Council Meeting
March 2, 1965
The meeting was called to order by Mayor John R. Tate. Answering
roll call were Paul Schell, J. D. Cate, Earl Williams, J. J. Carlile
and W. H. Crumbaker. Also present Mr. Prank Denton and several
of the property owners from Jellice(Rancb)Estates, and Keller Austin.
Mayor Tate allowed these visitors unlimited time to air their
grievances against the developer and also to state what they
felt the city should do about the problem. Councilmen listened
attentively and patiently but were adamant in their stand that
there was very little to be done by the city in this matter.
The subdivision had come into existence, apparently early in the
year of 1960, which was before the mayor and several councilmen
were in office. The consensus of opinion of the older members of
the council was that prior to the rapid growth which had come into
existence during the last eighteen months to two years, the city
had been very lenient aboutenforcing to the letter, the ordnance&
on the city's statutes. Unless there was some flagrant misuse of
the land or substandard construction, owners were allowed to proceed
without interference. However, none of the members were aware of this
division of the property known to all as Mrs. Louise Barry's Jellico Ranch.
A complete check of the minutes of prior years was made and no mention
of this subdivision was found.
The matter was left pending and Mr. Ben McClure will inform the Council
at a later time of any possibilities of correction which will benefit
and not harm the present owners.
The resolution for election on April 6 and election order were read and
duly approved and the Marshal was instructed to display them in the usual
manner in public places: Casey's Store, City Hall, Bailey's Grocery.
The secretary was instructed to secure the following persons to serve
as judge, assistant judge and clerks for the election: Earl Higgins,
presiding judge; Mrs. Wilma,Stinson, assistant presiding judge, Mrs.
Vella Casey and Mrs. Mable Cate, clerks. The foregoing procedure
was approved by council on motion of Earl Williams, seconded by Paul Schell.
The secretary was instructed to send by certified mail, a notice to
Mr. Jack Coats of Irving, Texas, in regard to a building he was in process
of moving on to property owned by him. He had failed to obtain permit--
either for construction or moving--and should contact Mr. Frank Denton at
once.

I, John R. Tate, Mayor of the Town of Southlake, Texas, by
virtue of the power vested in me by law, do hereby order that an
election be held in the Town of Southlake, Texas, on April 6, 1965,
being the first Tuesday thereof, for the purpose of electing the
following officers:

A Mayor and two Councilmen for a term of two years, from
April 6, 1965, or until their successors are duly elected

WHEREAS, pursuant to the provisions of Title 28, Chapter 2,
of the Revised Civil Statutes of Texas, it is provided that there
shall be held in each municipality in the State of Texas on the
first Tuesday in April of each year, a general election for the ~
purpose of electing officers of said municipality:

THAT, the Town Council of the Town of Southlake, Texas, at
a regular meeting held this date, does hereby order an election of
officers for the Town of Southlake, Texas, to be held on Tuesday,
April 6, 1965, for the purpose of electing a Mayor and Two Councilmen '
for a term of two years, from April 6, 1965, or until their successors.

(a) No person shall be eligible for the offices aforementioned,
unless he is a qualified elector of the Town of Southlake and has
resided in the State of Texas for a period of one year, and in the
Town for six months next preceding the election at which he is elected.

ANY eligible and qualified person may have his name printed
upon the official ballot as an independent candidate for the offices
herein provided for by filing his sworn application with the Mayor
not later than 5:00 P. M. o'clock March 6, 1965. The application
shall state the specific office being sought by the applicant and
that the applicant is eligible and qualified under the Laws of the
State of Texas, to become a candidate for and hold the office
being sought, if elected.

(B) Such sworn application may be accompanied with a petition
signed by qualified electors, although such petition is not required.

copy of the"Loyalty Affidavit" as required by Article 601.2 1951
Election Code, Vernon's Civil.Statutes, in substantially the

Any candidate for either of the offices herein provided for
may have his name printed upon the ballot on application to the
mayor, such application to be furnished by the Town. Secretary and
that same shall contain the signatures of five (5) percent of the
qualified voters of the Town of the Entire votes cast in the cast
in the Town at the last general election which application shall
be accompanied by the loyalty affidavit as hereinabove set out.
VII.
The names of all those who have filed their sworn applications
to have their names printed on the official ballot as candidates
shall be posted by the Town Secretary in a conspicuous place at the
office of the Town Secretary for inspection of the Public for at
least ten days before he orders the ballots to be printed. The
Town Secretary shall preserve in his office for a period of two
years all applications, notices of objections and other related papers.

VIII.
Any person eligible to the offices herein provided for who
has filed his sworn application in accordance with the provisions
of this resolution shall have his name printed on the official ballots.
Any such person may cause his name to be withdrawn at any time before
the official ballots are printed, by filing in writing with the
:w Town Secretary a request to that effect over his signature, duly
attested to by a Notary Public. No name so withdrawn shall be
printed on the ballots. Not later than ten days before the Town
r General Election, the Town Secretary shall have the official
ballots printed.
IX.
` The ballots to be used in said election shall be prepared in
the manner and form in the election code of the State of Texas,
enacted by the 1951 Legislature.
X.
All qualified voters within the meaning of the constitution
and Laws of the State of Texas, who have resided in the State of
Texas for a period of one year, and in the Town of Southlake for
+ a period of six months prior to the date of the election herein
provided for shall be entitled to vote at such election.
XI.
Voting by absentee ballot in said election shall commence on
March 12, 1965, at the office of the Town Secretary, Southlake,
s Texas; voting by absentee ballot shall close at five o'clock
10 P.M. March 30, 1965.
XII.
The election officers above named shall make and deliver the
returns of said election in triplicate, one being retained by the
,R presiding Judge, one delivered to the Mayor of the Town, and one
delivered to the Town Secretary. The ballot box containing the
signature stubs from ballots used in said election shall be delivered
to the District Clerk of Tarrant County, Texas, and other ballot
boxes and election records and supplies shall be preserved by the
Town Secretary in the proper office as by law provided. The Town
Council will meet not less than five and not more than seven days
following said election for the purpose of canvassing the returns
of said election.

The Mayor is hereby directed to give notice of said election
which. shall be signed by the Mayor under the attest of the Town
Secretary, and shall state the purpose of the election, the officers
to be elected, and the Marshal shall post a properly executed copy
of the election proclamation at the polling place herein provided
and two copies at two other public places within the Town. Such
notices shall have attached thereto a certified copy of this resolu-
tion.
XIV.
Said election shall be held and conducted in accordance with
the laws of the State of Texas for the holding of general elections
for State and County offices except as otherwise provided by
Chapter 2, Title 28, and the 1951 Election Code of the Revised
Civil Statutes of Texas.
