Item 4D - Memo Item 4D Page 1 of 6 M E M O R A N D U M May 20, 2025 To: Alison Ortowski, City Manager From: Lauren LaNeave, Interim Director of Public Works Subject: Award the contract for the construction of Continental Boulevard & Union Church Road at Davis Boulevard (FM 1938) Intersection Improvements and West Continental Boulevard & South Peytonville Roundabout, to McMahon Contracting, LP in an amount not to exceed $9,750,000. Action Requested: Award the contract for the construction of Continental Boulevard & Union Church Road at Davis Boulevard (FM 1938) Intersection Improvements and West Continental Boulevard & South Peytonville Roundabout, to McMahon Contracting, LP in an amount not to exceed $9,750,000. Background Information: The purpose of this project is to improve traffic congestion and increase drainage capacity at the intersections of Continental Boulevard & Union Church Road at Davis Boulevard, and West Continental Boulevard & South Peytonville. The City worked with Kimley-Horn in 2017 to conduct a Citywide Intersection Analysis with the goal of improving mobility throughout the community. This analysis showed these two intersections to have a poor level of service throughout peak traffic hours. Continental Boulevard & Union Church Road at Davis Boulevard was determined to have a Level of Service (LOS) E and West Continental Boulevard & South Peytonville was determined to have a LOS F during morning peak hour traffic. LOS ranges from LOS A, free flow, to LOS F, congested forced flow. The recommended improvements at Continental Boulevard & Union Church Road at Davis Boulevard will improve the congestion to a LOS C, and recommended improvements at West Continental Boulevard & South Peytonville would improve the congestion to LOS B. These recommendations were included in the 2017 update to the Mobility Master Plan, and detailed design began in 2019. Item 4D Page 2 of 6 In 2022, staff began working on the necessary coordination with regulatory agencies such as Texas Department of Transportation (TXDOT), Tarrant County, Franchise Utilities, and the Federal Emergency Management Agency (FEMA) to mitigate conflicts and ensure all regulations are met. Staff began coordination with Franchise Utilities Winter 2023 and utility relocation projects are expected to be completed in Summer 2025. Final design was completed Winter 2025. Continental Boulevard & Union Church Road at Davis Boulevard (FM 1938) Mobility Improvements The planned construction work at the intersection of Continental Boulevard & Union Church Road at Davis Boulevard (FM 1938) proposes improvements in agreement with project MT25 in the Mobility Master Plan and as provided in the 2017 Citywide Intersection Analysis. These improvements also include proposed priority sidewalk segments as identified on the Official Pathways Map. Mobility improvements at this intersection include: • Northbound right turn lane from Davis Boulevard to Continental Boulevard • Eastbound right and left turn lanes from Union Church Road to Davis Boulevard • Additional westbound left turn lane from Continental Boulevard to David Boulevard • Extend westbound turn lane from Continental Boulevard to David Boulevard • Realignment with the eastbound approach crossing Davis Boulevard from Union Church Road to Continental Boulevard • Traffic signal additions and reconfiguration with the goal of accommodating proposed intersection alignment • Traffic signal timing improvements • Pedestrian access improvements This intersection is located within the City of Southlake and is owned and operated by TXDOT. This work requires coordination with TXDOT but will be a direct improvement to the citizens of Southlake. TXDOT will continue to maintain the improvements as well as monitor and adjust the signal timing within the FM 1938 corridor as needed after the improvements at this intersection are complete. Drainage Improvements The Stormwater Master Plan identifies critical drainage structure #18 near this intersection and a flood analysis was conducted during the design phase. This flood analysis determined that the existing culverts were undersized and recommended upsizing the existing Item 4D Page 3 of 6 crossing. The proposed drainage improvements to alleviate localized flooding include: • Replacing existing culverts with recommended culvert sizes at the Union Church crossing • Wire and rock (Gabion) walls and mattresses • Rock riprap • Additional inlets and storm line Street Closure With the goal of safe and expedient construction in mind, a street closure on Union Church from Siena Drive to Davis Boulevard is required for the proposed improvements to critical drainage structure #18. The street closure will occur during phase one of construction and the public should utilize posted detours. Carroll Independent School District (CISD) and the City of Keller have both been notified of this closure, and staff will coordinate with them as needed throughout the project. During the design phase of this project, this closure was discussed and approved by the City’s internal Office of Traffic Management (OTM). This internal committee