CITY OF SOUTHLAKE
REGULAR MEETING OF THE CITY COUNCIL
JANUARY 20, 1976
The City Council of the City of Southlake, Texas, met in regu-
lar session in the Council Chamber of City Hall, 667 North
Carroll Avenue in Southlake on Tuesday, January 20, 1976 with
the following members present:
Wade Booker, Mayor
Sam Davis, Mayor Pro Tem
Billy Joe Knox, Councilman
W. 0. Nunn, Councilman
Ben H. Berry, Councilman
Absent: James H. Winfrey, Councilman
Staff Members present: William D. Campbell, City Attorney
R. P. Steele, Fire Chief
D. R. Hughes, Police Chief
W. G. Cline, Water Superintendent
Lawrence Senn, Building Inspector
Craig Eaton, Consultant Planner.
Others present: Ralph Polson, Virginia Clow, Joe Moore,
Carolyn Keene, Members of the Carroll
High School Senior Class.
Mayor Booker called the meeting to order at 7:30 P.M. The in-
vocation was given by Councilman Nunn. The Minutes of the last
regular meeting were approved as read.
The first item considered by the Council was presented by Craig
Eaton concerning the revision and changes he is in the process
of making on the proposed zoning map. The changes were brought
about to accommadate noise impact areas referred to by Mr. Bob
Wegner, Planning Director, NCTCOG, at the last regular Council
meeting. Craig Eaton explained that the changes requested caused
other adjustments to be made and he asked the Council if the
changes as shown were agreeable. The Mayor suggested his re-
commendations be accepted. So moved Councilman Davis; seconded

by Councilman Knox. Motion passed unanimously.
FIRE DEPARTMENT report was given by the Mayor in the absence
of Councilman Winfrey. He announced that the Assistant Fire
Chief, Jim Clifton, is resigning, effective January 24th, be-
cause of moving from the City. The Fire Chief recommended
that Harry Bradley, Sr., be appointed to the post of Assistant
Fire Chief. So moved Councilman Knox; seconded by Councilman
Davis. Motion passed unanimously. The Fire Chief called the
Council's attention to repairs needed to Unit 3001, such re-
pair requiring an expenditure of approximately $400. The Mayor
suggested that he be given authority to purchase either a motor
or chassis whichever can be obtained at the best price. So
moved Councilman Davis; seconded by Councilman Nunn. Motion
passed unanimously.
POLICE DEPARTMENT report was given by Councilman Nunn. He
presented the audience with the highlights of the Department's
annual report. Chief Hughes then approached the Council re-
garding permission to attend schooling leading to his certifi-
cation as an instructor. Councilman Knox moved that the regis-
tration be sent in for the Chief's attendance; seconded by
Councilman Davis. Motion passed unanimously. Chief Hughes then
recommended that liability insurance be obtained on the three
police vehicles. The Mayor suggested the City Secretary con-
tact three agents. Discussion followed regarding the use of the
Citizen Band radio in the patrol car. Councilman Knox suggested
if it is possible a Citizen Band radio should be installed in
the new patrol car, also, when it is delivered.
WATER DEPARTMENT report indicated there were no problems.
Building Inspector Lawrence Senn reported the increase in per-
mits issued. Councilman Davis asked him if the City needs to
pass any additional codes other than those already in force to
which he replied he did not think so at this time. In response
to a question from Councilman Knox, he stated he felt that the
proposed zoning ordinance would be most helpful to work with in
the issuance of building permits.
MUNICIPAL COURT report was given to the Council. The City Sec-
retary stated the purpose of these reports will be to make Coun-
cil aware of the Courts activities.
Councilman Knox moved that the bills presented be approved for

payment; seconded by Councilman Nunn. Motion passed unanimously.
Mayor Booker announced this portion of the meeting closed to the
public for the purpose of discussing personnel matters.
Upon reconvening, no motions were made on the matters discussed.
There being no further business, the meeting adjourned.
