MAYORS REPORT: Mayor Sparger discussed with the Council members new ideas submitted by Raymond Darrow, the Cities Architect, on our City Hall/Fire Hall Facilities project. Mayor Pro Tem Latta reported on a conversation with Mr. Renfro of the State Highway Department. Latta said they encourage the City to enforce th speed limits on Hwy114 and the State Highway Department will conduct anoth r traffic speed limit evaluation in the near future. A public hearing was held concerning REVENUE the use for the Revenue Sharing Funds SHARING Allocation for Entitlement 13. The FUNDS Latta x x funds, amounting to approximately ENT. 13 Loris x x $19,657.03, were discussed by the Westerholm x Council and approvel was given to McCombs x purchase a computer for the taxes, Bone x utility billing and other needed uses There were no comments from the audience during the public hearing. Present zoning TO HEAVY on the land is Agricultural, request COMMERCIAL is for the Heavy Commercial Zoning District. It was noted that the Planning and Zoning Commission recomme d- el approval as requested. Bill Ross of IBM made the statement that IBM is 100% sure that they will be purchasing the land in question. They indicated that the City of Fort Worth has agreed to serve the area IBM will purchase with surface water. During the public hearing, the follow- ing persons spoke: John Bradford, Norman Rowe, Marvin Stanford, Harold Knight, and Mr. Chivers. After discussion, Latta made the Latta x x motion to approve the zoning to Heavy Loris x Commercial as requested. Westerholm x McCombs x x Bone x An amendment to the Zoning Ordinance AMENDMENT No. 261 was discussed in regards TO ZONING to Maximum Height Restrictions in ORDINANCE Heavy Commercial Zoning District. DISCUSSED Ed Norman, chairperson of the Plannin and Zoning Commission was present and presented a draft of an amendment to the ordinance as prepared by the P & Z and Councilmembers during a worksession. Latta x x Mayor Sparger recommended to Council Loris x that they consider the option and Westerholm x x have the City Attorney compile all McCombs x the thoughts and present as an Ordin- ')ne x ance amendment at the next meeting. Hall Survey, Abstract 686, APPROVED Tract 1B was discussed for Light TO HEAVY Industrial Zoning. COMMERCIA] It was noted that the Planning and Zoning Commission denied the request unanimously. Representative, Peggy Knox, was present and gave a presentation showing the type of business her client wants to operate if the zoning is approved. During the public hearing, the follow- ing persons spoke: Norman Rowe- against Harold Knight- against Virginia Clow - against Wade Booker - questions Jeff Ault - against After discussion by Council,and the audience, it was suggested that possibly Heavy Commercial Zoning with a Special Exception Use Permit for the property might be more accep- table. Everett Aslin was present and ask Council to reconsider his request for a Special Exception Use Permit for Heavy Construction equipment stor- age in an Agricultural Zoning District. Attorney, Joe Gregory presented a petition with approximately 50 names stating they feel Aslin should be given a permit. Two property owners within 200' were present and voiced objection to the permit being issued. They are; Norman Rowe and Vernon Scott, representing, W. Fultz Ranch, Motion was made and approved to set Latta X January 1,1983, as a date to conform Loris x to the ordinance. He named major budget items as the employment of a Director of Public Works, the purchase of two Police Cars and a City tractor. There were no comments during the public hearing. The Governing Body of your City has heretofore by final Ordinance approved the revised Fuel Cost Factor Tariff Schedule that the Public Utility Commission of Texas approved in its Docket No. 4224. Enclosed you will please find the revised Fuel Cost Factor Tariff Schedule (Schedule FCF) in compliance with the order of the Public Utility Commission of Texas in its Docket No. 4224, dated July 29, 1982.
