REGULAR MEETING OF THE CITY COUNCIL
MAY 19, 1970
The City Council of the City of Southlake, Texas, met in
regular session in the Council Chamber of City Hall on
Tuesday, May 19, 1970, with the following members present:
' Wade Booker, Mayor Pro Tem
Thurman Hearn, Councilman
W. B. "Buddy" Brown, Councilman
Ralph Polson, Councilman
1 Billy Joe Knox, Councilman
Absent: J. L. Clow, Mayor
Also present: W. D. Campbell, City Attorney
' Mayor Pro Tem Booker called the meeting to order at 7:30 P.M.
The invocation was given by Rev. Robert Stith of the Carroll
Road Baptist Church.
1 The minutes were approved as read.
• ORDINANCE NO. 174 was read to the Council by Mayor Pro Tem
' Booker wherein certain property consisting of one ae,rd of land,
more or less, out of the Leonard Lincoln Survey, Abstract No.
981, is to be annexed to the City of Southlake. Mayor Pro Tem
Booker called for comments from anyone in attendance at this
public hearing regarding this ordinance. There being none,
Councilman Brown made the motion to adopt said Ordinance
annexing the property described therein; seconded by Council-
man Knox. Motion carried unanimously. (Copy attached and made
a part hereof.)
ORDINANCE NO. 161-12 was next introduced by Mayor Pro Tem
Booker who explained that this ordinance designates the zoning
' of the property described in Ordinance No. 174 as "Ag" Agri-
culture District. The motion was made by Councilman Hearn
to adopt Ordinance No. 161-12 designating the zoning on an
' acre of land, more or less, in the Leonard Lincoln Survey,
Abstract No. 981, owned by Robert L. Norman and wife, as "Ag"
Agriculture District; seconded by Councilman Brown. Motion
carried unanimously.
Petitions for Annexation froi J. W. Keeling, Owen Barnett,
J. R. Keeton, Jr., and H. E. Swaim were next presented to
the Council. All the property described therein is located
in the Christopher Dart Survey, Abstract No. 2003, and the
W. N. Martin Survey, Abstract No. 1068. Motion was made,by

Brown to accept. these Petitions for Annexation;
seconded by Councilman Polson. Motion carried unanimously.
A public hearing on the annexation of said property was set
for June 16, 1970. (Said petitions are attached hereto and
made.a part hereof.)
Planning & Zoning Commission recommended to the Council
that the City Attorney be directed to amend Ordinance No.
161 to establish a separate district detailing regulations
' for cemeteries, crypts and mausoleums, including require-
ments as to size, parking, screening, etc., and that a
development plan be required. Mayor Pro Tem Booker so dir-
t ected the City Attorney.
Little League request was not acted upon by the Council as
Mr. Al Middaugh was not present.
Dove Estates presentation was made by Mr.. David Moak after
which much discussion followed. A public hearing on the
' request for change in zoning from Ag District to A-2 District
was set for June 16, 1970, 7:30 P.M. at City Hall.
' City Matters: Mayor Pro Tem Booker informed the Council of
the NCTCO G Meeting May 27th and urged that someone attend.
• Councilman Hearn suggested a letter be written to the Chair-
man of the upcoming Pioneer Celebration advising of Southlake's
willingness to participate. No action was taken on Louis
Messina's request regarding a building permit pending further
information as to which lot he had in mind and also the re-
sults of the test on the roadbed made by the County.
Motion to approve the bills presented for payment was made by
' Councilman Knox; seconded by Councilman Brown. Motion carried
unanimously.
Howard Moffat requested information on how to obtain zoning.
There being no further business, the meeting was adJjourned.
