Section 551.089: Deliberation regarding security devices or security audits. The City
Council may discuss or deliberate regarding security assessments or deployments
relating to information resources technology; network security information as described
by Section 2059.055(b); the deployment, or specific occasions for implementation, of
security personnel, critical infrastructure, or security devices; or results of security audits.
Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)
for purposes of preventing, investigating, or responding to an act of terrorism or related

or radioactive weapon, or unpublished information pertaining to vaccines or devices to
detect biological agents or toxins; 4) that relates to details of the encryption codes or
security keys for a public communication system; 5) that relates to a terrorism -related
report to an agency of the United States; 6) that relates to technical details of particular
vulnerabilities of critical infrastructure to an act of terrorism; 7) that relates to information
regarding security measures or security systems intended to protect public and private
property from an act of terrorism. The Texas Disaster Act specifically requires that a tape
recording of the closed meeting be made.
Section 418.106(d) & (e): Local meetings to discuss emergency management plans
regarding pipeline safety. The City Council may discuss emergency management plans
involving pipeline safety and/or security of pipeline infrastructures or facilities when those
plans or discussions contain such sensitive information.

NOTICE OF INTENTION TO ISSUE
CITY OF SOUTHLAKE, TEXAS CERTIFICATES OF OBLIGATION
TAKE NOTICE that the City Council of the City of Southlake, Texas, shall convene at
6:00 p.m. on May 6, 2025, at City Hall, 1400 Main Street, Southlake, Texas, and, during such
meeting, the City Council will consider the passage of an ordinance authorizing the issuance of
certificates of obligation in one or more series in an amount not to exceed SIXTEEN MILLION
TWO HUNDRED THOUSAND DOLLARS ($16,200,000) for the purpose of paying contractual
obligations to be incurred for (1) constructing, improving, extending and equipping the City's
combined waterworks and sewer system, including the purchase of land and rights-of-way
therefor, (2) constructing, improving and renovating streets, alleys, culverts and bridges, including
drainage and erosion control, landscaping, screening walls, curbs, gutters, sidewalks, lighting,
signage and traffic signalization incidental thereto and the acquisition of land, equipment and
rights-of-way therefor and (3) professional services rendered in connection therewith; such
certificates of obligation to be payable from ad valorem taxes and a lien on and limited pledge of
the net revenues of the City's combined Waterworks and Sewer System. In accordance with
Texas Local Government Code Section 271.049, (i)the current principal amount of all of the City's
outstanding public securities secured by and payable from ad valorem taxes is $57,571,000;
(ii) the current combined principal and interest required to pay all of the City's outstanding public
securities secured by and payable from ad valorem taxes on time and in full is $67,948,413; (iii)
the estimated combined principal and interest required to pay the certificates of obligation to be
authorized on time and in full is $21,133,407; (iv) the maximum interest rate for the certificates
may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the
certificates to be authorized is February 15, 2040. The certificates of obligation are to be issued,
and this notice is given, under and pursuant to the provisions of Texas Local Government Code,
Subchapter C of Chapter 271, as amended.

Tarrant County Judge Tim O'Hare administered the Oath of Office to Council Place 3,
Frances Scharli, Council Place 4, Austin Reynolds, and Council Place 5, Chuck Taggart.
Upon taking their seats at the dais, each expressed their appreciation to their family,
friends, and residents for their support. Following the Oaths of Office, a reception was
held in the lobby.

Talley, and Councilmembers Randy Robbins, Frances Scharli, Austin Reynolds and

Regular Session was called to order by Mayor McCaskill at 5:58pm.

Mayor McCaskill announced the City Council would go into Executive Session pursuant
to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney; Section 551.072 deliberation regarding real property; and
Section 551.087 deliberation regarding economic development negotiations. The City
Council adjourned for Executive Session at 5:58pm. Executive Session began at 6:30pm
and concluded at 7:27pm.
