REGULAR MEETING OF THE CITY COUNCIL
NOVEMBER 6, 1973
The City Council of the City of Southlake met in regular session
in the Council Chamber of City Hall in Southlake, Texas, on Tues-
day November 6, 1973, with the following members present:
Wade Booker, Mayor
Billy Joe Knox, Mayor Pro Tem
W. 0. Nunn, Councilman
R. D. Drummond, Councilman
Frank Tetrault, Councilman
Sam Davis, Councilman
Also present: W. D. Campbell, City Attorney.
Mayor Booker called the meeting to order at 7:30 P.M. The invoca-
tion was given by Councilman Knox.
The minutes of the last regular meeting were approved as read.
® ZA-73-8: Mayor Booker explained to those present at this public
hears g that this zoning application was recommended for approval
by the Planning & Zoning Commission and that it was requested by
James Turner for additional land adjacent to his present property
already zoned F District and that this be zoned F District. He
stated that this is the company which manufactures Leaky Pipe and
invited thos+gpresent to speak. No questions or comments were made,
whereupon Councilman Knox moved that Ordinance No. 161-94, changing
zoning on land described by metes and bounds therein from Ag District
to F District be passed and approved; seconded by Councilman Nunn.
Motion passed unanimously. (Ordinance No. 161-54 attached hereto
and made a part hereof.)
Petition for Annexation was put before the Council. Mayor Booker
advised that the owner, Bill Masses of Dallas, owns about 25 acres
adjoining the city limit line.&Cduncilman Knox moved that the peti-
tion be accepted; seconded by Councilman Nunn. Motion passed
unanimously. (Said petition is attached hereto and made a part
hereof.) Mayor Booker set the public hearing for December 4, 1973.
Proposed resolution regarding septic tank regulation was brought
before the Council by the Mayor. Discussion followed. The Council
all agreed to table the matter to the next regular meeting in order
to have someone from the Tarrant County Health Department attend the
meeting in order to explain precisely what all is involved.

® In the interest of time, the City Secretary made only a few comments
on the recent TML Convention in San Antonio.
701 Planning Re o was presented by Craig Eaton of Carter & Burgess
assiste by Gera rtLemons and Ed Castille. Some of the interesting &
points made were that our population is estimated at 2,465; that
there are 806 structures of which 35% are in good condition and 5%
are dilapidated with the remainder in-between. Mr. Eaton told the
Council he hoped to have the plan finalized and the narrations ready
for the November 20th meeting. Mayor Booker thanked the men for the
presentation.'
The ordinances regarding ;Lnk vpr±~riPA and wrecker service were
tabled to the next regular Council meeting at the request of the
Maxtor.

Councilman Davis moved that the bills gppsented be approved for pay-
ment; seconded by Councilman Knox. Motion passed unanimously.
Bids received on two patrol cars were read to the Council by the
Mayor as follows:
$3,637 each, Payton-Wright Ford, Grapevine
3,621.65 each, Ted Arendale Ford, Arlington
3,620.34 each, Charlie Hillard Ford, Fort Worth.
3,539.63 each, Southside Dodge, Fort Worth (4 barrel)
3,696.78 each, Ray Ridings Plymouth-Dodge, Sherman
3,639.78 each, Fort Worth Chrylser-Plymouth
Councilman ox moved that the Payton-Wright bid be accep~ed and
further moved that two cars be purchased at this time; seconded by
Councilman Davis. Motion passed unanimously. i
Councilman Knox moved that General Telephone be issued a building 1
permit prior to final approval of a plat in the PUD at Southlake
Boulevard and Carroll Avenue; seconded by Councilman Davis. Council-
men Nunn, Knox and Davis voted "For"; Councilmen Drummond and Tetrault
voted "Against". Motion carried.
The Council were all in agreement to permit Mr. Home'Newman one water
tap free in the "Summerplace" Addition.
Councilman Drummond informed the Council that the Presbyterian Church
has purchased property in Southlake at White Chapel and Southlake
Boulevard and want a building permit for a temporary structure to be
moved to the property and used until the permanent building is built.
Councilman Knox moved that the permit be issued; seconded by Council-
man Drummond. Motion passed unanimously.
There being no further business, the meeting adjourned. I
