Approval of Bills 62 REGULAR MEETING OF THE CITY COUNCIL MAY 4, 1971 The City Council of the City of Southlake met in regular session in the Council Chamber of City Hall on Tuesday, May 4, 1971, with the following members present: Wade Booker, Mayor Ralph Polson, Mayor Pro Tem Billy Joe Knox, Councilman W. 0. Nunn, Councilman R. D. Drummond, Councilman Absent: Thurman Hearn, Councilman Also present: William D. Campbell, City Attorney Mayor Booker called the meeting to order at 7:30 P.M. The in- vocation was given by City Chaplain Gene Tyson. The minutes of the last regular meeting were approved as read. Mssrs. Bill Bell and Jimmy Alewine of Carter & Burgess, Inc. appeared for the purpose of discussion concerning the develop- ment contract between the City of Southlake and Real-Tex Enter- prises, Inc., developers of Dove Estates; and also to discuss the current condition and prospects of our water system. One point made regarding the development contract was that most developers pay for the approach mains. Recommendations made ■ were that streets have 6' stabilization and 4" of asphalt or equivalent; street lights and street signs be installed. After the agreement is signed, final approval can be given and bond is made but no building permits can be issued until the agree- ment is met as to water lines and streets being installed. As for water, Mr. Alewine suggested a fiscal advisor be retained to search out good financing for the City and that HUD be forgotten at this time. Fire Department report was given by Chief Steele. (Copy attached.) Troclamation was issued by Mayor Booker that May 8th be desig- nated Fire Recognition Day in Southlake and open house from 1 to 4 P.M. The Chief informed the Council all equipment was presently operational and that the tires needed changing on the tanker. Mayor Booker is to get prices for doing the job. Police Department report was given by Capt. Cordes (copy attached.) Councilman Knox moved that the clutch be repaired on the 167 Ford at a cost of approkimately $69; seconded by Councilman Drummond. ® Motion carried unanimously. Two officers are attending the Fort Worth Police Academy at no expense to the City. A letter of thanks is to-be sent for accepting our men to be signed by each 63 member of the Council. The Council approved for payment the bills presented: Grapevine Auto Supply, $37.37 Bell Communications, $35.00 and the regular monthly utility bills. The Council was informed of the COG meeting May 19th. Howard Mr./Hunter asked the Council if he may speak to which the Council gave unanimous approval. He asked that the people be properly informed about HUD's refusal of our loan and just what our water situation is since there is much mis- understanding. It was decided by the Council that a news- letter be sent. Gene Tyson volunteered to help get one out. There being no further business, the meeting adjourned.
