Approval of Bills i 1 177 REGULAR MEETING OF THE CITY COUNCIL DECEMBER 15, 1970 The City Council of the City of Southlake, Texas, met in regular session in the Council Chamber of City Hall on Tuesday, December 15, 1970, with the following members present: Wade Booker, Mayor Pro Tem Thurman Hearn, Councilman Buddy Brown, Councilman Ralph Polson, Councilman Billy Joe Knox, Councilman Absent: J. L. Clow, Mayor Also present: William D. Campbell, City Attorney Mayor Pro Tem Booker called the meeting to order at 7:30 pm. Councilman Polson gave the invocation. The minutes of the last meeting were approved as read. A report on the Zoning Seminar workshop was given by Mrs. Elizabeth Stickley, Planning & Zoning Corrmlitsion Secretary, held in Dallas December 7th. The Council thanked her for the fine report. The Public Hearing on the Annual Budget was opened by Mayor Pro Tem by the reading of the Mayor's Annual Budget Message. The following citizens offered these comments: Manuel Gonzales asked that more funds be allocated for city planning; Ed Seydler questioned the salary of the City Secretary; Robert Mussina felt a debt of gratitude was owed the Mayor and Council for doing so much with so little; Jim Burrows asked about the water expansion program. Councilman Hearn commented on the need for more city planning, ' and Mr. Campbell expressed the view that the Budget was an excellent presentation. WHEREUPON, there being no further discussion, Councilman Hearn ' moved to pass and approve Resolution No. 70-8 adopting the Budget for 1971 (copy attached and made a part hereof); 178 seconded by Councilman Polson. Motion carried unanimously. It was suggested that the Council secure rates for comparison before entering into a contract with Carter &Burgess. No comment was made regarding the letter from Northeast Cities Advisory Council (attached hereto). - The bills presented were approved for payment on motion by Councilman Brown; seconded by Councilman Hearn. Motion carried unanimously. The Fire Department report was given by Mayor Pro Tem Booker in the absence of Chief Robert Steele. Councilman Brown moved to have the City purchase five re-conditioned Plectron units with a ninety day warranty at $40 each; seconded by Councilman Knox. Motion carried unanimously.
