Mayor McCaskill led the pledges of allegiance to the United States and Texas Flags. 3. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. Deputy Mayor Pro Tem Kathy Talley reviewed the items on the consent agenda. 4. ADMINISTER THE OATH OF OFFICE FOR CITY COUNCIL PLACES 3, 4, AND 5. RECEPTION IN THE LOBBY IMMEDIATELY FOLLOWING COUNCIL COMMENTS. ITEM 4A REGULAR CITY COUNCIL MEETING MINUTES, MAY 6, 2025 Page 2 of 21 Tarrant County Judge Tim O’Hare administered the Oath of Office to Council Place 3, Frances Scharli, Council Place 4, Austin Reynolds, and Council Place 5, Chuck Taggart. Upon taking their seats at the dais, each expressed their appreciation to their family, friends, and residents for their support. Following the Oaths of Office, a reception was held in the lobby. CITY COUNCIL PRESENT: Mayor Shawn McCaskill, Deputy Mayor Pro Tem Kathy Talley, and Councilmembers Randy Robbins, Frances Scharli, Austin Reynolds and Chuck Taggart. CITY COUNCIL ABSENT: Mayor Pro Tem Randy Williamson REGULAR SESSION: Immediately following the work session 1. CALL TO ORDER Regular Session was called to order by Mayor McCaskill at 5:58pm. 2A. EXECUTIVE SESSION Mayor McCaskill announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071 consultation with city attorney; Section 551.072 deliberation regarding real property; and Section 551.087 deliberation regarding economic development negotiations. The City Council adjourned for Executive Session at 5:58pm. Executive Session began at 6:30pm and concluded at 7:27pm. 2B. RECONVENE Mayor McCaskill reconvened the meeting at 7:34pm. 3. REPORTS: 3A. MAYOR’S REPORT 3A1. WATER SAFETY MONTH Mayor McCaskill introduced Lori Cerami, Founder and Executive Director of The Swim4Elise Foundation, who spoke about the importance of water safety in recognition of Water Safety Month. Ms. Cerami also announced the upcoming Run4Elise event, scheduled for Saturday, May 10, 2025, and accepted a proclamation declaring May as Water Safety Month in the City of Southlake. RECOGNITION OF THE SOUTHLAKE POLICE DEPARTMENT Mayor McCaskill recognized and commended the Southlake Police Department, including the School Resource Officers, for their swift and professional response during a recent incident at Old Union Elementary School. 3A3. EXPRESSIONS OF SYMPATHY FOR FORMER SOUTHLAKE MAYOR SAM SPARGER Mayor McCaskill expressed heartfelt condolences to the family of former Southlake Mayor Sam Sparger, who served the City from 1981 to 1984. He acknowledged Mayor Sparger’s contributions to the community and recognized his lasting impact on the City of Southlake. 3B. CITY MANAGER’S REPORT 3B1. 2025 EMPLOYEE APPRECIATION WEEK AND EMPLOYEE PERFORMANCE AWARDS City Manager Alison Ortowski introduced Assistant City Manager Stacey Black, who provided an overview of the 2025 Employee Appreciation Week and the Employee Performance Awards.
