Dear Planning and Zoning Commission and City Council Members,
On behalf of Carroll Independent School District, we respectfully submit this request to amend
the current zoning plan related to fencing requirements along district property near the Aquatics
Center.
Since June 6, 2000, the District has consistently maintained fencing that adjoins residential
properties along this boundary. In addition to the fencing, Carroll ISD planted and has
maintained a number of trees over this same period, which have since matured and now provide
a natural visual barrier for adjacent residents.
While the District has assumed this responsibility for over two decades, we believe it is
appropriate at this time to formally update the zoning provisions to reflect a transition of this
maintenance obligation. Therefore, we respectfully request that the zoning requirement be
amended to allow Carroll ISD to provide written notice to affected residents, giving them 90
days to assume responsibility for the maintenance of their respective fences under the current
regulation. Following this notice period, the District would no longer be responsible for
maintaining fencing located on or considered part of residential property.
We appreciate your consideration of this request and the longstanding partnership between
Carroll ISD and our community stakeholders. Please let us know if further documentation or
discussion is needed to proceed with this amendment.
