CITY OF SOUTHLAKE
REGULAR MEETING OF THE CITY COUNCIL
June 1, 1976
The City Council of the City of Southlake, Texas, met in regu-
lar session in the Council Chamber of City Hall, 667 North
Carroll Avenue in Southlake on Tuesday, June 1, 1976, with the
following members present:
Wade Booker, Mayor
Pa.t Hawk, Mayor Pro Tem
W. 0. Nunn, Councilman
Ben Berry, Councilman
Bob Goode, Councilman
Colon A. Sweet, Councilman
Staff members present: William D. Campbell, City Attorney
W. G. Cline, Water Superintendent
Larry Senn, Building Inspector
D. R. Hughes, Police Chief
Bob Steele, Fire Chief
The Mayor called the meeting to order at 7:30 P.M. The invocation
was given by Councilman Sweet. Minutes of the special meeting
held 21 May 1976 were approved as read.
The oath of office was administered by the Mayor to Sam Sparger
who was appointed a member to the Zoning Board of Adjustment to
fill the vacancy left by Lloyd Wolf who recently moved from the
city. (Note: See Minutes of 5/4/76 meeting.)
Councilman Hawk requested that a date be set for the public
hearing of the appeal to the Zoning Board of Adjustment by
Joe V. Smith (ZA-76-1). The Mayor set it for 22 June 1976.
Mr. David Moak was advised the hearing on his zoning request
(ZA-76-2) was re-set to June 15th.
The bills were presented for approval for payment. Following
discussion of the workman's compensation insurance premium,
Councilman Nunn moved that the bills be paid; seconded by Councilman
Berry. Motion passed uananimously. (See attached list.)

Discussion of a Radio Contract with Bell Communications followed.
Councilman Goode directed the City Secretary to place the matter
on the agenda for the next regular council meeting.
The Council then held a discussion of Ordinance No. 161 with
the Building Inspector who asked for clarification of "accessory
buildings" in Ag Districts.

buing~elit ~d. It was pointed out that the Southern
Building Code adopted by the City limits residential garages to
8501 maximum. The Mayor suggested tabling the matter to give the
City Attorney time to review the building code. Councilman Hawk
asked how to change the ordinance and the City Attorney advised a
formal amendment is needed, and he pointed out that the Zoning
Board of Adjustment is the body which interprets the zoning ordinance-
not the City Council. Councilman Hawk suggested he would work with
the City Attorney to come up with an amendment to the zoning ordinance
and place it on the July 6th agenda. He then brought up the matter
of percolation tests on individual lots in Dove Estates. He
proposed this be required in Dove Estates henceforth. He made two
points: 1. Septic tank regulations be addressed under Ag District;
2. Enforcement of the Tarrant County Health Department standards
regarding septic tanks or address our attention to formulating our
own standards.
There being no further business the meeting adjourned.
