of new Park
Board members, City staff offers a park facilities tour to allow Board
members, and especially new members, an opportunity to visit each of the
City's parks and receive important facts and interesting points specific to
the parks on the tour. This year the Park Facilities Tour is on Friday,

There were no corrections to the September 8, 2014 Park Board meeting minutes.

The Board considered the absence of Park Board member Lori Palmer and Paul
Venesky from the September 8, 2014 meeting.

3A. INTRODUCTION OF DEPUTY DIRECTOR KATE MEACHAM
Community Services Director Chris Tribble introduced Deputy Director Kate Meacham.
3B. BOB JONES NATURE CENTER & PRESERVE REPORT
Bob Jones Nature Center & Preserve Executive Director Lori Higgins presented the Bob
Jones Nature Center & Preserve report and responded to questions.
Bob Jones Nature Center organization President Debra Edmondson was present but
did not address the Board.

4A. RECOMMENDATION ON FACILITIES UTILIZATION AGREEMENT WITH DRAGON
YOUTH FOOTBALL
4B. RECOMMENDATION ON FACILITIES UTILIZATION AGREEMENT WITH
SOUTHLAKE CARROLL LACROSSE ASSOCIATION
4C. RECOMMENDATION ON FACILITIES UTILIZATION AGREEMENT WITH
GRAPEVINE SOUTHLAKE SOCCER ASSOCIATION
Community Services Director Tribble combined Agenda Items 4A, 4B and 4C and
summarized the proposed two-year Facilities Utilization Agreements (FUA) with Dragon
Youth Football, Southlake Carroll Lacrosse Association and Grapevine Southlake
Soccer Association. The FUAs provide athletic fields for the youth athletic programs for
2015 and 2016. Director Tribble responded to questions.
A correction to the Grapevine Southlake Soccer Association facilities utilization
agreement Appendix section was made. Information on sports tournaments will be
included in the two Parks and Recreation Reports provided to the Board in March and
October.
Ray Semadeni, Southlake Carroll Lacrosse Association representative, addressed the
Board and provided current participation figures.

4D. RECOMMENDATION ON SOUTHLAKE PARKS DEVELOPMENT CORPORATION
(SPDC) MATCHING FUNDS REQUEST FROM BOB JONES NATURE CENTER
ORGANIZATION TO CONTRIBUTE TO CONSTRUCTION COST OF A POLLINATOR
GARDEN AT BOB JONES NATURE CENTER & PRESERVE
Director Tribble presented the request from Bob Jones Nature Center organization
(BJNCO) for matching funds for a Pollinator Garden at Bob Jones Nature Center &
Preserve and was available to answer questions. SPDC and City Council will consider
the matching funds request at their November 2014 meetings.
Bruce Rosenstiel, Treasurer, BJNC Board of Directors, presented an overview of the
proposed garden project and responded to questions. Mr. Rosensteil's presentation
included a request for a 50% match of up to $100,000 total project.

A motion was made to recommend City Council approve the SPDC matching funds
request from Bob Jones Nature Center organization to contribute to construction cost of
a pollinator garden at Bob Jones Nature Center & Preserve.

Enjoy Hometown Traditions and New Attractions at
the Annual Tree Lighting Event on Saturday,
November 22
Planning is in full -swing for the annual Southlake Home for the
Holidays Tree Lighting event. The Tree Lighting kicks -off the
holiday season with hometown traditions and new, exciting
activities for the family. This year's event will be held on
Saturday, November 22nd from 5:30 p.m. — 8:30 p.m. at
Southlake Town Square.
All the fun and entertainment will begin at 5:30 p.m. in Family
Park and Frank Edgar Cornish, IV Park. Entertainment, crafts, the 4-lane snow tubing hill, strolling characters
and concessions will all begin at 5:30 p.m. For all the Frozen fans out there, a "Frozen Wonderland" located in
Frank Edgar Cornish, IV Park will also begin at 5:30 p.m. with snowman building with Olaf and photo
opportunities with Elsa and Anna.
The fun continues as Santa Claus arrives to Southlake Town Hall for the Tree Lighting Ceremony at 6:30 p.m.
After Mayor John Terrell welcomes in the holidays, Santa Claus will switch on the lights from the Town Hall
balcony. Once Town Square is lit, Santa Claus will make his way to Santa's Village located in Rustin Pavilion
to listen to your wish lists and take free photos with your family. The carriage rides will be located in Family
Park and begin at 6:30 p.m. There will be three loading locations for the carriage rides; the north side of Town
Hall, the corner by Starbucks and the corner by Malouf's.
The Southlake Community Band and local school choirs will provide holiday cheer throughout the evening.

Staff will present a report at the November 10 meeting on the parks and
recreation programs, events and services offered by the Department during 2014
spring and summer. Participation statistics are attached.
The previous report was provided March 17, 2014. Future reports will be
presented at April and October Park Board meetings.
