Subject: Award the contract for the construction of the N. Carroll
Avenue Mobility Improvements project to Tejas Cutters, LLC in
an amount not to exceed $1,050,000.
Action
Requested: Award the contract for the construction of the N. Carroll Avenue
Mobility Improvements project to Tejas Cutters, LLC in an amount
not to exceed $1,050,000.
Background
Information: The City has received many concerns regarding this highly-traveled
Arterial road—the need for right-turn vehicle queuing
storage/capacity at North Carroll Ave and Southlake Blvd
intersection, congestion near Lakewood Drive, turning visibility
issues at Southcrest Ct., traffic delays when leaving Town Square,
prohibited U-turns near Southlake DPS HQ facility, and traffic
backups at the SH 114 intersection for northbound Carroll traffic onto
westbound SH 114. The City engaged Kimley-Horn and Associates
in 2019 to conduct an engineering study to provide
recommendations on improving capacity, reducing congestion, and
most importantly improving safety along N. Carroll Ave. Kimley-Horn
gathered traffic count data, performed turning movement analysis,
capacity & queuing analyses, and topographic survey to design the
recommended improvements.
The project includes intersection upgrades, median modifications,
improved signage & pavement markings, added vehicle queuing
capacity at major intersections, and turn lane & signal improvements
at State Highway 114 intersection. These improvements will reduce
conflict points, support growing transportation demands, and reflect
the City’s commitment to investing in infrastructure that promotes
long-term mobility, safety, and quality of life. Final design was
completed February 2025.
Solicitation of proposals for this project began February 23, 2025,
and sealed proposals were received and opened on March 28, 2025.

The one proposal received for this project is shown in the tabulation
below:

The evaluation criteria for this bid were the purchase price (50%); the
reputation of the bidder, including key personnel (15%); the
reputation and quality of bidder’s goods or services (15%); the
bidder’s past relationship with the City (10%); and the bidder’s
responsiveness (10%). Only one bid was received for this project. As
part of the evaluation process, City staff thoroughly vetted the
proposer, Tejas Cutters LLC, through reference checks and detailed
qualifications review to ensure the company meets the City’s
standards for quality and performance. Based on the results of this
review and the favorable references received, City staff recommends
awarding the construction contract for the N. Carroll Avenue
Improvements Project to Tejas Cutters, LLC.
The bid from Tejas Cutters, LLC totaled $847,887 for the anticipated
work. Staff is requesting authorization for a total of $1,050,000 which
includes a $202,113 contingency construction costs that may arise
due to unforeseen field conditions. The anticipated start date of this
project is late Summer to early Fall 2025 with projected completion
anticipated Fall 2026, weather permitting.
Financial
Considerations: Funding for this project was allocated in the General Fund as part of
the Capital Improvement Program.
Strategic Link: These items link to the City’s Strategy Map by delivering on the focus
area of Infrastructure. It provides this by focusing on Financial
Objective F2: Investing to Provide & Maintain High Quality Public
Assets.
Citizen Input/
Board Review: Community engagement has been a major focus for this project.
Public coordination began December 2022. A public meeting was
held with neighborhood residents, stakeholders, and Town Square
management in July 2024. Postcards were sent during the design
and bidding phases, with more planned before construction begins
and near substantial completion. A project website has also been
launched, providing project details, monthly updates, and a link to
Orange Barrel Alerts for construction notifications.

Legal
Review: This is the standard construction services contract that has been
previously reviewed by the City Attorney.
Alternatives: The City Council may approve or deny the agreement.
