MINUTES of the last regular meeting were ap- proved as presented. Minutes of the special meeting were also approved as presented. James Harrell, Chairman of the Planning & ZA 77-6: A-3 Zoning Commission, gave the Council reasons REQUEST BY for the recommendation of the P&Z for denial FRED JOYCE of the A-3 zoning requested by Fred Joyce in ZA 77-6. Fred Joyce spoke in favor of the change in zoning. Lee Foster spoke against it Mr. and Mrs. Theron Ragan both spoke against it. C. W. Banks advocated no planned zoning. H. C. Wallace, Jr., spoke in favor of follow- ing the City's adopted Future Land Use Plan. Daymond Gaddy spoke in favor of no change. Several questions from the audience were ans- wered. Discussion followed. Council acted to follow the recommendation of the Planning & Zoning Commission to deny the zoning reques for A-3 on nine acres of land in the Hale Survey, Abstract 803, described as Tract 2A on the City Tax Roll, and fully described by metes and bounds in ZA 77-6, being located along the east side of Carlisle Lane at Con- tinental Boulevard. Council tabled it until further word from the Messina Brothers or their attorney. The City Attorney briefed the Council on the PEDDLERS gist of the proposed ordinance pertaining to ORDINANCE the regulation of peddlers. The matter was placed on the next regular agenda to allow Council more time for study. Urbanosk X Council ratified their action. Virginia Clow, representing the owner of the ZA 77-10 property in question, presented the Council Popki X X with the revised plat of Block 4 of Southlake Good X X Park Addition, which was given final approval Swee X by the Planning & Zoning Commission. Council Urbanosk X ratified their action. James Harrell informed the Council further ORD. 161-53 amendments to Ordinance 161-53, regarding al- coholic use permits, was not a closed matter but that further study will be had. Council postponed action at this time until the next regular meeting. The Water Department report was turned in by WATER DEPT. Mayor Pro Tem Sweet. The Chief informed the.Council that the boat is in need of repair. The Building Inspector turned in the monthly building permit report. The court report showed only three persons appeared for the Plea Docket, altho the City Attorney stated it still helps alleviate the regular trial docket congestion. Discussion was had on the cases against James Turner. Council directed the City Attorney to take certain steps regarding the recent complaints from Mr. Turner's neighbors. Popkin X Popkin X X Council approved the purchase of poles, at Sweet X X the approximate cost of $100, and plywood for Goode X park signs. Urbanosky X The Mayor went over his report with the Council. This portion of the meeting was closed to dis- cuss personnel. Upon re-opening the meeting, Mayor Pro Tem Sweet left to go to work. Council agreed to hire a° -l" =--e police officer, Tom Hulsey, at a monthly salary of $750 with a raise to $805 monthly after six months probation.
