Item 8 - Narrative & Dev Regulations    April 22, 2025 Narrative for Zoning Change Submittal S-P-2 Generalized Site Plan District for 1901 W. Kirkwood Blvd, Southlake, Texas Case Number ZA25-0026 This site shall comply with all conditions of the City of Southlake Comprehensive Zoning Ordinance No. 480, as amended, as it pertains to Section 22, C-3 General Commercial District uses and regulations. Development Regulations: The property shall be subject to the development regulations for the C-3 Commercial District and all other applicable regulations with the following exceptions: To facilitate a contiguous development, buffer yards and building setbacks will not be required along internal boundary lines. Parking agreements for offsite parking for valet service will be in place prior to building permitting to satisfy the combined parking requirements for the development. Additional Information: The focus of this application is to revise the building plans and zoning for the parcel at 1901 W Kirkwood Blvd in Southlake from its previous configuration to a modified version. The parcel’s zoning as SP-2 will not change. The model we have been using for our zoning analysis is C3 Commercial. Please refer to Exhibit A (attached) which is a portion of the Southlake Zoning Map which identifies our site and zoning of adjacent parcels. Also refer to Exhibit B (attached) in which the site is shown as Mixed Use in the Future Land Use Map. The restaurant will be an upscale restaurant which will seat 250, for dinner only, 7 days a week. The event space will seat 200 for dining and will likely only be in use on the weekends. Parking requirements determined by the square footage of the restaurant. The site includes 7 freestanding storefronts with a total square footage of 10,975 sf. Our site plan is currently configured to provide most of the required parking on site at the property - 1 space per 100 sf of resturant and 1 space per 200 sf of retail. We have 182 out of 255 required parking spots on site and all other required spaces will be provded by a free valet service arranged by the restaurant and event space operator. We are developing a parking agreement with the property North of W Kirkwood Blvd across from VariSpace for the remainder of the required parking spaces.
