Subject: Approve an engineering services agreement with Kimley-Horn
and Associates, Inc. for construction management, resident
inspection and materials testing services for the Continental
Boulevard & Union Church Road at Davis Boulevard (FM 1938)
Intersection Improvements and West Continental Boulevard &
South Peytonville Roundabout in an amount not to exceed
$1,750,000.
Action
Requested: Approve an engineering services agreement with Kimley-Horn and
Associates, Inc. for construction management, resident inspection
and materials testing services for the Continental Boulevard &
Union Church Road at Davis Boulevard (FM 1938) Intersection
Improvements and West Continental Boulevard & South Peytonville
Roundabout in an amount not to exceed $1,750,000.
Background
Information: The City has worked with Kimley-Horn to conduct a Citywide
Intersection Analysis with the goal of improving mobility throughout
the community. This analysis showed these two intersections to have
a poor level of service throughout peak traffic hours. These
recommendations were included in the 2017 update to the Mobility
Master Plan. Council approved an Engineering Services Agreement
with Kimley-Horn in August of 2021 to design the recommended
intersection improvements. The planned construction work at these
two intersections are identified as projects MT25 and MT3 on the
mobility master plan and includes culvert upgrades that are identified
as critical drainage structures Critical Drainage Structures #18 and
#19.
City of Southlake Construction Inspectors are responsible for
inspection of City-owned infrastructure, including Capital
Improvement Projects, Public Works maintenance activities,
Community Services Capital Projects, Development Projects, and
incidental concrete permits. Strong presence of a Construction
Inspector on site ensures prioritization of construction efficiency,
safety, and employee well-being, as well as safeguarding City

interests, and upholding our commitment to serving the community
effectively and responsibly. The City currently employs two
construction inspectors, and with all duties required of them, our
team is not able to inspect a single project full-time. Due to the nature
of this project, it is recommended that full-time construction
management, inspection, and on call testing services be provided to
ensure proper installation of specialized structural components,
schedule adherence, safe and proper management of both
temporary and long-term traffic control, and implementation of best
practices for Storm Water Pollution Prevention Plan.
Construction Complexity
The improvements at Continental Boulevard & Union Church Road
at Davis Boulevard (FM 1938) include a street closure for the
upgrade to Critical Drainage Structure #18, with the goal of safe and
expedient construction. Additional improvements at this intersection
include signal improvements, new turn lanes at Union Church Rd and
Continental Blvd, and a northbound turn lane for Davis Blvd. These
items will require frequent coordination between the inspector, the
contractor, the Project Manager and TXDOT to ensure that traffic
signal phases are aligned with construction phases. This will also
require specialized electrical inspection of the additional traffic signal
equipment required to manage traffic signal phasing long -term.
The improvements at West Continental Boulevard & South
Peytonville include the addition of a roundabout, water, and sewer
improvements, upsizing critical drainage structure #19 west of the
intersection, and pedestrian improvements. The work at this location
will be constructed while keeping traffic open within the project area
and the existing asphalt paving between both intersections will be
replaced in the final phase of the project. Phasing of this construction
will require constant coordination between the inspector and the
contractor to ensure clear communication of frequent changes in
traffic patterns to the traveling public.
In addition to complex traffic control phasing and inspection, this
project also includes recommended upgrades to critical drainage
structures #18 and #19. These specialized structural components
will require close inspection to ensure the safety and longevity of the
new structures and to ensure protection of the Bear Creek
watershed. Lastly, due to the proximity of this project within the
drainage basin, the project will require a high degree of coordination
with property owners who are responsible for the maintenance of
downstream drainage facilities.

Engineering Services Agreement
This agreement with Kimley-Horn includes full-time professional
construction administration, management, inspection, and materials
testing services to help augment City Staff. This will allow staff to
continue regular daily inspections on other Capital Improvement and
Private Development projects and focus on responding to, and
communicating with, the public. Full-time site inspection services
including work approval/disapproval will be provided to ensure
construction adheres to the plans and specifications. These activities
will be tracked and logged with daily site observation reports. Regular
monthly meetings will be held to discuss progress to-date and
coordinate upcoming work and outstanding items, and Kimley-Horn
will coordinate disagreements between City and Contractor related
to interpretations of the contract documents.
Normal construction administration and management services are
also provided including review and response to contractor requests
for information; review and approval of shop drawings and materials
submittals; recommendations on substitutes or equal materials and
equipment; review of payment applications; construction schedule
review; change order recommendation; recommendation of
substantial completion; final acceptance; and preparation of record
drawings.

This agreement will run concurrently with the construction contract.
Solicitation of Proposals for this project began on February 23, 2025,
and competitive sealed proposals were received and opened on
March 28, 2025. Construction is anticipated to begin Summer 2025
with projected completion anticipated Fall 2028, weather permitting.
The public should utilize posted detours due to the complete closure
of Union Church Rd during construction of phase one of this project.
Staff is requesting authorization for a total of $1,750,000. These
services are assumed and budgeted based on the total scope of
work for this project.

Financial
Considerations: Funding for this agreement is budgeted as part of the approved
Capital Improvement Program. Funding for this project is allocated
in General Fund, Roadway Impact Fee Fund, Utility Fund, and
Stormwater Utility System. This project also received funding from
the 2021 Tarrant County Transportation Bond Program.

Volunteerism. It provides this by focusing on Financial Objective F2:
