1. Agenda Item No. 2A. Consent: Approve minutes from the regular Parks
and Recreation Board meeting held August 22, 2012. Please make any
corrections to these minutes part of the motion for consideration.
2. Agenda Item No. 2B. Consent: Absence of Parks and Recreation Board
Members — There are no absences to consider for this meeting. A copy of
the Attendance Report is in your packet.
3. Agenda Item No. 3. Public Forum: This is the public's opportunity to
address the Board about non -agenda items. During this proceeding it is
important that the Board not deliberate (discuss among yourselves) or
take action on any item brought up at this time. The Boards' options during
this topic are 1) to listen, 2) ask questions and respond to the presenter
only, 3) request staff to look into the issue and report back to the Board
and/or 4) request that the Chair put the item on a future agenda for the
Board to discuss or consider.
4. Agenda Item No. 4A. Consider: Recommendation on a Professional
Services Agreement with Dean Construction as Construction Manager at
Risk for the Bicentennial Park Improvements — The City has successfully
utilized the Construction Manager at Risk (CMAR) method of construction
management for the DPS Headquarters facility, Bicentennial Park Phase
1, and North Park to obtain the highest level of quality and efficiency.
Staff will review the criteria for evaluation and selection of the proposed
CMAR contractor and present a recommendation for Dean Construction
as the CMAR for the Bicentennial Park Improvements.

7. Aaenda Item No. 5C. Discussion: Southlake 2030 Plan Comaonents
Update — This is a standing agenda item to allow for discussion on the
progress of the various Parks & Recreation related components of the
Southlake 2030 Plan, the Mobility Plan and Parks Recreation & Open
Space -Community Facilities Master Plan. No packet documents.
8. Agenda Item No. 5D. Discussion: Miracle Field Update — Standing

Parks Board at this meeting.
Agenda Item No. 4. Consider:
A. Recommendation on SPDC Matching Funds request from Miracle League
of Southlake for $50,000 for construction of Miracle Field in Bicentennial
Park Phase II — Director Tribble presented the matching funds request from The
Miracle League of Southlake for a 100% match in the amount of $50,000 to
participate in the construction of the Miracle League Field in Bicentennial Park,
Phase II. SPDC will consider the request September 4, followed by City Council
on September 18, 2012. The Board discussed the request.
Phil Myers, president, The Miracle League of Southlake, was present at the
meeting in support of the request and to respond to questions from the Board.
A motion was made to recommend approval of the matching funds request from
The Miracle League of Southlake for $50,000 to participate in the construction
cost of the Miracle Field in Bicentennial Park.

proposed agreement with SCLA for a term of September 20, 2012 through
December 31, 2014. The City and CISD handle specific field allocations on a
season -by -season basis for all Southlake athletic associations. The FUA with
SCLA was discussed by the Board and several language changes to the FUA
were recommended to staff.
A motion was made to recommend approval of the Facilities Utilization
Agreement with Southlake Carroll Lacrosse Association.

agreement with DYF for a term of August 23, 2012 through December 31, 2014.
Beginning in 2012, the City and CISD handle specific field allocations on a
season -by -season basis for all Southlake athletic associations. The Board
discussed the FUA with DYF and made several changes to the FUA document.
Jay Wasserman, Dragon Youth Football, spoke concerning the proposed FUA
and responded to questions.
A motion was made to recommend approval of the Facilities Utilization
Agreement with Dragon Youth Football Association.

with Dean Construction as Construction Manager at
Risk for the Bicentennial Park Improvements
Action
Requested: Approve a Professional Services Agreement with Dean
Electric, Inc., dba Dean Construction, as Construction
Manager at Risk for the Bicentennial Park Improvements
Background
Information: The City has been working with Schrickel, Rollins and
Associates, Inc. (SRA) to design the next phase of
improvements for Bicentennial Park. In 2009, the City
adopted Resolution No. 09-004, which delegates to the City
Manager the authority to determine the construction method
that is the best value for the City. The Construction Manager
at Risk (CMAR) method has been successfully used for the
DPS Headquarters facility, North Park and the first phase of
improvements for Bicentennial Park, and will continue to be
used for the subsequent phases of improvements at the park
to continue the highest level of quality and efficiency.
The City advertised Requests for Proposals for Construction
Manager at Risk and received ten responses from interested
firms. The responses were reviewed and evaluated by a
committee made up of Assistant City Manager, Jim Blagg,
Director of Community Services, Chris Tribble, Construction
Manager, Peter Kao, and the SRA design team. The
committee selected four firms for follow-up interviews, and
unanimously recommended Dean Construction as the
CMAR for Bicentennial Park Improvements. Dean is
recommended to the Parks & Recreation Board, the
Southlake Parks Development Corporation and the City
Council for the following reasons:

➢ Dean Construction has successfully delivered two top
quality projects as the Construction Manager at Risk
for both Bicentennial Park and North Park.
➢ Dean Construction has the most extensive park
construction experience throughout North Texas.
➢ Dean Construction is the most highly recommended
company by local municipalities and landscape
architectural firms.
➢ Dean Construction scored highest on the CMAR
selection criteria.
➢ Dean Construction has never had any bond claims or
involvement in any construction litigation.
➢ Dean Construction has their top resources available
to begin working on Bicentennial Park.
➢ Dean Construction is a well -established company,
founded in 1984.
Financial
Consideration: The Construction Manager at Risk's compensation shall be
2.25% of the actual Cost of the Work performed based on an
estimated construction cost of $9,000,000. This fee includes
their role in the Construction Phase and Supplementary
Services.
Industry standards for these CMAR services range between
3% and 6% of total construction costs.
The Guaranteed Maximum Price for contractor will be
considered by the City Council at a future meeting.
