The Minutes of the Regular City
Council Meeting held September 1,
were approved as presented as were
the Minutes of the Emergency City
Council Meeting held September 3,1981
MAYORS REPORT:
Mayor Pro Tem Latta read a letter
of resignation signed by Daymond
Gaddy. In the letter Gaddy resigned
as Police Chief to be effective
September 3,1981.
Latta also gave a status report on
the Communications System which
should be installed within the next
couple of weeks.
Resolution 80-22 was renewed which CITY
continued the services of Dr. Carlton HEALTH
D. Pittard as the cities Health OFFICER
Officer for another year, to expire
September, 1982.

concerning the installation in the
City of Southlake, a Micro-Wave
path which will transmit between
Arlington and Denton.
Stricker X Ordinance No. 267, was approved as ORD. 267
Westerholm x x presented which will fix the Tax
McCombs X Rate for FY82.
Massey x x
Resolution 81-22 was approved. The RESOLUTI
Stricker x x resolution registers Southlake to 81-22
Westerholm x have a vote in the Tarrant County
McCombs x Tax Appraisal District, selection of TAX

Stricker x Resolution 81-23 which will enter RESOLUTI
Westerholm x x Southlake into an agreement making 81-23
McCombs x x the City a member in the Tarrant
Massey x County Arson Abatement program.
Chief Steele made a presentation
and answered questions for Council.
After extensive discussion concerning WINDING
Stricker x the Winding Ridge Addition in the RIDGE
Westerholm x x City of Grapevine and the proposed ADDITION
McCombs x access onto Highway 114 in Southlake,
Massey x x Council voted unanimously to deny DECISION
the access. Prior to the vote, MADE
City Attorney, Bill Smith, recommend-
ed to Council that they postpone
the agenda item for further study,
however, Council could proceed if
they wish and that they must conside
the risk to the citizens when they
made their decision.

brief sumary of the law in regards
to alcoholic beverage sales.
ZA 81-27. The request for rezoning ZA 81-27

Westerholm x x A.A. Freeman Survey, Abstract S22 APPROVED
McCombs x was granted after much discussion. TO A-2.
Massey x x The zoning was changed from PUD to
A-2 Single Family District. Owner
of the property is Ten Bar Property
Company. During the public hearing
the following property owners had
questions and comments: Lou Etta
McPherson, Roxy Dotson, Don Weeks,
Barney Stevens, Dave Palmlin, Pam
Wirtilin, Jud Joyce and Conner Lam.
Planning and Zoning Minutes indicated
that a positive recommendation was
given with one abstention.
The preliminary plat of Phase 1 of
the Cross Timber Hills Estates was
reviewed as engineer John Levitt
presented it.

and Lots 1-4 Block 1, have no access
onto Peytonville Avenue.
The bids for the three squad cars BIDS FOR
Stricker x x were opened as advertised. The bid SQUAD CAR,(
Westerholm x x was given to N.B. Rogers. His bid
McCombs was highest at $2,150.00 for the 3
Massey cars. Approval to accept the bid
was given by Council.
Approval was given to Chief Steele
to purchase books for a course he
is taking, at a cost not to exceed
$25.00.
The various department reports were
reviewed with no action taken.
