The City Council may discuss emergency management plans involving pipeline safety and/or security of pipeline infrastructures or facilities when those plans or discussions contain such sensitive information. In accordance with Texas Local Government Code Section 271.049, (i)the current principal amount of all of the City's outstanding public securities secured by and payable from ad valorem taxes is $57,571,000; (ii) the current combined principal and interest required to pay all of the City's outstanding public securities secured by and payable from ad valorem taxes on time and in full is $67,948,413; (iii) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $21,133,407; (iv) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the certificates to be authorized is February 15, 2040. The certificates of obligation are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended. WATER SAFETY MONTH Mayor McCaskill introduced Lori Cerami, Founder and Executive Director of The Swim4Elise Foundation, who spoke about the importance of water safety in recognition of Water Safety Month. Ms. Cerami also announced the upcoming Run4Elise event, scheduled for Saturday, May 10, 2025, and accepted a proclamation declaring May as Water Safety Month in the City of Southlake. EXPRESSIONS OF SYMPATHY FOR FORMER SOUTHLAKE MAYOR SAM SPARGER Mayor McCaskill expressed heartfelt condolences to the family of former Southlake Mayor Sam Sparger, who served the City from 1981 to 1984.