includes all departments responsible for safety, management, and communication of traffic control, with the goal of reviewing and communicating any major traffic concerns. This committee includes members from City Manager’s Office, Police and Fire Departments, Office of Communication & Customer Experience, Public Works, Planning & Development Services, and Economic Development & Tourism. West Continental Boulevard & South Peytonville Mobility Improvements The planned construction work at the intersection of West Continental Boulevard & South Peytonville Avenue proposes improvements in agreement with project MT3 in the Mobility Master Plan and as provided in the 2017 Citywide Intersection Analysis: • Complete the recommended intersection improvements at Continental Blvd and Davis Boulevard • Construction of roundabout at West Continental Boulevard & South Peytonville Avenue • Pedestrian access improvements • Resurfacing of Continental Boulevard between Davis Boulevard and South Peytonville Avenue Drainage Improvements The Storm Water Master Plan identifies critical drainage structure #19 near this intersection and a flood analysis was conducted during the design phase of this project. This flood analysis determined that Item 4D Page 4 of 6 the existing crossing was undersized and presented options to staff of how to modify the crossing. Staff chose the option with the lowest water surface elevation for the 100-year flood event. The proposed drainage improvements include: • Addition of two culverts at the Peytonville crossing • Upstream wire and rock (Gabion) walls and mattresses • Upstream rock riprap • Matching existing crossing outlet with the goal of preserving existing velocities • Additional inlets and storm line Utility Relocations The proposed improvements at this intersection require relocation of existing City-owned utilities, including: • 700 Linear Feet of 12-inch water line • 170 Linear Feet of 8-inch water line • 580 Linear Feet of 8-inch Sanitary Sewer line Proposals Solicitation of Proposals for this project began on February 23, 2025, and competitive sealed proposals were received and opened on March 28, 2025. The five proposals received for this project are shown in the tabulation below: Proposer Proposal Amount Axis Contracting, Inc. $ 8,451,851.72 McMahon Contracting LP $ 8,519,868.46 DDM Construction Corp. $ 9,726,501.00 SYB Construction Co., Inc. $ 11,311,680.03 Rebcon, LLC $ 11,498,816.34 City staff reviewed and scored the five proposals using best value criteria as described in the project manual. The evaluation criteria for this bid were the purchase price (50%); Qualifications of Key Personnel (10%); Similar Project Experience (10%); Quality of Goods and Services (10%); the proposer’s reputation (5%); and Project Delivery Schedule (15%). The evaluation of the proposals, qualifications and references led to the recommendation of McMahon Contracting LP for this project. The bid from McMahon Contracting LP totaled $8,519,868 for the anticipated work. Staff is requesting authorization for a total of $9,750,000 which includes $1,230,132 in contingency for construction costs that may arise due to unforeseen field conditions. The anticipated start date of this project is Summer 2025. Item 4D Page 5 of 6 Communication City staff began coordinating with the public in Fall 2020, when the efforts began to obtain necessary right-of-way (ROW) for this project with adjacent property owners. All ROW acquisition was complete by Winter 2022. Coordination with CISD and the City of Keller began Summer 2024. Residents within the area were notified via post card of the project advertisement Spring 2025. The post card sent to residents displays a QR Code that when utilized would show a project website that has been created for communication purposes on this project. This project website shows the project area, discusses the history of this project, shows excerpts from the plans of the proposed improvements, and has a section for monthly progress updates. A comprehensive communication plan will be implemented for the duration of the construction of this project to promote transparency and strong coordination with stakeholders. Financial Considerations: Funding for this agreement is budgeted as part of the approved Capital Improvement Program. Funding for this project is allocated in General Fund, Roadway Impact Fee Fund, Utility Fund, and Stormwater Utility System. This project also received funding from the 2021 Tarrant County Transportation Bond Program. Strategic Link: These items link to the City’s Strategy Map by delivering on the focus areas of Infrastructure & Development, in addition to Partnerships & Volunteerism. It provides this by focusing on Financial Objective F2: Investing to Provide & Maintain High Quality Public Assets and Business Objective B2: Collaborating with select partners to implement service solutions. Citizen Input/ Board Review: None. Legal Review: This is the standard construction services contract that has been previously reviewed by the City Attorney. Alternatives: The City Council may approve or deny the agreement.
