Item 6 - Staff ReportCase No. SV25-0005 S T A F F R E P O R T May 16, 2025 CASE NO: SV25-0005 PROJECT: Sign variances for OuchOrtho Pediatric Orthopedics EXECUTIVE SUMMARY: Priority Signs and Graphics on behalf of OuchOrtho Pediatric Orthopedics is requesting approval of sign variance for an attached wall sign under the Master Sign Plan for Forest Park Medical Center, located at 431 East State Highway 114, Suite 120. DETAILS: Priority Signs and Graphics is requesting a variance for one attached wall sign designated as "Tenant Three" in the Forest Park Medical Center Master Sign Plan. The variance is necessary because the proposed sign does not conform to the signage standards previously approved for Forest Park Medical Center. According to those standards, the sign for "Tenant Three" (Clinic 21) must match the color, typestyle, and illumination specifications approved for the Southlake Medical sign. Specifically, the signage must utilize a Dark Bronze finish, Avenir Next Demi Bold typestyle, and white internal illumination. The proposed sign deviates from these requirements by incorporating a different font style and color. On March 28, 2023, City Council approved a Master Sign Plan for Methodist Southlake Hospital, which authorized the replacement of the “Southlake Medical” signage with “Methodist” branding, including the use of color. However, this approval did not amend the regulations for the other medical building signs. Case No. SV25-0005 A summary of the revisions is provided below. S.H. 114. LEGAL DESCRIPTION: Lots 3R Block 1, Southlake Medical District CURRENT ZONING: S-P-2 Generalized Site Plan District HISTORY: March 5, 2013; City Council approved the (Forest Park) Master Sign Plan as presented to include the revised Emergency Monument sign that was distributed during the meeting. (MSP13-002) April 16, 2013; City Council approved on the consent agenda the amendment to the (Forest Park) Master Sign Plan for the attached signs for the parking garage. (MSP13-004) June 2, 2015; City Council approved a sign amendment to the (Forest Park Medical site for the Medical Office Building) subject to the following with a list of stipulations applied to Building ‘1’ and all other medical office buildings built on this campus; the east and west elevations will be limited to the “Southlake Medical” signs as represented on the renderings as well as the building identification number; the north elevation will be allowed a ‘tenant one’ sign, however, the specific sign(s) shall be required to come back for Council approval; the ‘tenant three’ sign for Clinic 21 is approved for Building ‘1’ with the same letter type, color and illumination as the “Southlake Medical” signs on the east and west elevations; and no other proposed tenant signage is approved. (MSP15-002) September 6, 2016; City Council approved a rebranding master sign package for (Methodist Southlake Hospital). The MSP included four (4) attached signs for the hospital and parking garage, and five (5) directional signs. The approval allowed the MSP as proposed and accepted the applicant’s agreement to limit the directional signs to three (3) and reduce their size to 10 ½ square feet. (MSP16-006) December 05, 2017; City Council approved on the consent agenda to allow the upper story sign for Southlake Dermatology; (Forest Park) Master Sign Plan (MSP15-002) the north elevation will be allowed a ‘tenant one’ sign, however, the specific sign(s) shall be required to come back for Council approval. (SV17-015) April 21, 2020; City Council approved an amendment to the master sign package for (Methodist Southlake Hospital), allowing the signs permitted as Case No. Attachment A SV25-0005 Page 2 stated in the staff report and noting the following: the sign package request remains the same as approved by the Sign Board with the exception for the removal of the previously requested monument sign (originally identified as Location 18); three of the four single sided directional signs (leaving only the addition identified as location 13); and the emergency room signs previously proposed for the awning (Location 21). All other previously approved signage for the hospital, as well as the medical office building, shall remain. (MSP19-0003) March 28, 2023; City Council approved an amendment to the Master Sign Plan for (Methodist Southlake Medical Center), Approving as presented this evening noting the following sign # 19 as presented, sign # 1 and # 4 options A1 and A2 as presented, sign # 9 option A1 with channel cut letters as presented, and tabling sign 23 indefinitely. (MSP23-0001) August 20, 2024; City Council approved an amendment to the Master Sign Plan for (Methodist Southlake Medical Center), Approving variances requested to increase sign size for signs 12 and 13 as noted, and approving the off-site monument sign that was presented tonight. Option 1, which is the larger option. (MSP24-0003) SIGN BOARD: CITY COUNCIL: STAFF COMMENTS: City Council approval of the request does not eliminate the requirement for a sign permit to be approved prior to sign installation.
