B. H. Buchanan addressed the Council concern- I
ing his proposed subdivision north of Carroll I
High School. He requested Council decision
on information he needs to determine costs of
a sewage treatment plant. A letter addresed
to him drafted by the Mayor containing the
following three items was read aloud: "(a)
The City will endorse/support your attempt to
obtain a larger capacity permit based on Item
(c). (b) The Developer will install the sys-
tem and deed to the City prior to initiating
operation. The City cannot operate a private
system. (c) If additional capacity is ob-
tained, the City will agree that should other
developments or individuals tie on, you will
be allowed to recover your pro rata cost."
Discussion followed concerning oversize line
costs. At this point, Tommy Eidson addressed
the Council stating he does not think it is
economically feasible to install a sewer sys-
tem unless the City participates in the cost
and asked what size lots can be used in his
subdivision without a sewer system. Council
considered having a resolution prepared by th
City Attorney incorporating cost figures sub-
itted by Buchanan. Council next considered
approving a resolution containing Items (a),
(b) and (c) of the aforementioned letter with
Item (c) to include a formula drawn up by the
ity Attorney regarding proration to Buchanan
4sed on gallons of sewerage of user families.
ouncil gave approval to having a resolution
repared to include Items (a) and (b) as set
orth above and to amend Item (c) to differen-
iate between the additional capacity of the
lant to serve users outside the proposed sub-
ivision and the additional cost of oversized
ines, awaiting feedback from Buchanan as to
he price of these two items.

Tommy Eidson again addressed the Council and
asked what size lots he would be required to
have in his proposed subdivision north of
Buchanan's without the use of a sewer system.
Council advised him 40,000 square feet would
be the minimum size required. Mr. Buchanan
asked Council for a copy of the subdivision
ordinance containing the City's requirements.
The Mayor advised him he could not have a cop)
lat this time since none were available but he
would be furnished one later.
