Approval of Bills Presented 10 43 REGULAR MEETING OF THE CITY COUNCIL APRIL 21, 1970 The City Council of the City of Southlake, Texas, met in regular session in the Council Chamber of City Hall on Tuesday, April 21, 1970, with the following members pre- sent: J. L. Clow, Mayor Wade Booker, Mayor Pro Tem Thurman Hearn, Councilman W. B. Brown, Councilman Ralph Polson, Councilman Billy Joe Knox, Councilman I Also present: William D. The minutes were approved as read. , Fire Department Report: Given by Chief Bob Steele (copy attached and made a part hereof). Chief Steele informed the Council that the Garage Sale recently held netted $541.28 and that the old truck was sold for $450.00; also, that No. 3002 Unit needs some repair work done. He also stated a Fish Fry will be held May 17th at Holiday Acres. Chief Steele recommended that Jud Joyce be appointed Fire Marshal (said post having been vacated by Councilman Polson). Following discussion, the motion was made by Councilman Brown to appoint Jud Joyce Fire Marshal; seconded by Councilman Booker. Motion carried unanimously. Petition for Annexation requested by Robert Norman: The Council asked Mr. Norman several questions concerning his property. The motion was then made by Councilman Brown to accept said petition; seconded by Councilman Knox. Motion carried unanimously. (Copy of petition attached hereto and made a part hereof. ' Episcopal Church of the Resurrection: Henry Golem- biewski appeared for same regarding plans to build a 1,000 lnci Mt i > vault burial crypt underground for which he is seeking City approval. He stated they would not do anything which would be in violation of any State law. Mayor Clow advised the Council he did not believe a change in zoning is necessary in order to build a church and that our zoning ordinance does not cover burial grounds. However, he advised no action be taken at this time until property owners in the area are contacted first so the Council would know their views regarding the matter. ' Darrell Mills has obtaine4 a building permit for the construc- tion of a storage building in which to hold frozen fish for ' resale off the premises. Following discussion, the Council was of the opinion such use was commercial and that a change in zoning would be needed. ' Weight Ordinance: The City Attorney explained briefly what such an ordinance would encompass. The motion was made by Councilman Brown to pass this ordinance; seconded by Council- man Booker. Motion carried unanimously. (This ordinance is hereby designated as Ordinance No. 172, a copy of which is attached hereto and made a part hereof. City Secretary was directed to have same published in the official newspaper, the Grapevine Sun . ) • Ordinance No. 134-B-1: This ordinance sets forth rates for ' trailer parks and amends Ordinance No. 134-B which deals with rates for water users. The motion was made by Councilman Hearn to adopt said Ordinance No. 134-B-1; seconded by Council- man Brown. Motion carried unanimously. (Copy attached and made a part hereof.) Motion was made by Councilman Brown to purchase Volumes 2A and 2B of Vernon's Annotated Civil Statutes; seconded by Councilman Knox. Motion carried unanimously. ' Motion was made by Councilman Polson to purchase a second-hand check protector; seconded by Councilman Knox • Motion carried unanimously. N. Motion was made by-Councilman Brown to purchase twelve men's Shirts at $4.95 each and eight women's blouses at-"$7.40 each for the Police Department; seconded by Councilman Knox. Motion ' carried unanimously. Councilman Hearn reported on tlv-::meeting had with the Texas ' Highway Department. Another traffic survey will soon be made. NTCOG meeting April 29th at 9:30 A.M. for those able to attend. Council Mtg. 4/21/70-Pg. 2 57 Texas Municipal League will have a seminar for Mayors and Councilmen in Austin June 28-30. r ' Councilman Polson made a motion to approve for payment the bills presented; seconded by Councilman Booker.
