REGULAR MEETING OF THE CITY COUNCIL

SEPTEMBER 18,1973
The City Council of the City of Southlake met in regular session
in the Council Chamber of City Hall in Southlake, Texas, on Tues-
day, September 18, 1973, with the following members present:
Wade Booker, Mayor
Billy Joe Knox, Mayor Pro Tem
W. 0. Nunn, Councilman
Frank Tetrault, Councilman
Sam Davis, Councilman
Absent: R. D. Drummond, Councilman
Also present: William D. Campbell, City Attorney.
Mayor Booker called the meeting to order at 7:30 P.M. The invoca-
tion was given by Councilman Nunn. The minutes of the last regular
meeting were approved as corrected.
The Mayor asked Planning & Zoning Commission Member Llold Wolf if he
like to give his report first on the seminar on planning that he
attended in Austin. Several good points were made, i.e., if Com-
mission members keep failing to show up, appoint new ones who are
move interested; talk up planning and zoning to get citizens more
interested; require planning and zoning commission members who cast
negative votes state for the record their reason for so voting. The
Mayor thanked Mr. Wolf for the good veport.
Mayor Booker next introduced Mr. Cliff Davidson of the Tarrant
County Planning Department. Mr. Davidson spoke to the Council about
a planned soil survey for Tarrant County and showed slides depicting
the uses of such a survey. He informed the Council that local par-
ticipation is being sought to pay for the work and spoke of how
Southlake could benefit from it. Mssrs. Howard McDaniel and Dick
Coffee of the U.S. Soil Conservation Service appeared with Mr. David-
son and joined in the discussion that followed. The Council was
assured by Mr. Davidson that priorities would definitely be estab-
lished in the northeast part of Tarrant County. Councilman Nunn
then moved that the City of Southlake go on record as being inter-
ested in such a survey and that a letter expressing such interest
be directed to Jodge Howard Green of the Tarrant County Commissioners
Court with a copy of it to Commissioner Dick Lewis and the Tarrant
County Planning Department; seconded by Councilman Knox. Motion
passed unanimously.

Mayor Booker thanked the men for coming out. t
ORDINANCE NO. 199, annexing property owned by John Love, Trustee,
in the o i.ngsworth & Barnett Survey, Abstract No. 797, contain-
ing approximately 133 acres of land, more or less, described by
metes and bounds therein, was passed and approved on motion by
Councilman Nunn; seconded by Councilman Knox. Motion passed un-
animously. (Ord. No. 199 attached hereto and made a part hereof.)
Resolution No. 73-23, calling for approval of partial Payment No.
3 to Chicago Bridge & Iron was passed and approved on motion by
Councilman Knox; seconded by Councilman Tetrault. Motion passed
unanimously. (Said Resolution being attached hereto and made a
part hereof.)
Resolution No. 73-24, calling for payment to Carter & Burgess, Inc.,
the City's consultant engineering firm, of Project Authorization
No. 2, dated September 21, 1971, involving the 12" main and over-
head water tank construction, was passed and approved on motion by
Councilman Knox; seconded by Councilman Nunn. Motion passed un-
animously. (Said Resolution being attached hereto and made a
part hereof.)
Resolution No. 73-25, calling for appointment of M. E. Whiteside
as Tax ASsessor or the City of Southlake, was passed and approved
on motion by Councilman Nunn; seconded by Councilman Knox. Motion
passed unanimously. (Said Resolution being attached hereto and made
a part hereof.)
Resolution No. 73-26 calling forccancellation of certain tax items
because o errors, was passed and approved on motion by Councilman
Tetrault; seconded by Councilman Knox. Motion passed unanimously.
(Said Resolution attached hereto and made a part hereof.)
Ordinance No. 200, adopting the 1973-74 Budget, was passed, approved
and adopted on motion by Councilman Knox; seconded by Councilman
Nunn. Motion passed unanimously. (Ordinance No. 200 attached hereto
and made a part hereof.)
Ordinance No. 201, le*ng a tax for the use and support of the
municipal government of the City of Southlake, was passed and
approved on motion by Councilman Davis; seconded by Councilman
Nunn. Motion passed unanimously. (Ordinance No. 201 attached
hereto and made a part hereof.) I
Councilman Davis moved that the bills presented be approved for
payment; seconded by Councilman Tetrault. Motion passed unanimously. I
Mrs. Delores Quinn reported on the meeting in Duncanville at the
Texas Water Quality Board regarding the proposed mini-sewage system I
of Metal Structures Corporation. Following discussion, the Mayor
thanked her for the report and requested that she attend any future

40 hearings.
Mayor Booker informed the Council of a county-wide police com-
munications system going into effect after the first of the year.
Councilman Knox suggested a closer look at the requirements be-
fore any money is spent.
The City Attorney advised the Council of the progress made in
entering a judgment in the Southlake/Grapevine boundary matter.
Some discussion followed pertaining to the proposed amending to
Ordinance No. 161 regulating alcoholic beverages.
There being no further business, the meeting adjourned.
